Danzo had nearly destroyed Konoha. Back in the world Gua had come from, that would have been a war crime. Even eighty to a hundred years behind bars would have been lenient.
And they had let the bastard out after just three months?
Gua seriously questioned Konoha's laws!
In fact, he suspected Konoha had no laws at all. It was utterly lawless!
At least, he had never heard of any laws, only some morals and rules passed by word of mouth among shinobi...
That was why Orochimaru had been locked up for two days after committing a crime, while Danzo had gotten out after three months despite causing such an enormous disaster.
Konoha was the real land of the free!

Had Gua known, he would never have needed to pay "tribute" to the Third Generation when he returned. So what if he was a Missing-nin? Which law said he couldn't be one?
The first thing Danzo did after his release was reorganize Root. This time, he planned to keep lying low in Konoha.
The Third Generation had really screwed him over.
Now he was no longer Hokage, he had spent three months in a dungeon, and most importantly, he had made mortal enemies of both the Hyuga and the Uchiha.
He was afraid someone might club him over the head one day when he went out.
However,
while reorganizing Root, he heard two pieces of news. First, none of the Root operatives sent to kill Yakushi Nonō and Kabuto Yakushi had returned. Second, Gua's family of three had slipped back into the village after spending two months away as fugitives, bringing a child named Uchiha Kabuto with them. Supposedly, he was Uchiha Oyama's illegitimate son.
