Background

Konoha is described as a shinobi village jointly founded by the Senju and Uchiha clans. Historically, its government was centered on the Hokage, supported by jōnin, ANBU, advisors, and major clans. 15 28

When Minato Namikaze became Hokage, Konoha was still recovering from the Third Shinobi World War. Its streets were comparatively deserted, patrol coverage was limited, and the village had not regained its former prosperity. 1 2

The Nine-Tails’ Attack devastated Konoha despite warnings delivered to Minato beforehand. The crisis left Minato comatose, Kushina and Naruto alive as jinchūriki, and Hiruzen Sarutobi restored to the Hokage position. 4 5 24

Minato later awakened and resumed his duties as Fourth Hokage. Under his administration, Konoha increasingly relied on Uchiha Yansheng’s military strength, research, and independent forces while confronting Madara Uchiha, Kara, and successive Ōtsutsuki threats. 51 84 99 166

Following Madara’s destruction of the daimyō-led order, Konoha accepted the Land of Dawn’s authority rather than resist overwhelming force. It lost its autonomy alongside the other major villages and became part of a centralized Ninja World. 187 188 213

Hokage leadership

Village leadership

• Hokage advisors — Homura Mitokado and Koharu Utatane participate in decisions concerning Danzo’s resurrection and agree that he must be captured, released from Impure World Reincarnation, or sealed. 28
• Jōnin assembly — Major political and military matters, including Obito’s S-rank pursuit and the prospective war with Cloud Village, are discussed at jōnin meetings. Its authority diminishes after Konoha is absorbed into the Land of Dawn’s centralized system. 14 37 38 188
• ANBU — ANBU conduct surveillance, guard key locations, patrol Konoha, and investigate threats. They monitor Uchiha activity but become reluctant to interfere directly with Yansheng; they also investigate his laboratory and respond during the Kara invasion. 2 37 38 166
• Village barriers — Konoha modifies its barrier system to detect space-time fluctuations, restricting Obito’s ability to enter and leave unnoticed. The defensive barrier also detects Yansheng’s return after his two-year absence, though Hashirama later bypasses it without alerting the village. 22 50 152
• Minato’s administration — After returning to office, Minato repeatedly mediates between Konoha’s institutions and Yansheng’s independent actions. He protects Yansheng’s research funding, manages several jinchūriki placed in Konoha, and later accepts the Land of Dawn treaty to preserve the village. 99 168 188

Transition to Land of Dawn rule

Konoha entered the Shadowless Conference with Minato and Yansheng seated as apparent equals, reflecting the village’s unusual dual center of authority. Minato formally accepted Madara’s treaty, after which Konoha lost the right to independently govern or make major decisions without approval from the Land of Dawn. 187 188

After succeeding Madara as sovereign, Yansheng began replacing the former village-based political structure with a unified Ninja World administration. Konoha consequently remains an important population and military center but no longer functions as a sovereign hidden village. 211 213 214

Uchiha Clan Relations

After the Nine-Tails’ Attack, Konoha relocates the Uchiha Clan to the village outskirts, deepening its physical and political isolation. The Ninja Cat Clan’s growing association with Uchiha Ensei further draws ANBU and leadership suspicion. 6

Yansheng later forces Hiruzen to negotiate over Danzo’s stolen Sharingan and the Uchiha’s restricted position within the village. The resulting agreement changes Konoha’s internal balance of power. 9 10 11

• The Uchiha relinquish half of the Hokage Guard Force’s authority, allowing members of other clans to join. 10
• Uchiha shinobi are permitted to undertake ordinary village missions rather than remaining confined to their previous duties. 10 11
• The village releases funds withheld after the Uchiha relocation and reassigns some of their responsibilities. 11
• The Uchiha revive the Purge Squad, a ten-member Three-Tomoe Sharingan force targeting organizations seeking Sharingan power. Hiruzen tolerates its semi-independent operations to preserve surface-level peace. 11
• Fugaku names Yansheng a new Uchiha elder and intended successor as clan head, giving the child direct influence over clan policy and Konoha’s affairs. 11

By the Cloud Village crisis, the Uchiha’s perceived possession of three Mangekyō Sharingan pairs makes open confrontation with the clan politically dangerous for Konoha. 37

Following Yansheng’s two-year absence and return, tensions between the village and clan temporarily subside. The Uchiha become increasingly integrated into Konoha, while their strength remains an essential part of the village’s security and political leverage. 50 51

The clan continues to provide major military support during later emergencies. Minato mobilizes Uchiha shinobi to suppress unrest after the daimyōs’ disappearance, while Itachi eventually returns to Konoha’s service as a jōnin squad leader rather than rejoining ANBU. 177 181

Root

Root operates as Konoha’s covert organization under Danzō Shimura. Its records reveal human experimentation, the disposal of its own members when they become liabilities, and the use of stolen bloodline abilities. 10 11

Hiruzen initially limits Root’s activities rather than fully addressing its abuses. After Danzō’s death, Root’s personnel records and experimental documents are seized; by the time Danzō is reanimated, Root has been dismantled and only a few loyalists remain. 11 27

When the resurrected Danzō again threatens the Uchiha, Hiruzen, Homura, and Koharu decide that protecting Konoha requires abandoning him. Kushina is assigned to capture and seal him. 28

Root’s records and human-experimentation research later remain relevant as material used by Yansheng in improving his own techniques and addressing their weaknesses. 87

Military and Security

Civil Affairs and Resources

Yansheng’s laboratory becomes a major strategic burden and asset for Konoha. At one point, nearly eighty percent of the village’s cash flow is directed into its supplies and research, with Minato suppressing political objections because of its military importance. 99

After the Land of Dawn centralizes the Ninja World, Konoha benefits from expanded roads, trade, reduced farmland taxes, technological development, and a network-based mission system. Its relative safety also makes it a focus for merchants and commercial activity. 188 189

Foreign Relations

Cloud Village

Konoha hosts a Cloud Village envoy delegation for an alliance treaty, though Hiruzen suspects the talks conceal hostile intentions. 34 36

The delegation sends operatives to infiltrate both the Uchiha and Hyūga compounds. The Uchiha infiltrator is captured, while the second operative kidnaps Hinata Hyūga before Yansheng intercepts him and returns her safely. 36

Yansheng publicly accuses Cloud of attempting to steal the Uchiha and Hyūga clans’ kekkei genkai, gives the Raikage ten days to answer, and threatens war on behalf of the Uchiha Clan. The delegation withdraws from Konoha. 37

Konoha subsequently mobilizes more than two hundred mostly jōnin-level shinobi, including substantial Uchiha and Hyūga contingents, for a rapid campaign against Cloud Village. 38

Cloud Village is defeated and later concludes an alliance agreement with Konoha, providing reparations and shares of missions. Its independent relationship with Konoha subsequently ends when both become subordinate to the Land of Dawn. 42 51 188

Rain Village

Konoha sends Kakashi and Yansheng’s Shadow Clone toward Rain Village while attempting to locate Shisui and Obito. Nagato and Konan later relay that Shisui is being held by Obito, while warning the pair against disturbing Rain Village. 16 20

Madara later establishes the Land of Dawn on the former territory of Amegakure and makes the former Rain region the center of his new political order. 87 188

Land of Dawn and the unified Ninja World

Konoha initially treats Madara’s Land of Dawn as a major hostile threat and participates in the broader effort to contain it. As Madara’s military power and political restructuring overturn the former order, Minato ultimately accepts its treaty to avert Konoha’s destruction. 127 143 188

Under the treaty, Konoha loses its autonomy, provides personnel for the Enforcement Corps, and becomes a subordinate administrative unit within Madara’s centralized world order. 188

After Yansheng succeeds Madara as sovereign, Konoha’s personnel, including Nara Shikaku, are incorporated into the administration responsible for dismantling the old village-based system and governing the unified Ninja World. 211 213

Ōtsutsuki threats

Konoha becomes a recurring target in the conflict with extraterrestrial Ōtsutsuki forces. Kara attacks the village while searching for opportunities connected to Isshiki, prompting Yansheng to disclose the alien origin of chakra to Minato, Kushina, and Hashirama. 166

After Urashiki’s death, Momoshiki and Kinshiki adopt stealth tactics, attack Naruto for the Nine-Tails’ chakra, and force Minato and Kushina to intervene. Konoha consequently remains central to Yansheng’s worldwide intelligence and defensive preparations against further Ōtsutsuki incursions. 224 227
