The Lord Inquisitor swept his gaze over every high-backed chair. His face was cold, his voice calm as he recited the statutes:
"Treason is an absolute crime. Anyone who takes up arms against the Imperium's rule, or turns from the Emperor's light to join xenos, heretics, or rebels, commits treason. There is no pardon for treason. "Whether they were deceived or rebelled of their own will, the two Chapters caused casualties among loyal Imperial soldiers and civilians. That is an objective fact. Subjective intent cannot erase it."
"If we leave them unpunished and set a precedent for offsetting crimes with merit, other Astartes will follow their example. Rebellion will become something they can survive, and the Imperium will descend into chaos."
"Therefore, the Inquisition proposes this sentence: the Lamenters and Mantis Warriors shall be declared Excommunicate Traitoris. Every member shall be killed, their Gene-seed destroyed, and their Chapter designations permanently erased. None shall be spared."

That could never be allowed.
They could not set a precedent for pardoning treason. If its punishment could be lightened, the next
