"But he never leaves the house." At the mention of this, Illumi lowered his brows, his eyes full of frustration. "He stays holed up in that house of his every day. Even when he wants beauties, he has his men send them directly up to him. He never comes out. If you want to lure him out, he won't take the bait."

That would have been fine if it were only that. It was not as though he could not lie in wait, but he had no idea which room the man was in. The beauties his subordinates delivered were sent to different rooms as well. Unable to pinpoint his location, Illumi had no way to ensure a one-hit kill.
