Organization
CP9 recruits exceptional trainees from World Government training bases through a selective process on Crown Hao Island. Candidates who fail to secure CP9 positions may instead be assigned to other Cipher Pol divisions. 1

History
Crown Hao Island formation
In Sea Circle Calendar Year 1507, Cipher Pol officials assembled at Crown Hao Island to recruit a new CP9 generation. Rob Lucci entered the selection as the widely recognized strongest trainee, while Beiyuan Heng attracted official attention through his unconventional moving Iron Body training and early mastery of the Six Powers. 1
Following the Doriki and tower assessments, eight agents formed the new team. Their internal ranking battles established Beiyuan as commander after he defeated Lucci. 5 7 The team then departed for Enies Lobby aboard a Marine warship. 7
Enies Lobby deployment
At Enies Lobby, the recruits were received by CP9 commander Spandine, who immediately assigned Beiyuan and Lucci to the Karandi Kingdom. 8 9 Their mission was to rescue 500 captured soldiers, eliminate the Iron Hook Pirates, and prevent the kingdom’s overthrow. 9
The operation exposed a major ideological divide within the team: Lucci considered the captured soldiers weak failures who should be killed, while Beiyuan enforced his authority as commander and insisted on rescuing them. 9 10 The captives were freed, the pirates were eliminated, and Beiyuan’s public endurance of repeated mortar blasts drew official attention. 11 12
Spandine advised Beiyuan to operate less conspicuously, but tolerated his methods because the mission had succeeded without harming World Government interests. 12
Secondment to the Marines
After roughly two and a half years of training and missions, Beiyuan was formally seconded to Marine Headquarters rather than permanently removed from CP9. 13 14 The reassignment followed his increasingly high-profile conduct, which Spandine considered unsuitable for a covert organization but too valuable to discard. 13 15
Before departing, Beiyuan sparred with every CP9 member, defeated or outclassed them, and identified their weaknesses as a final training session. 13 Despite his public Marine role, he later identified himself as a CP9 agent captain and continued using CP9 authority when necessary. 37 39

Six Powers
