The person on the other end of the Den Den Mushi chuckled softly, making it a rare occasion for Pops to get something wrong.
"A Celestial Dragon! Are you kidding me? How is that possible!"
Marco, Vista, and the others instantly jumped to their feet, shouting in astonishment.
Yet knowing full well that this intelligence agent wouldn'Golden Divine Punishment joke around blindly, could it really have been invented by a Celestial Dragon? But what kind of people were the Celestial Dragons?
The surrounding crew members were also in an uproar.
Whitebeard's expression finally shifted, freezing slightly with a look of surprise.

Comparatively speaking, the appearance of the Droplet made Big Mom sense a crisis, while Red-Haired Shanks and Whitebeard shared the sentiment that it was enough to command their attention, but not quite enough to alter the status quo.
Instead, there was a faction in the world—one no weaker than any of the Four Emperors, and one that sensed a crisis far more intense than Big Mom's.
That was the anti-World Government organization led by Monkey D. Dragon, whose goal was to overthrow the unequal rule of the Celestial Dragons who controlled the World Government—the Revolutionary Army!
They were mortal enemies of the World Government, and unlike pirates, they actively impacted the World Government—even taking direct action, instigating the overthrow of allied nations' regimes, and propagating the will of freedom.

After Monkey D. Dragon and his subordinate officers learned the news, they were once again collectively shocked.
This was their second time hearing new information regarding the Droplet and the Celestial Dragons!
And what was most astonishing was that the Droplet invented by Lynn could actually withstand Kaido of the Four Emperors, and do so amidst a barrage of heavy blows, leaving even a monster like Kaido unable to damage it and forcing him to retreat.
It was simply absurd.
"Figarland Lynn, the Figarland Family... This fellow's technological talent is no lower than Vegapunk's."
Monkey D. Dragon sat at the head of the table, unable to hold back his exclamation after hearing the report.
Unlike pirate factions, the Revolutionary Army placed a much higher value on technological power, and Monkey D. Dragon himself valued technology even more than the World Government did.
He believed that technological power could subvert the world; for instance, he had always paid close attention to Vegapunk.
To be able to produce something like the Droplet—judging purely from the surface—Vegapunk had no invention that could rival it in this category of technology.
Of course, setting aside things like genetic engineering.
Yet what kind of remarkable achievement was this?

A single Droplet could hold back a Four Emperor, so what if at the end of the day they couldn'Golden Divine Punishment beat a powerhouse of that caliber—what about two, three, or even ten of them?
What other faction could possibly resist the World Government?
At that thought, an intense sense of crisis filled the council room.
The atmosphere grew heavy and stifled with lingering dread, until a short while later when Monkey D. Dragon lifted his gaze and spoke in an icy tone: "Ask the intelligence network: where is Figarland Lynn?"
Terry Gilteo, the intelligence control officer of the Revolutionary Army, immediately dialed a call to inquire about Lynn's current location.
Everyone else pricked up their ears to listen, until a voice sounded from the other side: "Figarland Lynn's whereabouts aren'Golden Divine Punishment hard to find... Right now he's not at the Holy Land, but at Gran Tesoro!"

"He's been there for over a month and hasn'Golden Divine Punishment left yet. Furthermore, large quantities of resources have been shipped inside. Our side estimates that a laboratory has been set up within, and there are tens of thousands of marines stationed there..."
The Revolutionary Army intelligence agent was very professional, quickly running through the information in his mind and speaking at a rapid pace.

Within the stronghold of the Beasts Pirates, the three All-Stars gathered in the castle alongside a few members of the Flying Six, not to mention a considerable number of lesser officers.
They stared at one another in silence, each harboring their own thoughts as the atmosphere turned rather strange.
All of this was because they had received news—a piece of news they found hard to believe.
