The Star Luo Empire is characterized by centralized imperial authority, martial culture, and cities whose battle-scarred walls are treated by residents as symbols of pride. Its cities are described as more solemn and dignified than those of the Heaven Dou Empire. 23

Its imperial succession is deliberately brutal: princes contend for the throne through conflict, and the reigning emperor may instigate rivalry if no struggle emerges naturally. Succession is ultimately decided through an Imperial Throne Decisive Battle, traditionally held in secrecy at a temple within the Starry Forest. 150 152 161
