Geography and Access

Sky Island is reached by ascending through the White Sea and White-White Sea. Its sea clouds contain Seastone-like components that weaken Devil Fruit users, making the route dangerous even for those capable of flight 35.

• Heaven’s Gate is the formal entrance into Skypiea and is guarded by Amazon 36.
• Visitors may pay the official entry fee or enter illegally; Xia Luo and Bullet paid 500 million Extol each and received Express Shrimp transport through the White-White Sea 36.
• After taking power, Xia Luo moved Birka beside Angel Island and Upper Yard, creating a connected, mutually supportive three-island formation 39.

History

Rule of Gan Fall

Before Xia Luo’s arrival, Gan Fall ruled as Sky Island’s “god” while personally resisting Blue Sea pirates. Pirate raids were motivated by the islands’ valuable resources, rumored gold, and the potential sale value of Skypieans in the Blue Sea; Gan Fall had sustained serious injuries during this prolonged defense 37.

The Skypieans and Shandia also remained locked in a centuries-long conflict over Upper Yard 37 39.

Xia Luo’s Arrival

Xia Luo and Douglas Bullet reached Sky Island through Heaven’s Gate while searching for the Rumble-Rumble Fruit and assessing the islands as a possible base 35 36. Xia Luo recognized Gan Fall’s injuries and offered him protection from hostile pirates and a resolution to the conflict with the Shandia in exchange for joining his side 37.

Gan Fall accepted, but warned that he would reclaim Sky Island if Xia Luo failed to honor those promises. Xia Luo nevertheless made clear that he intended to plant his flag there regardless of Gan Fall’s decision 37.

After finding and consuming the Rumble-Rumble Fruit in Birka, Xia Luo returned to Angel Island and remained for two months. During that period, Gan Fall abdicated and Xia Luo assumed control 38 39.

Administration and Reforms

Leadership and Defense

• Xia Luo abolished the title and institution of “god,” requiring residents to address him as leader instead 39.
• Gan Fall became the principal administrator responsible for carrying out Xia Luo’s development plans 39 40.
• Bullet was assigned to defend High West, train troops, and assist Gan Fall in protecting the islands from intruders 37 40.
