Plot points and events
- Annan and Idelia discuss whether the Orr Empire’s hostile response is connected to the local Wealth Church. Wealthy noble believers have helped stir up trouble to avoid surrendering money to Annan, but they are not coordinating with the Empire as a deliberate test. Other actors are also exploiting the unrest, while nobles speculate that Madeleine or Duke Kingsley may be behind it.
- Free City makes no direct counterattack. Instead, Annan launches the Annan Dream Fund to support inventors and develop the city. Applicants flock to the City Lord’s Mansion, trusting the fund because of Annan’s reputation and Free City’s recent success.
