Background / History
Primordial Beginning Era
Fuli was not originally known by its present name. In the Primordial Beginning era, oceans covered the world, Dragonkind ruled, and the Dragon Ancestor was its first Heavenly Venerable. Spiritual Qi was much less concentrated than in modern Fuli 658 676.
Humans initially belonged to the Hundred Clans under Dragonkind. The races lived together with comparatively little warfare, although Dragonkind’s Great Dao made advancement into the upper four realms difficult for other peoples. The Dragon Gate offered a route into Dragonkind regardless of a cultivator’s original race, and transformed dragons could still aid their former peoples 679.
This order changed with the declaration, “I am Heaven’s will.” Humanity subsequently struggled to survive among the other races—a situation later historical records described without explaining its origins. Chu Mo’s investigation exposed a more complicated past than those records preserved 679.
Tai Zhen developed the Register-Receiving method and spread it throughout humanity. Spirit Transformation True Realms provided places where humans could live within the Hung Abyss Sea without losing their innate nature to Dragonkind’s Dao resonance. Numerous powerful human cultivators emerged within a few thousand years 677 679.
Establishment of the Modern Order
Many of Fuli’s present Great Dao Venerables attained their Daos while its laws were still newly established. These included Duo’e’s four lineage ancestors, Great Evolution’s Fire Virtue Zhu Ancestor, and the Sun-Moon Twin Venerables 522.
The founding patriarchs of the Three Sects became Heavenly Venerables. The Dragon Ancestor was also a Heavenly Venerable associated with the world, but was struck down by the Heaven’s Will patriarch—the only Heavenly Venerable Tai Zhen identifies as having fallen 214 562 754.
Great Evolution’s patriarch later ended the practice of gathering Qi for Foundation Establishment and separated the Present World from the Spirit Realm. The change in cultivation also answered an external threat: Radiant Splendor Heaven’s Heavenly Venerable had become the source of all Qi, placing Qi-Gathering cultivators elsewhere at a disadvantage 563 658.

Government & Factions
The Three Sects
| Sect | Principal Paths | Position in Fuli |
|---|---|---|
| Heaven’s Will Sect | Sun, moon, lightning, and sword 265. | Promotes dominion and the spread of its Orthodox Lineage; its cultivators can exploit an outside world’s Heavenly Dao to command that world’s heaven and earth 220 570 612. |
| Great Evolution Dao Sect | Five Elements and Five Virtues 265 752. | Governs western Fuli and maintains powerful clan ancestors. Outsiders regard its methods as more conventional than those of the other two sects 486 756. |
| Duo’e Sect / Tribulation Deliverance | Includes Harmony Truth, Immortal Garden, Life-Ending/Extinction Life, and Upper Mound lineages 89 91 504. | The most zealous and cruel of Fuli’s world-conquering powers; practices Unification, which reserves the resulting benefits for Tribulation Deliverance 4 522. |
Institutional Hierarchy
Fuli distinguishes recognized sect factions from rogue cultivators through their presiding powers and inheritance of Dao Registers 262.
| Classification | Requirement |
|---|---|
| Sect | Enshrines a Great Dao Venerable 262. |
| School | Enshrines a Dao Venerable 262. |
| Gate | Has a Dao Lord presiding over it 262. |
| Rogue cultivator faction | Lacks the recognized standing and continuous Dao Register inheritance required for the sect camp, regardless of its name or age 262. |
- Recognition as a true sect faction requires a Spirit Transformation Dao Lord, a Dao Venerable’s attention, and an unbroken inheritance of Dao Registers 262.
- Rogue cultivators receive little institutional protection; sect factions generally show scant concern for their survival 262.
- Fuli’s Fortune is divided among Tribulation Deliverance, Great Evolution, Heaven’s Will, and the Outer Sea. Completing the Heaven and Earth Dao requires extending one’s Great Dao through all four powers’ Fortune 520.
Dragonkind
- Dragonkind’s hatred of the human-led Three Sects is longstanding and unresolved 572.
- The Three Sects’ blockade prevents Dragonkind from leaving Fuli and restricts access to cultivation resources such as Law and Spirit 429.
- At the time Chu Mo assessed Radiant Splendor Heaven, Fuli’s Three Sects possessed thirteen Mahayana Great Dao Venerables. The Outer Sea also had its Dragon Emperor and Dragon Empress, but Chu Mo explicitly excluded them from Fuli’s dependable fighting strength 561.
- Attempts to invoke a shared Fuli identity do not guarantee cooperation: Chu Mo and Heavenly Pivot rejected Canghan’s appeal to common allegiance during the Emerald-Mist campaign 576.
Cultivation System
| Realm / Rank | Documented Features |
|---|---|
| Qi Refining | Uses spells with unavoidable casting delays. Practice can shorten, but not eliminate, their windup 8. |
| Foundation Establishment | Establishes a Dao Mansion and enables instantly released divine abilities 8 84 85. |
| Golden Core | Can use purified alien laws as “true nature” to lay the foundation of its Great Dao. Borrowing a Dharmic Treasure’s status is a widely favored orthodox breakthrough route among ambitious core disciples 175 201. |
| Nascent Soul | Develops a Dharma Form; later Heaven-Earth Communion connects the cultivator’s workings to heaven and earth 330 415. |
| Spirit Transformation / Dao Lord | Can wield a Root Origin, form a Dharma Body, and establish a True Realm 430. |
| Dao Integration / Dao Venerable | Progresses through the Heaven and Earth Dao, All Beings Dao, and True Self Dao 214 520. |
| Mahayana / Great Dao Venerable | Includes the Seventh Realm experts at Fuli’s summit 561 731. |
| Heavenly Venerable | Requires a Heavenly Seat to project a Dao Fruit across the heavens and draw upon a Symbol in the World Sea 658. |
Root Origins & Dao Inheritance
- Most Root Origins in modern Fuli were found in other worlds and subsequently brought into it 352.
- A Dao Lord reconciles a Source’s Authority with Fuli. Taking that Authority to its endpoint can produce a Great Dao through resonance with heaven and earth 352.
- Access depends on cultivating a compatible path; raw strength alone does not let a cultivator approach any Authority 352.
- An Origin already incorporated into Fuli can spare a successor the tribulation associated with claiming an outside Root Origin. Chang Le’s Dream Origin breakthrough benefited from this arrangement 437.
- At Dao Integration, a Dao’s mysteries belong to its Dao Venerable. Followers deepen that Dao by cultivating its abilities, while cultivators on unrelated paths ordinarily cannot practice them 660.
Abilities & Cosmic Functions
Heaven’s Will
- Fuli’s Heavenly Will originated from consciousness severed by the World-Purifying Karmic Heavenly Venerable, also identified as the Heavenly Will Patriarch 760 761.
- The patriarch created it to counter the Dragon Ancestor’s All-Existence and let humanity pursue its own path 761.
- Heaven’s Will supports otherworldly conquest and rewards contributors with heaven-and-earth Fate according to their merit 4 217 314.
- It can directly secure cultivation outcomes. During Gu Nan and Xiao Ye’s Dao Integration, it fixed their fates so that neither could fail 733.
- Tai Shao says Heaven’s Will seeks to become a Heavenly Venerable; Chu Mo questions whether that is possible because it is already part of one 760 761.
Heavenly Registers & World Passages
- Heavenly Registers connect recipients to other worlds and can serve as media through which powerful cultivators draw those worlds into Fuli 85 295.
- Su Yingxue’s Fortune-Creation Register enabled her cultivation and eventually the opening of a passage between two worlds 460.
- Heavenly Seals generally return travelers to their departure point. Crossing several worlds in succession can instead place them randomly in Fuli, usually near somewhere previously visited 225.
- Once the fourth Heavenly Seat’s prototype appeared, Heaven’s Will distributed Registers and conquest rewards much more generously, producing a surge of promising cultivators 710.
Otherworld Assimilation
| Method | Process | Result |
|---|---|---|
| Dominion | Permeates an outside world with the Great Dao, assimilates its principles, and links its Fortune to Fuli 522. | Preserves the world as a dependency. Fuli Dao Venerables who have completed the Heaven and Earth Dao can benefit 522. |
| Unification | Shatters an outside world and seizes its essence to nourish Tribulation Deliverance’s Great Daos 522. | The world disappears; the benefits belong to Tribulation Deliverance alone 522. |
| Karmic subjugation | Binds a world’s masters through debts and uses their connection to claim the territory 569. | Former rulers may remain in office while Fuli controls the land 569. |
- Fuli continually observes and permeates other worlds, but depends on native factions to carry out that expansion 4.
- Outside cultivation systems are valuable sources of techniques, divine abilities, and improvements to Fuli’s own methods 4 85.
- Even as a highest-order Heaven, Fuli has shortcomings; acquiring other worlds and Root Origins helps address them 352.
Major Campaigns & External Relations
Savage Realm
Fuli shattered the Savage Realm and captured its Saint. Chu Mo consequently regarded its Totem Warrior path as having no viable future 21.
Radiant Splendor Heaven / Zhaohua
Fuli and Radiant Splendor Heaven had fought before Chu Mo’s involvement. He recalled that Fuli likely struck first and that Duo’e was the main force, making outsiders’ accusations of banditry understandable 559.
Assimilating Li Daoyuan gave Chu Mo intelligence and a potential route back to the rival heavenly domain. Although its six Great Dao Venerables and more than sixty Dao Venerables were fewer than Fuli’s forces, the presence of a Heavenly Venerable required caution 561 562.
After establishing a foothold, Fuli expanded through coordinated seduction, military force, restrictive seals, loans, and conversion to the Immortal Dao. Cultivators were captured for later conversion, while entire mortal cities were relocated to Fuli 580.
Zhaohua remained incompletely conquered after Heaven’s Will descended. Its surviving grotto-heavens continued to shelter resistance and prevented full control of the realm 612 624.
Supreme Heaven
Supreme Heaven intervened in the conflict over Zhaohua and later sent at least fifty Sixth Realm World Lords, supported by countless lower-ranked cultivators, against Fuli. The Heavenly Pass erased an initial devastating attack, while Fuli’s leading cultivators countered the invaders’ Time and Space techniques 624 626.
The connection between Fuli, Zhaohua, and Supreme Heaven was later severed. Chu Mo nevertheless retained access through his Other-Self Aspects 646.
Cosmos Sea
Chu Mo recruited Spider Mother and sought Sui Ming’s puppet-making talents, presenting Fuli as a source of opportunities and immortal materials unavailable in the Cosmos Sea 720.
His allies then established the guiding link that allowed Fuli’s Will to claim the sea. Its enormous size made the transfer slower than ordinary world acquisitions, drawing widespread attention 731 733.
Myriad Spirits Heaven
Great Evolution opened a radiant passage to Myriad Spirits Heaven, provoking a conflict among Fuli, Myriad Spirits, and Supreme Heaven. Heaven’s Will’s Sword Ancestor later pressed its Beast Venerables to accept places under his sect 754 756 757.
Fuli’s fourth Heavenly Seat became an attraction for Mu Xian, who considered it his best available route toward Heavenly Venerable status. Normally, only cultivators born in a realm can use its seat 759.
Tai Shao and Chu Mo investigated Spirit Message Heaven, the informational realm underlying Myriad Spirits. They considered whether changing its records could alter someone’s eligibility for a Heavenly Seat—and whether Mu Xian could become a counterweight to Fuli’s Heaven’s Will 760 761.
Current Strategic Issues
- Fourth Heavenly Seat: Its accelerated formation has made it a focus of competition among powerful cultivators, including Thunder Ancestor Si Zhe and Mu Xian 710 733 759.
- Dragon Ancestor’s return: Tai Shao warns that his revival could bring back the Hung Abyss floodwaters and engulf the Four Extremities and every World Domain 710.
- Factional rivalry: The Three Sects disagree over dominion, Unification, territorial gains, and the use of outside powers 522 612 756 761.
- Heaven’s Will’s ambitions: Tai Shao regards its pursuit of Heavenly Venerable status as a political threat worth undermining 760 761.
Reputation
- Outsiders call Fuli’s cultivators barbarians, fiends, thieves, and bandits, reflecting both their expansionism and their deceptive methods 559 566 575 620 754.
- Chu Mo distinguishes Fuli from Supreme Heaven: Fuli can preserve subordinate worlds and incorporates their inhabitants as its own people, whereas Supreme Heaven consumes worlds and their populations 709.
- This professed tolerance does not exclude coercion. Fuli’s campaigns employ debt bondage, forced relocation, conversion, and lethal threats 569 571 580.
