Background / History

Smoker intervened when he received a report that Ensign Ener had abducted Lice. He immediately distrusted Ener’s claim that Lice had voluntarily gifted him a sword, recognizing that Ener’s supposed battlefield heroism contradicted his previously cowardly reputation. However, Lice’s coerced testimony and Ener’s influential father left Smoker without evidence to act upon. 1 2

Unable to punish Ener directly, Smoker ordered him to join the pursuit of the Krieg Pirates, expecting the operation to expose his incompetence. Instead, Ener saved Tashigi from Gin and defeated both Gin and Pearl. Smoker’s initial disgust gradually shifted into professional respect after he learned that Ener had deliberately avoided striking the hostages’ vital areas while using a ruthless façade to force the pirates to release them. 2 3 4 6 7

As Ener entered the Marine Inspector Department, Smoker remained wary of his political connections and methods, but allowed him to recruit the captured Gin for a planned campaign against Arlong and corrupt Marine officials. Smoker later supported Ener’s promotion to Major and Chief Inspector General, judging him preferable to the corrupt inspectors already exploiting the East Blue. 10 18

Smoker cooperated with Ener’s investigation of Colonel Morgan and observed the replacement of Shells Town’s oppressive 153rd Branch with the East Blue Inspector Headquarters. He later warned Ener against entering pirate-filled Loguetown, but continued protecting the city after Ener refused. 19 24 26 33

After reporting Ener’s accomplishments—including the defeat of major East Blue pirate forces and Baroque Works agents—to Fleet Admiral Sengoku, Smoker successfully advocated for Ener’s recruitment and promotion to Commodore. Sengoku subsequently ordered Smoker to return to Marine Headquarters. 43

Personality

Smoker is intensely hostile toward nepotism, cowardice, corruption, and Marines who abuse their authority. His first encounters with Ener are shaped by contempt for Ener’s family-backed position and apparent mistreatment of civilians. 1 2

He prioritizes civilian safety even when it limits his ability to defeat pirates. During the Krieg Pirates incident, he refused to attack while civilians were held hostage and physically blocked Ener’s apparent attempts to kill them. 5 6

Despite his strict principles, Smoker is pragmatic. He can reassess people based on their actions, ultimately supporting Ener because Ener repeatedly protected civilians and proved more useful than the East Blue’s corrupt Inspector system. 7 10 18 43
