Overview

East Blue is initially considered comparatively safe, with only a handful of famous pirates active across its waters. It is nevertheless plagued by pirate strongholds, corrupt Marine branches, and inspectors serving outside interests. 1 10 18

Devil Fruit users and advanced combat techniques are rare enough in East Blue that Lina’s White Tiger transformation shocks multiple experienced pirates. 16

Governance and Administration

• Smoker’s authority — Smoker initially serves as the highest-ranking Marine officer in East Blue and oversees Ener’s early operations. 17
• Inspector system — East Blue has ten inspectors, but their offices are portrayed as corrupt, competitive, and tied to Celestial Dragon interests. 9 18
• Inspector Headquarters — Ener is appointed Major Chief Inspector General with authority over all East Blue inspectors and ordered to establish a headquarters. 18
• Shells Town conversion — The former Marine 153rd Branch is renamed the East Blue Inspector Headquarters. Its jurisdiction covers Four Leaf Island, Shells Town, and nearby waters. 26
• Public reforms — The headquarters abolishes Morgan’s unreasonable taxes and establishes a reporting system for Marine misconduct. 26
• Governor appointment — Following Ener’s campaigns against piracy, he is promoted to Commodore and appointed Governor of the East Blue. The Chief Inspector General position is left for the Holy Land to determine. 43
• Inspector resistance — The other East Blue Inspectors unite against Ener, intending to restrict his real authority to Shells Town while secretly reporting on him to their patrons. 29
• Annual obligation — A political settlement grants Ener sweeping authority over the inspectors but imposes a three-billion-Beli annual payment on East Blue. 27

Piracy and Security

Early condition

The Krieg Pirates are described as the strongest and largest pirate crew in East Blue, while Black Thorn Island serves as the region’s largest pirate den and gathers many crews with bounties above ten million Beli. 25 13

Arlong’s crew controls the Conomi Islands through violence and collusion with Captain Nezire of the Marine 16th Branch. Smoker’s prior attempts to act against Arlong were repeatedly obstructed by higher authorities. 10 30

Ener’s campaigns

• Ener assists in the defeat of the Krieg Pirates, including Gin and Pearl. 3 7
• His force destroys Black Thorn Island, defeating or killing most of its high-bounty pirate captains. 17
• Kuro is exposed after hiding in Syrup Village, undermining Colonel Morgan’s claim to have captured him. 19 21
• Arlong and his remaining Fish-men are eliminated after Arlong’s defeat at Arlong Domain. 31 32

Inspector Headquarters Arc

Ener uses evidence against Morgan and Kuro to take control of Shells Town, establish the Inspector Headquarters, and publicly position it as a recourse for civilians abused by Marines. 19 26

Conomi Islands Arc

Nami seeks out Ener after news of the Shells Town reforms spreads throughout East Blue. Her report against Nezire gives Ener grounds to investigate the 16th Branch and confront Arlong’s rule over the Conomi Islands. 29 30

Political Struggle

Ener’s rapid consolidation of power threatens entrenched inspectors and the Vice Admirals connected to rival Celestial Dragons. Their factions publicize the three-billion-Beli payment and seek to use pirates and criminal agents to remove him. 27 29

Post-Piracy Era

After Ener’s promotion to Governor, East Blue is presented as the easiest of the Four Blues to control because its pirate forces have largely been suppressed. This stability makes it central to the proposed Four Seas Exchange trade network. 43 45
