"Sigil isn't so easy to deal with." Having failed to catch anyone yet again, Selûne returned empty-handed and spoke out of sheer boredom. "The Gods of Toril rarely make a move there because they can't even figure out what's happening in their own backyard.

"Gods from other universes are different. A city that can grow without limit and is full of people without faith is far too tempting to them... But after the incident with the Gate Deity, no God has been able to enter Sigil again.

"I mean they really can't get in! It's not that they're staying away out of respect for the Lady of Pain, whatever they claim.

"Tsk. How many Gods have any shame? Even an old softie like Tyr personally put on a show to win followers.

"The Lady of Pain lets their Priests enter and preach, but not because she's afraid of them. I think she wants to gather more information about the outside world.

"Otherwise, she wouldn't have let so many Greater Divine Powers from different worlds preach on her turf in the first place.

"Don't you think that's a little like the Old Man?"

Hill blinked. So Selûne was hinting quite plainly that the Lady of Pain was an Overgod, just like Ao.

It made sense. The Lady of Pain resembled Ao in many ways. She never involved herself in the Cage's mundane affairs. She had no fixed abode, no palace, and no temple.

The one difference was that she was often seen in Sigil... tall, dressed in a loose brown robe, composed and forbidding.

She often floated several feet above the ground, gliding silently through Sigil. Shining blades surrounded her face, which showed not a trace of joy, anger, sorrow, or pleasure.

There were always people who thought themselves extraordinary enough
