Background

Tsuru joined the Marines at age seventeen alongside Garp, Sengoku, and Zephyr. While Zephyr initially advanced slowly, Tsuru and the others rapidly rose through the organization. 54

As a young Headquarters Rear Admiral, Tsuru encountered Tux Oak after he landed on a Marine warship. She recognized him as the West Blue pirate known as the “Terminator of the Battlefield” and questioned how he had escaped a government escort to Mary Geoise. 5 Her Wash-Wash Fruit had only recently been acquired and was kept secret even within much of the Navy. 7

Following her promotion to Vice Admiral and appointment as a Headquarters staff officer, Tsuru demonstrated political insight by recognizing that the World Government’s Elbaf operation was designed not only to test the giants, but potentially to fracture their relationship with Rocks. She privately opposed the plan’s willingness to endanger Marine and Giant comrades. 46 48

Years after Oak’s apparent death, Tsuru remained in the Navy and became its chief strategist. She kept Eagle’s father’s identity private; although other Marines knew she was Eagle’s mother, only a few older officers appeared to know his parentage. 286 384 401

Appearance

In her youth, Tsuru had long blue hair, usually tied behind her with loose bangs, and wore a Marine uniform with a light-blue neckerchief and Justice coat. 49

She refuses to underestimate dangerous opponents, reprimanding her adjutant Ailina for mistaking Byrnndi World’s retreat for cowardice. 88 She remains composed under pressure, including when she neutralized a catastrophic cannonball above her own warship. 86 227

She prioritizes her subordinates’ lives over personal risk. During the Hachinosu assault, she ordered nearby Marines to withdraw rather than sacrifice themselves against elite pirates, then faced the attackers herself. 142 Even while held hostage, she rejected a prisoner exchange that would free dangerous pirates, insisting that the Navy should not compromise its mission for her. 149 150

Oak’s repeated abuse, abductions, and attempts to manipulate her provoke intense anger and can disrupt her usual composure. Gloriosa repeatedly exploits this reaction in battle, though Tsuru later demonstrates greater restraint by choosing her duty over pursuing Oak personally. 120 132 139

Decades later, she remains sharp-tongued toward Oak and openly criticizes his womanizing. At Navy Headquarters, she is privately displeased when fellow officers discuss the possibility that he will pursue Boa Hancock. 347 459

Early Marine Career

Tsuru’s first confrontation with Oak establishes both her dangerous Devil Fruit ability and her reputation as one of the Marines’ strongest rising talents. Although Oak overwhelmingly exceeds her in raw durability and strength, her Observation Haki and Wash-Wash Fruit prevent him from securing an easy victory. 7 89

During the pursuit of Byrnndi World, Tsuru identifies his island-destroying artillery tactics, protects her warship from a massive shell, and remains focused on saving civilians despite the danger. 85 86

Conflict with Oak

Oak repeatedly treats Tsuru as a personal target, while Tsuru becomes determined to send him to Impel Down. His Vampire blood leaves a lasting safeguard within her, allowing him to briefly interfere with her body and mind during later confrontations. 89 120 121

At Hachinosu, Tsuru leads Marine forces against the Rocks Pirates, defeats elite pirate groups, and joins the pursuit of Oak alongside Garp, Sengoku, and Zephyr. Oak uses her as a hostage to escape their combined pursuit, marking his third seizure of her. 142 143

Tsuru is later used by Rocks as leverage for a prisoner exchange at Marineford. She refuses to let the Navy release pirates for her sake, but Fleet Admiral Zorn ultimately exchanges Gloriosa for her. 149 150

Later Battles and Recovery

Tsuru later confronts Oak beside the newly promoted Admiral Sengoku. Though Oak initially tries to reactivate his Vampire blood within her, she suppresses it with Armament Haki, proving that she has prepared specifically to resist him. 227 231

Despite fighting alongside Sengoku for two days and two nights, Tsuru is eventually defeated and captured after Oak overwhelms them both. During her captivity, she witnesses him acquire a third Devil Fruit on Sky Island. She is later exchanged for Kaido and immediately warns the Marines about Oak upon her release. 233 234 246 253

After news of Oak’s apparent execution, Tsuru takes a year of leave to recuperate. When Sengoku later reports that Oak has returned, her reaction reveals that his reappearance remains personally significant to her. 264 305

Reunion After Thirty-Six Years

Thirty-six years after their earlier era, Tsuru intercepts Oak at a harbor. Oak initially tries to flee upon sensing her presence, having assumed that she would be elderly; Tsuru confronts him for avoiding her and criticizes his continued womanizing. She has brought Eagle and Enel with her. 347 355

By this period, Tsuru serves as the chief strategist of Navy Headquarters. At Sabaody, she arrives with Sengoku and Aokiji, contacts a Marine branch to obtain medical aid for the injured Luffy, and joins the forces encircling Oak. 401 402 She later attacks Oak to buy time for the injured Garp, despite expecting that his Haki may now negate her Wash-Wash Fruit. When her strike proves ineffective, Oak restrains her. She tries to protect Enel and Eagle when they intervene, but Oak defeats them and sends all three away from the battlefield. 407

Tsuru subsequently attends a meeting of the Navy’s highest-ranking officers after Oak kills Doflamingo and takes control of Dressrosa. She is privately displeased by discussion of Oak’s interest in Hancock, while Eagle openly condemns his father’s womanizing. 459
