Background / History

Sengoku oversees Marine Headquarters during a period of mounting strain on the World Government. Fisher Tiger’s assault on Mary Geoise and liberation of thousands of slaves forces Sengoku to divert manpower, respond to the Celestial Dragons’ demands, and pursue Tiger despite privately respecting his courage and opposing the tyranny that prompted the attack. He considers open chaos unacceptable regardless of his personal feelings. 13 14

When the newly formed CP9 team is reported, Sengoku notices Beiyuan Heng’s unfamiliar name but initially dismisses him as an unimportant new agent. He later follows Heng’s accomplishments, including the rescue of 500 trapped Marines without casualties. 7 15

Sengoku accepts Heng’s secondment from Cipher Pol and appoints him a Marine Headquarters commodore, assigning him to command a warship near the Sabaody Archipelago while searching for Fisher Tiger. During crises, he rapidly evaluates incomplete information rather than reacting blindly—for example, judging the unfamiliar Conqueror’s Haki at Marineford by its strength, hostility, location, and timing. 41

Though he is loyal to his institutional duty, Sengoku is not portrayed as uncritical of the World Government. He privately disapproves of the Celestial Dragons’ oppression and sympathizes with Fisher Tiger’s motives, but believes that allowing the crisis to escalate would destabilize the seas. 14

As Fisher Tiger’s raid on Mary Geoise destabilizes the World Government, Sengoku coordinates the Marine response under intense pressure from the Celestial Dragons. He orders Heng’s deployment to Sabaody to search for Tiger and reinforce Marine operations there. 13 15

Marineford Conqueror’s Haki Incident

Sengoku and Garp sense Heng’s newly released Conqueror’s Haki and initially consider the possibility of another attack on Marineford comparable to Shiki’s past invasion. Sengoku dispatches Zephyr and Garp to investigate, then recognizes Heng as the likely source. 41

Zephyr’s Successor
