Water 7.

This vast city, named for its waterways, was one of the rare islands that consisted entirely of a single city. An intricate network of canals ran through it, including countless evenly spaced, symmetrical waterways descending from above alongside those at ground level.

Its beautiful, distinctive geography had earned this small island city a reputation as the most famous shipbuilding city on the seas.

According to an ancient tale, shipwrights in Water 7 had built an invincible warship called Pluton eight hundred years ago.

And over the past decade or so, a shipbuilding company had once again made Water 7 famous throughout the world.

Its owner was the legendary shipwright Tom the Fish-Man, who had built the Oro Jackson for the Pirate King, Gol D. Roger!

But life in Water 7 had been far from pleasant for the past six months.

After the Marines and the World Government publicly executed the Pirate King, Gol D. Roger, his final words ushered in the Great Pirate Era. Pirate raids along the Grand Line had grown ever more rampant.

Because of its unique location, this ocean city was struck almost every year by the enormous tsunami known as Aqua Laguna. It had few timber or iron resources of its own.

Though renowned for its shipbuilding, Water 7 usually had to buy resources from other islands to keep its industry thriving.

And for the past several months, the Great Pirate Era had brought grim news almost daily of pirates raiding merchant ships carrying timber and iron.

The shortage of imported materials had intensified the struggle within Water 7.

Shipbuilding companies large and small fought outright to win customers.
