Authority and Responsibilities

• Directly commands the ANBU, Konoha’s elite special-assassination, intelligence, reconnaissance, and protective force. The Third Hokage appoints Kakashi as an ANBU squad captain and later promotes him to division captain 18 25.
• Authorizes access to restricted techniques. Hiruzen permits Kakashi to study the Flying Thunder God from the Scroll of Seals, requiring him to memorize and burn the scroll afterward 31.
• Directs Konoha’s defense during crises. During the Sand and Sound invasion, Hiruzen faces Orochimaru while Danzō coordinates the broader defense after the barrier isolates the Hokage 90.
• Handles political integration and institutional reform. Hiruzen considers integrating the Uchiha throughout Konoha, opening additional departments to them, and increasing Fugaku Uchiha’s political influence 41.
• Bears responsibility for the village’s administrative workload, including military affairs, diplomacy, and ceasefire negotiations 105.
• Serves as a symbol of Konoha’s continuity; Hiruzen frames the office’s sacrifice and duty through the Will of Fire 92.

History

Following the Fourth Hokage Minato Namikaze’s death during the Nine-Tails incident, Hiruzen Sarutobi resumes the position of Third Hokage. His renewed administration operates alongside Danzō’s Root, whose methods Hiruzen tolerates as Konoha’s necessary “darkness,” even while keeping Danzō’s ambitions under scrutiny 4 5.

Hiruzen’s tenure is marked by Konoha’s declining strength, tensions with the Uchiha Clan, Orochimaru’s defection, and the eventual Sand and Sound invasion. He dies sealing Orochimaru’s arms with the Reaper Death Seal, after reflecting on both his decades of service and the people harmed by his decisions 3 14 92.

After Hiruzen’s funeral, Danzō and Kakashi debate the succession. Though Tsunade is initially considered the most suitable candidate, Danzō uses the overwhelming administrative burden of the office to push her toward medical leadership instead. He becomes the Fifth Hokage, while Tsunade becomes a Hokage Advisor and director of Konoha Hospital 93 94 105.

In later generations, the office continues through Naruto, Konohamaru, Himawari, and finally Senju Puff. Under Himawari, Konoha begins extensive reforms and moves toward integration with the Fire Country; Puff is later named the Ninth and final Hokage 231 257 258.

Hiruzen Sarutobi

Hiruzen is a politically burdened leader who seeks to preserve Konoha’s stability while balancing the village’s public ideals against Danzō’s covert methods. He recognizes Kakashi’s potential, promotes him through ANBU, and later involves him in discussions on the Uchiha crisis without granting him formal voting authority 3 25 41.

His final act is to use the Reaper Death Seal against Orochimaru, sealing Orochimaru’s arms at the cost of his own life 92.

Shimura Danzō

Danzō spends much of his life seeking the Hokage position. Earlier, he attempts to manipulate Kakashi into joining his faction and treats Root as an unquestioning weapon, even ordering attacks on Hiruzen and attempts to seize Kakashi’s Sharingan 4 5 25.

After Shisui uses Kotoamatsukami on him, Danzō publicly admits his past desire to take Shisui’s eye and begins cooperating with Hiruzen, Kakashi, and Shisui over the Uchiha issue 45. He later becomes Fifth Hokage through a plan devised with Kakashi, presenting himself publicly as a leader willing to carry Konoha’s burdens 94 110.

Namikaze Himawari

Himawari becomes the Eighth Hokage in Konoha Year 102. Though commonly perceived as scatterbrained, she is politically perceptive and consolidates Konoha’s clans and departments in response to escalating tensions with the Fire Country 257.

Her administration uses Konoha’s intelligence network, elite shinobi, firearms, and grenades to rapidly capture the Fire Country’s leadership before a prolonged war can begin. Her reforms are credited with laying the foundation for the Fire Country’s later prosperity 257.

• The Hokage’s office is not limited to battlefield command; Tsunade abandons the position after learning that several days of work represented only about one-tenth of its accumulated paperwork 105.
• Danzō’s inauguration adds his face to Hokage Rock 110.
• The revived Hashirama and Tobirama approve of Danzō as Fifth Hokage because they know him only through their outdated impression of his character 113 206.
