Geography and Access

Sky Island is reached by ascending through the White Sea and White-White Sea. Its sea clouds contain Seastone-like components that weaken Devil Fruit users, making the route dangerous even for those capable of flight 35.

• Heaven’s Gate is the formal entrance into Skypiea and is guarded by Amazon and a rotating thirty-man guard unit armed with Dial Guns 36 111.
• Visitors may pay the official entry fee or enter illegally; Xia Luo and Bullet paid 500 million Extol each and received Express Shrimp transport through the White-White Sea. Xia Luo paid 110,000 Beli in total, including an additional tip for Amazon 36.
• After taking power, Xia Luo moved Birka beside Angel Island and Upper Yard, creating a connected, mutually supportive three-island formation 39.
• The golden Ark Maxim, built using gold recovered from Shandora, can travel from the Blue Sea to Sky Island and serves as both Xia Luo’s transport and weapon 109 110.
• Pirate activity along the High West route ceased for several months during Gan Fall and Bullet’s stewardship. Xia Luo suspected that Elbaf’s King Harald had eliminated pirates in the surrounding seas to curry favor with the World Government 88.

History

Rule of Gan Fall

Before Xia Luo’s arrival, Gan Fall ruled as Sky Island’s “god” while personally resisting Blue Sea pirates. Pirate raids were motivated by the islands’ valuable resources, rumored gold, and the potential sale value of Skypieans in the Blue Sea; Gan Fall had sustained serious injuries during this prolonged defense 37.

The Skypieans and Shandia also remained locked in a centuries-long conflict over Upper Yard 37 39.

Xia Luo’s Arrival

Xia Luo and Douglas Bullet reached Sky Island through Heaven’s Gate while searching for the Rumble-Rumble Fruit and assessing the islands as a possible base 35 36. Xia Luo recognized Gan Fall’s injuries and offered him protection from hostile pirates and a resolution to the conflict with the Shandia in exchange for joining his side 37.

Gan Fall accepted, but warned that he would reclaim Sky Island if Xia Luo failed to honor those promises. Xia Luo nevertheless made clear that he intended to plant his flag there regardless of Gan Fall’s decision 37.

After finding and consuming the Rumble-Rumble Fruit in Birka, Xia Luo returned to Angel Island and remained for two months. During that period, Gan Fall abdicated and Xia Luo assumed control 38 39.

Consolidation and Later Development

On a later return to Angel Island, Xia Luo praised Gan Fall and Bullet for successfully settling the residents, integrating the islands’ races, and visibly improving living conditions 87.

Xia Luo also temporarily stored five Devil Fruits on Sky Island. Bullet later safeguarded the Book-Book Fruit and Through-Through Fruit there until Xia Luo retrieved them for Olvia and Oran 88 107.

After leaving Ohara, Nico Olvia and Nico Oran traveled to Sky Island aboard the Ark Maxim. They received the Book-Book Fruit and Through-Through Fruit respectively during the journey, then settled in the Lord’s Manor on Angel Island 110 111.

Bullet and Abel eventually left Sky Island to establish the Devil Pirates and gain experience in the wider world, ending Bullet’s role as the island’s principal military defender 139.

Administration and Reforms

Leadership and Defense

• Xia Luo abolished the title and institution of “god,” requiring residents to address him as leader instead 39.
• Gan Fall became the principal administrator responsible for carrying out Xia Luo’s development plans 39 40.
• Bullet was initially assigned to defend High West, train troops, and assist Gan Fall in protecting the islands from intruders 37 40.
• When Xia Luo first departed, he entrusted Sky Island’s governance, defense, and continued development to Gan Fall and Bullet 40.
• Bullet and Gan Fall successfully maintained order and improved conditions during Xia Luo’s absence, with residents of different races living together in increasing harmony 87.
• Following Bullet’s departure with Abel, Gan Fall remained responsible for the island’s administration, while the Heaven’s Gate garrison provides an organized defensive force 111 139.
• Heaven’s Gate is protected by a thirty-man guard unit. Its members are comparable to elite Marines, while its captain possesses strength comparable to a Marine major 111.

Unification

• Xia Luo ended the Skypiean–Shandia conflict, bringing both peoples to reconciliation 39.
• He launched infrastructure and unification projects across the islands, delegating implementation to Gan Fall and other administrators 39.
• He removed racial and social restrictions on marriage and residence, allowing inhabitants of different backgrounds to marry freely and live on any island 39.
• Initial dissent was suppressed, but opposition diminished after residents saw material improvements and the settlement of the Shandian conflict 39.
• By Xia Luo’s later inspection, the barriers between the islands’ various races had largely disappeared and the settlement had become more prosperous and lively 87.

Relationships

• Xia Luo — Ruler and reformer; claimed Sky Island as a future stronghold, abolished divine rule, and placed its administration under trusted subordinates. He now uses it as a secret base and refuge for his family while he develops his strength and influence 36 39 40 111.
• Gan Fall — Former “god” of Sky Island; became Xia Luo’s companion and chief administrator after abdicating. He remains responsible for the islands’ management 37 39 40 111.
• Douglas Bullet — Xia Luo’s former subordinate and Sky Island’s military defender; trained local forces and guarded the islands before leaving with Abel to create the Devil Pirates 37 40 139.
• Abel — Lunarian companion of Xia Luo who recuperated and trained on Sky Island before departing alongside Bullet as the Devil Pirates’ vice-captain 80 87 139.
• Nico Olvia and Nico Oran — Xia Luo’s siblings and current residents of the Lord’s Manor. They were relocated from Ohara for protection from Xia Luo’s enemies 110 111.
• Skypieans, Shandia, and Birkans — Sky Island’s principal peoples; Xia Luo’s reforms integrated the different races and ended the inherited Skypiean–Shandian conflict 36 39 87.
• Amazon — Gatekeeper of Heaven’s Gate, responsible for regulating entry from the White Sea and overseeing the gate’s guard unit 36 111.
