Background / History
Lucci was raised and trained among the CP9 candidates on Crown Hao Island. By the recruitment period, he was already regarded as the obvious standout of his generation and was hailed as Cipher Pol’s strongest genius in eight hundred years. Kalifa, Laskey, and the other trainees considered his admission into CP9 inevitable. 1
During the selection, Lucci’s 800 Doriki established him as one of the two strongest candidates, but Beiyuan Heng surpassed him with 850. Rather than dismissing Beiyuan, Lucci recognized him as a genuine rival and accepted his public challenge for first place in CP9. 2 3 5
Their duel shattered Lucci’s previously unquestioned reputation. He pushed his Six Powers to their limits and copied Iron Body: Utsugi in battle, but Beiyuan outpaced him in strength, speed, analysis, and technique. Beiyuan immobilized him with Rankyaku: Entangling Shadow and ended the fight with Rokuogan. 6

He follows a ruthless ideology of “Dark Justice.” Lucci considers weakness, surrender, and failure to protect one’s kingdom crimes worthy of death. During the Karandi Kingdom mission, he argues that the 500 captured soldiers should die for surrendering and later prepares to kill them himself. 9 10
