Background / History

Water 7 is a famous shipbuilding city constructed on foundations sunk beneath the sea. Its seven districts and seven shipbuilding companies gave the island its name, while an extensive network of waterways became part of its transportation system 117.

The city suffered a prolonged decline because repeated Aqua Laguna disasters and pirate activity disrupted travel, trade, and shipbuilding. Fewer merchants and customers could safely reach the island, leaving many areas unusually quiet despite Water 7’s international reputation 118.

Master Tom’s Sea Train project offered Water 7 a path to recovery. Tom continued the project despite the World Government’s threat to execute him for building Gol D. Roger’s ship, the Oro Jackson. Ye Qiong later offered Fish-Man labor to assist with the Sea Train while commissioning Tom to build a new warship from Treasure Tree Adam 118 120 121.

After the Sea Train was completed and began connecting surrounding island nations, Water 7 rapidly regained its prosperity. It became a major commercial center supported by shipbuilding and increased transportation 176.

Appearance

Water 7 is built from white square bricks and combines ordinary streets with seawater channels. Its roads and waterways run alongside one another, while additional channels descend from the city’s higher sections 117 118.

  • Divided into seven districts with seven major shipbuilding companies 117.
  • Extensive waterways function as local transportation routes 117 118.
  • Scrap Island is formed from hundreds of abandoned ships piled together 118.
  • The city’s shipbuilding architecture reflects the accumulated practical knowledge of its residents 118.
  • The island contains a large plaza used as a central battlefield during the Night God Pirates’ conflict with the Marines and CP9 127.

Economy and Infrastructure

Shipbuilding

Water 7 is regarded as one of the world’s foremost shipbuilding centers. Its shipwrights produce vessels for major pirate, civilian, and governmental forces 117 120.

Tom’s Workers operated from Scrap Island while developing the Sea Train. Tom also agreed to design Ye Qiong’s massive warship, which required steam propulsion, electrical systems, automated soldiers, emergency combat systems, and Treasure Tree Adam for its framework and main masts 118 120 121.

Sea Train

The Sea Train was designed to connect Water 7 with surrounding island nations and reduce the city’s dependence on dangerous sea travel. Its completion restored Water 7’s commercial importance and ended much of its economic stagnation 118 120 176.

Local Transportation

Residents use the city’s waterways for travel and cargo transport. Adi, a fourteen-year-old orphan, worked as a guide and porter with Bulu, a tamed water beast capable of carrying passengers and heavy loads 118.

Underground Headquarters

Beneath Water 7’s foundations lies a vast artificial city that serves as Akatsuki’s secret headquarters. The underground complex is concealed beneath the prosperous surface city and is designed to remain undetected by the World Government and Marines 176.

Story Role / Major Arcs

Arrival of the Night God Pirates

After more than a week at sea, the Night God Pirates arrived at Water 7 while their Log Pose recorded the island’s location. Ye Qiong divided the crew into teams to find lodging, investigate the city, protect Qian Duoduo, and explore while maintaining a low profile 117.

Meeting Adi and Tom

Ye Qiong and White Snow explored the city with Adi as their guide. Adi explained Water 7’s decline and introduced them to Tom’s Sea Train project. Ye Qiong then traveled to Scrap Island to request a ship from Tom 118.

The Adam Wood Warship

Tom initially refused to build Ye Qiong a ship because he was focused on completing the Sea Train. Ye Qiong offered labor assistance and presented the Dragon Pearl, a token of trust from the Merfolk. Tom ultimately agreed to build his final ship for Ye Qiong 120.

The proposed vessel was intended to carry more than 300 people, travel through the Calm Belt using its own propulsion, and incorporate advanced weapons, electrical systems, automated soldiers, and emergency defenses. Its projected cost exceeded one billion Beli 121.

Battle in Water 7

The World Government mobilized nearly one thousand Marines and CP9 agents against the Night God Pirates in Water 7’s plaza. Ye Qiong used Conqueror’s Haki to incapacitate most of the Marines, then sealed the plaza inside a spatial barrier and divided it into six isolated combat zones 127.

The battle became a controlled test for the Fish-Man crew. Tiger defeated the Zoan users Gang Ape and Xipu, while Crow King overwhelmed multiple CP9 agents with his Armament Haki-enhanced defense. Ye Qiong rescued injured crew members through Space Wormholes and eventually defeated the CP9 member Luo Qi with a single spatial attack 128 129 130.

Threat of the Buster Call

After CP9 and the Marine force were defeated, Spandam attempted to activate a Buster Call against Water 7. He claimed that the city’s alleged connection to Pluton and its occupation by Ye Qiong justified destroying the entire island 131.

The Golden Den Den Mushi disappeared before Spandam could activate it, preventing the planned attack from proceeding 131.

Akatsuki’s Expansion

Following the completion of the Sea Train, Water 7 became prosperous again while secretly concealing Akatsuki’s headquarters beneath the city. The hidden base allowed Akatsuki to expand its intelligence network and coordinate operations without the World Government discovering its location 176.
