Organization

The Clock Tower is described as the largest organization of Magi. Its departments operate across London rather than from a single unified campus, while its headquarters houses departmental classrooms, administration, and major assemblies. 7 10

Each of the Twelve Departments is led by a Monarch or Lord. A Lord's personal classroom is connected to a leyline, granting it a major advantage for research and instruction; ordinary lecturers use smaller classrooms without leylines. 7 11

Governance and Politics

The Dean is the Clock Tower's highest authority. Before Prometheus's reappearance, the Dean had been absent for a century, allowing the Monarchs to exercise effective control over the institution's affairs; Lorelei acted as the Dean's candidate and assistant. 84

Although commonly said to lie beneath London, Spirit Tomb Albion is a separate space with unstable coordinates, ambiguous time and space, and an entrance stabilized by the Dean. Its conditions permit Phantasmal Species to survive. 47

Access is regulated by the Bone Cadaver Dissection Bureau, though its rules chiefly constrain weaker Magi rather than the Lords. 47

Major Incidents

Department of Lore Impeachment

After Brishisan expended Department of Lore resources to search for Li Mo, dissolved the Arcane Elder Council, and entered the Fae Domain, other Monarchs attempted to impeach him and seize the department's heritage. 58 83

The Monarchs voted to dismiss Brishisan temporarily and install Nohri Brishisan in his place. Li Mo interrupted the meeting and directly confronted the participants. 84

Dean's Duel

Prometheus offered Li Mo a choice between leaving the Clock Tower with Brishisan or fighting Lorelei. Li Mo instead challenged the Dean himself. 86

Prometheus transported Li Mo into the Eternal Clock Tower, an Inherent Domain containing more than two hundred deceased Monarchs. The confrontation escalated until Li Mo demonstrated power capable of overwhelming the Dean's authority. 86 87 106

Public Trial of the Holy Grail Ritual

The Clock Tower convened a public trial concerning the Fuyuki Holy Grail ritual, the Greater Grail system, and evidence that a Magus had reached the Root. 129

Li Mo stabilized the headquarters and identified the location as a real temporary space rather than an Inherent Domain. 145
