Background
Konoha is described as a shinobi village jointly founded by the Senju and Uchiha clans. Its government is centered on the Hokage, supported by jōnin, ANBU, advisors, and major clans. 15 28
When Minato Namikaze became Hokage, Konoha was still recovering from the Third Shinobi World War. Its streets were comparatively deserted, patrol coverage was limited, and the village had not regained its former prosperity. 1 2
The Nine-Tails’ Attack devastated Konoha despite warnings delivered to Minato beforehand. The crisis left Minato comatose, Kushina and Naruto alive as jinchūriki, and Hiruzen Sarutobi restored to the Hokage position. 4 5 24

Uchiha Clan Relations

Root
Root operates as Konoha’s covert organization under Danzō Shimura. Its records reveal human experimentation, the disposal of its own members when they become liabilities, and the use of stolen bloodline abilities. 10 11
Hiruzen initially limits Root’s activities rather than fully addressing its abuses. After Danzō’s death, Root’s personnel records and experimental documents are seized; by the time Danzō is reanimated, Root has been dismantled and only a few loyalists remain. 11 27
When the resurrected Danzō again threatens the Uchiha, Hiruzen, Homura, and Koharu decide that protecting Konoha requires abandoning him. Kushina is assigned to capture and seal him. 28

Cloud Village
