Background

Konoha is described as a shinobi village jointly founded by the Senju and Uchiha clans. Its government is centered on the Hokage, supported by jōnin, ANBU, advisors, and major clans. 15 28

When Minato Namikaze became Hokage, Konoha was still recovering from the Third Shinobi World War. Its streets were comparatively deserted, patrol coverage was limited, and the village had not regained its former prosperity. 1 2

The Nine-Tails’ Attack devastated Konoha despite warnings delivered to Minato beforehand. The crisis left Minato comatose, Kushina and Naruto alive as jinchūriki, and Hiruzen Sarutobi restored to the Hokage position. 4 5 24

Uchiha Clan Relations

After the Nine-Tails’ Attack, Konoha relocates the Uchiha Clan to the village outskirts, deepening its physical and political isolation. The Ninja Cat Clan’s growing association with Uchiha Yansheng further draws ANBU and leadership suspicion. 6

Yansheng later forces Hiruzen to negotiate over Danzo’s stolen Sharingan and the Uchiha’s restricted position within the village. The resulting agreement changes Konoha’s internal balance of power. 9 10 11

• The Uchiha relinquish half of the Hokage Guard Force’s authority, allowing members of other clans to join. 10

Root

Root operates as Konoha’s covert organization under Danzō Shimura. Its records reveal human experimentation, the disposal of its own members when they become liabilities, and the use of stolen bloodline abilities. 10 11

Hiruzen initially limits Root’s activities rather than fully addressing its abuses. After Danzō’s death, Root’s personnel records and experimental documents are seized; by the time Danzō is reanimated, Root has been dismantled and only a few loyalists remain. 11 27

When the resurrected Danzō again threatens the Uchiha, Hiruzen, Homura, and Koharu decide that protecting Konoha requires abandoning him. Kushina is assigned to capture and seal him. 28

Foreign Relations

The delegation sends operatives to infiltrate both the Uchiha and Hyūga compounds. The Uchiha infiltrator is captured, while the second operative kidnaps Hinata Hyūga before Yansheng intercepts him and returns her safely. 36

Yansheng publicly accuses Cloud of attempting to steal the Uchiha and Hyūga clans’ kekkei genkai, gives the Raikage ten days to answer, and threatens war on behalf of the Uchiha Clan. The delegation withdraws from Konoha. 37

Konoha subsequently mobilizes more than two hundred mostly jōnin-level shinobi, including substantial Uchiha and Hyūga contingents, for a rapid campaign against Cloud Village. 38

Rain Village

Konoha sends Kakashi and Yansheng’s Shadow Clone toward Rain Village while attempting to locate Shisui and Obito. Nagato and Konan later relay that Shisui is being held by Obito, while warning the pair against disturbing Rain Village. 16 20
