Background and history

Ferdinand established an Underworld smuggling partnership with Doflamingo after Werther dealt with the Furious Lion Pirates. Ferdinand initially felt close to him because of their similar childhood experiences, but later found him troubled by the trauma of his past 26 40.

Doflamingo met Werther in person on an island where his family was mining Seastone. Their fight ended without a grudge: after withstanding each other’s strongest attacks, they shared a meal and wine. Doflamingo invited Werther into the Donquixote Family; Werther declined in favor of traveling independently, but they remained allies 68 69 70.

In Dressrosa, Doflamingo’s trade in arms and Artificial Devil Fruits became increasingly tied to Werther’s strength. Werther’s reputation deterred pirates from disrupting their jointly owned weapons factory and enabled Doflamingo to expand sales into territories controlled by other major powers. Doflamingo also came to regard Dressrosa as Werther’s territory 378 518.

Appearance

  • Wears a pink feathered coat and sunglasses; he normally removes the sunglasses only to sleep 259 788.
  • Has dark skin, which Werther attributes in part to his habit of sunbathing 494.

Personality

Doflamingo values strength as a basis for negotiation. Once he judged Werther his equal, he tried to end their duel and talk instead. He is protective of his family and Dressrosa, but pragmatic about business alliances: he gave Werther directions to Caesar’s base when doing so served his interests 69 70 253 259.

He can conceal anger behind a widening smile and is capable of elaborate deception, including a false report that he had resigned as a Shichibukai to lure Law to Dressrosa. His confidence also has a blind spot: Werther repeatedly warns him that leaving the former Riku royal family and its supporters in place could threaten his rule 480 728 734 328.

Abilities and skills

String powers

  • Produces razor-sharp strings for attacks such as Five Color Strings, Bullet String, and 16 Holy Bullets: God Thread 69.
  • Uses awakened strings to form defenses and move himself out of an attack’s path. His strings can also restrain opponents or force them to move against their will 69 190 385.
  • Against Lucky Roux, he uses restraint and attrition when his attacks cannot readily penetrate his opponent’s defense 777.

Haki and combat

  • Possesses Conqueror’s Haki and formidable Armament Haki; Werther judges his close-quarters fighting strong, though his Observation Haki ordinary 69.
  • Coats his strings in Armament Haki for attacks and restraints 69 385.
  • Fights Werther to a standstill in their first encounter, with their strongest attacks sending shock waves across the island 69.

Underworld operations

  • Oversees arms dealing and an Artificial Devil Fruit supply chain: Caesar produces SAD, Dressrosa turns it into finished fruits, and Doflamingo supplies them to Kaido 252.
  • Uses Sugar’s power to help control Dressrosa and underground trade to support its prosperity; Werther warns that the system is vulnerable if Sugar is harmed 248 71.

Relationships

  • Werther — independent ally and close friend. Doflamingo backs him against Kaido, refuses to pressure him on Tesoro’s behalf, and entrusts him with sensitive business concerns 70 480 791.
  • Donquixote Family — leader who treats its members as family. Vergo’s apparent defeat leaves him visibly grief-stricken and guilty 723.
  • Sugar — family member whose ability is important to Dressrosa’s stability; Doflamingo refuses to let her join the dangerous pursuit of Aokiji 377.
  • Pica — top officer who receives combat guidance from Werther and stands with the Family 68 372.
  • Kaido — powerful customer and sometime partner whose demands constrain Doflamingo. With Werther’s backing, Doflamingo later chooses to confront him 252 259 791.
  • Trafalgar Law — former prospective right-hand man turned enemy. Doflamingo uses the false resignation report to trap him 748 728 734.
