Background
Tsuru joined the Marines at age seventeen alongside Garp, Sengoku, and Zephyr. While Zephyr initially advanced slowly, Tsuru and the others rapidly rose through the organization. 54
As a young Headquarters Rear Admiral, Tsuru encountered Tux Oak after he landed on a Marine warship. She recognized him as the West Blue pirate known as the “Terminator of the Battlefield” and questioned how he had escaped a government escort to Mary Geoise. 5 Her Wash-Wash Fruit had only recently been acquired and was kept secret even within much of the Navy. 7
Following her promotion to Vice Admiral and appointment as a Headquarters staff officer, Tsuru demonstrated political insight by recognizing that the World Government’s Elbaf operation was designed not only to test the giants, but potentially to fracture their relationship with Rocks. She privately opposed the plan’s willingness to endanger Marine and Giant comrades. 46 48

In her youth, Tsuru had long blue hair, usually tied behind her with loose bangs, and wore a Marine uniform with a light-blue neckerchief and Justice coat. 49

Tsuru’s first confrontation with Oak establishes both her dangerous Devil Fruit ability and her reputation as one of the Marines’ strongest rising talents. Thirty-six years after their earlier era, Tsuru intercepts Oak at a harbor. Oak initially tries to flee upon sensing her presence, having assumed that she would be elderly; Tsuru confronts him for avoiding her and criticizes his continued womanizing. 347
