Background

The World Government was founded more than eight hundred years ago by the monarchs of twenty kingdoms. Its founding covenant established the Empty Throne and the principle that no one should stand above the Celestial Dragons; in reality, Im occupies that throne as the hidden ruler of the world. 330 423

For most of its history, the Five Elders have handled the Government's rule from Mary Geoise. They command both the Marines and the CP Organization, while their exceptionally long lives and power have contributed to their godlike authority. 273 278

Its relationship with member nations is built around the Celestial Tribute. The Government chiefly demands that tribute be paid on time, showing little concern for which ruler holds power so long as the nation does not openly defy it. 170

Gawain characterizes the Government's system as a cycle: tribute impoverishes member nations, piracy forces those nations to rely on Marine protection, and that dependence further entrenches Government control.
