At the review hearing for his appointment as a Marine Admiral, the Marine brass subjected Ener, Governor-General of the East Blue, to an inquiry.

"Please explain why the children born to the queens of so many kingdoms in the East Blue bear such a striking resemblance to you."

"Coincidence!"

"Even Akainu looks quite a bit like me! Does that make him my son?"

Akainu instantly flew into a rage. "I've put up with him long enough!"

Kizaru held him back. "Just a little longer..."

Aokiji: "You can't beat him..."

The Marine review board: "..."

"Then explain why the Marines in the East Blue receive such high salaries and so many benefits."

"For the measly few berries you used to pay them-barely enough to scrape by-what job wouldn't be better than this one? And you still expect them to risk their lives for you? What are you thinking?"

"Then tell us why so many officers under your command used to be pirates."

"I reformed them with my fists. Got a problem with that?"

"One final question. Why have the daughters of Germa 66, Big Mom, and Kaido all ended up with you?"

"I'm handsome, I've got a great personality, and I'm highly capable. I won them over with love! Is that not allowed?"

"Honestly, I've got plenty of faults. I smoke, drink, covet money, chase women, fight for power and personal gain, deceive my superiors and subordinates, and occasionally frame people. But under my administration, the East Blue has achieved zero pirates. So, on balance, I'm an outstanding Marine."

"To sum it up: I can make the East Blue pirate-free. Put me in the Admiral's seat, and I can rid all Four Blues of pirates... giving the World Government and the Marines a secure home front."
