History
Founding and the Uchiha Dispute
Hashirama Senju and Madara Uchiha founded Konoha to spare their clans further warfare. Despite their founding status, the Uchiha later became isolated from village leadership. Bai Ye describes their treatment as worsening under the Second Hokage and reaching its lowest point after the Nine-Tails’ attack 9 12 15.
The Sharingan visible in the Nine-Tails’ eyes became the basis for suspicion against the entire clan, although the investigation produced no conclusive proof. The Uchiha were moved from valuable grounds in the central district to a remote compound under surveillance, without compensation. Their former property was divided among other clans, with much of it going to the Sarutobi, Shimura, Mitokado, and Utatane families 4 6 10 12.
Land Negotiations and Public Opposition
After replacing Fugaku as clan head, Bai Ye demanded the return of the Uchiha’s former grounds. Hiruzen initially refused, arguing that reclaiming land already distributed to other clans would cause unrest. Bai Ye secured a concession by threatening to leave Konoha with the Uchiha—a serious political and military loss for a village already weakened by prominent deaths and departures 7 10 12.
The Uchiha’s Shinobi World Daily then challenged the accusations against the clan and publicized its contributions to Konoha. The Hyuga and Ino–Shika–Cho agreed to return their portions of the land, followed by other clans. The Uchiha arranged replacement homes and compensation for displaced civilian residents 15 18.
Overthrow of Hiruzen’s Administration
The confrontation escalated when Danzo attempted to seize Shisui’s Sharingan. At the ruined Root headquarters, Shisui accused Danzo of luring him there to steal his eyes, but Hiruzen sided with Danzo and ordered Shisui and Bai Ye arrested. This destroyed Shisui’s remaining trust in the Hokage 25.
Bai Ye subsequently killed Hiruzen and became the Fifth Hokage. The internal transition remained largely peaceful: Shisui reported that the major clans had been handled and most villagers and ninja were calm. Itachi left Konoha and joined Akatsuki despite the Uchiha’s victory 35 36 38 39.
Government and Administration
- Hokage authority: Bai Ye retains responsibility for major decisions while relying heavily on Shikaku Nara for administration and strategic planning. Some matters remain beyond Shikaku’s authority even when Bai Ye is absent 39 42 108 116.
- Proposed council: Bai Ye suggests one representative from each clan and three seats for civilian ninja. The council would handle routine decisions, with the Hokage retaining the final say; its membership rules are left for further discussion 39.
- Land of Fire relationship: Konoha depends on the country’s funding and missions. Bai Ye secures continued support and formal recognition as Fifth Hokage by subtly altering the Daimyo and officials’ hostility through Sharingan genjutsu, disguising the result as a three-hour negotiation 40 42.
- Root dissolution: After Danzo’s death, Bai Ye disbands Root and places most of its members elsewhere. Sai is selected for a new student squad 115.
- Police responsibility: Before the coup, the Uchiha outsource Military Police work and later suspend operations for internal training. Complaints consequently fall to Hiruzen’s administration, whose poor handling damages public confidence in him 14 18 19.
Economy and Development
Domestic Reforms
| Initiative | Implementation and Limits |
|---|---|
| Infrastructure and housing | Rebuilding promises residents better homes and provides jobs. Increased earnings and spending create further employment, contributing to the village’s visible prosperity 56. |
| Commerce and agriculture | Bai Ye promotes trade, infrastructure, and food production as alternatives to dependence on ninja missions. Commercial and agricultural reforms are underway, although Shikaku reports limits to how far agriculture can immediately develop 44 47. |
| Konoha Bank | Initially operates as a pilot project. Public skepticism leads Shikaku to ask the Uchiha to participate first and build confidence 47. |
| Science and technology | Bai Ye proposes a Science Academy alongside the Ninja Academy and orders Shikaku to recruit suitable talent. Shikaku initially lacks the expertise to establish it 47. |
| Civilian welfare | Development explicitly includes ordinary residents rather than treating Konoha solely as a military institution. Profit-sharing and the balance between clan and civilian interests require further planning 44 56. |
| Growth capacity | Konoha attracts people and resources from surrounding areas, but Bai Ye acknowledges that its expansion is struggling to keep pace with the burden 75. |
Trade and Cultural Influence
- Amegakure trade: Cheaper food from Konoha and new employment improve living conditions in Amegakure. Konoha also opens an official shop for Amegakure products 57 75 103.
- Explosive Tags: Konoha is the largest seller described, with production primarily handled by the Uchiha. Konan continues purchasing tags there even as political tensions rise 46 104.
- Kirigakure recovery proposal: Konoha offers money, supplies, and equipment for up to five years. In exchange, Kirigakure must open its market, accept Konoha Bank as its principal financial institution, and permit certain Konoha businesses to operate while paying the village 84.
- Land of Waves route: Bai Ye identifies the Land of Waves as the shortest and safest shipping route for trade with Kirigakure. He plans to use it as a model of development following conquest 95.
- Film publicity: Bai Ye asks Kazahana Koyuki to make films promoting Konoha as part of his cultural expansion strategy 48.
Military Strength and Training
Strategic Position
- Bai Ye’s deterrence: After becoming Hokage, Bai Ye reaches Super Kage strength and estimates himself to be approximately Hashirama’s equal. His personal combat power becomes central to Konoha’s security and foreign policy 35 39 47.
- Veteran personnel: Tsunade returns under a one-year agreement paying 100 million annually, and Jiraiya also returns. Bai Ye particularly values Tsunade’s ability to rebuild medical training 44 53 55.
- Clan forces: Kumogakure’s assessments identify Konoha’s numerous jōnin, powerful clans, near-Kage fighters, and Shisui’s Kotoamatsukami as major obstacles to victory 101 136.
- Enemy assessment: Samui estimates Kumogakure’s chance of defeating Konoha alone at less than 30%, with heavy losses even under favorable conditions 136.
- Leadership dependence: Shikaku warns that losing Bai Ye could destabilize the balance among Konoha’s clans and reopen mistrust toward the Uchiha 47.
Academy Reforms
- Specialized assessment: Bai Ye introduces category-based graduation assessments, including separate routes for ninjutsu and taijutsu specialists 108 109.
- Early graduation: The initial announcement places the graduation exam six months away; the following chapter schedules an assessment in one month, with early graduation available to students who are ready 108 109.
- Extended instruction: Graduates are promised two years of Bai Ye’s personal guidance, supplemented by suitable jōnin instructors. Bai Ye privately intends accelerated training rather than sending the students directly into battle 108.
- Medical support: Bai Ye plans medical-ninja support for every squad. Sakura is assigned additional Medical Ninjutsu study under Tsunade 114 115.
Planned Graduate Squads
| Leader | Members | Training Emphasis |
|---|---|---|
| Bai Ye | Sasuke Uchiha, Naruto Uzumaki, Neji Hyuga | Personally mentored squad intended to become Konoha’s strongest 61 115. |
| Kakashi | Suigetsu Hozuki, Kimimaro, Haku Yuki | Kirigakure bloodline users; ninjutsu and taijutsu 115. |
| Kurenai | Kurama Yakumo, Sai, Karin Uzumaki | Genjutsu guidance for Yakumo, with separate secret-technique and medical paths for the others. Karin’s placement is prospective until she is brought from Kusagakure 115 116. |
| Shisui | Shikamaru Nara, Choji Akimichi, Ino Yamanaka | Ino–Shika–Cho secret-technique combination 115. |
| Might Guy | Sakura Haruno, Rock Lee, Tenten | Taijutsu-oriented squad; Guy’s main instructional focus is Lee and Tenten 114 115. |
| Yamato | Hinata Hyuga, Kiba Inuzuka, Shino Aburame | Reconnaissance, reinforced by Yamato’s sensory and combat abilities 115. |
Public Opinion and Media
- Uchiha reputation: Police recruitment, newspaper coverage, and the land campaign reduce hostility toward the clan. By Shisui’s return, villagers are friendlier and relations with other clans are improving 14 18 20.
- Leadership scandals: The Shinobi World Daily publicizes Danzo’s abuses, Hiruzen’s complicity, and Konoha’s failures toward the Uzumaki, White Fang, and others, prompting residents to reassess the former administration 35 36.
- Naruto’s identity: Publication of Naruto’s parentage changes his public standing from the “Demon Fox” to the Fourth Hokage’s son. The abrupt improvement in treatment leaves Naruto unsure how to process his past rejection 35 36.
- Bai Ye’s legitimacy: His inauguration speech and visible development win support even among former opponents in the Sarutobi and Shimura clans. The newspaper circulates his speech beyond Konoha 57.
Territorial Expansion
| Phase | Chapter | Development |
|---|---|---|
| Continental ambition | 35 | Bai Ye shifts from protecting the Uchiha to strengthening Konoha and ultimately unifying the continent. |
| Land of Snow agreement | 48 59 | Koyuki accepts cooperation tied to Bai Ye’s unification plan. Konoha helps restore her rule, with development, trade, and future council representation offered as terms. |
| Campaign authorization | 110 | Bai Ye confirms attacks on Kusagakure and several weaker countries, while reserving stronger or more complicated territories for later. |
| Annexations underway | 135 151 | Konoha attacks and absorbs small nations. Reports describe residents benefiting from money, land, and opportunities to survive despite initial national resistance. |
| Major-village consolidation | 167 | Sunagakure announces a merger and relocation to Konoha after Pakura becomes Kazekage. Kirigakure announces alignment, citing its earlier agreement with Bai Ye. |
Foreign Relations
- Kirigakure — Develops from a guarded diplomatic contact into recovery cooperation and alignment. Mei advocates joining Konoha to avoid a disastrous war, while Genji and other leaders question the loss of autonomy 42 84 139 141 167.
- Sunagakure — Merges under Pakura after Rasa’s removal. Konoha’s support reduces its dependence on the Land of Wind’s resources 167.
- Amegakure — Benefits from trade, but Nagato’s memories of Konoha killing his parents and contributing to Yahiko’s death fuel distrust. Konan remains in Konoha to investigate Bai Ye’s intentions firsthand 104 127 151.
- Kumogakure — Supports Kusagakure through a proxy rather than immediately fighting Konoha directly. Its leaders consider war but become increasingly constrained by Konoha’s strength and consolidation 102 136 167.
- Iwagakure — Prioritizes intelligence and avoids committing to war before other villages act. Konoha’s growth eventually makes direct confrontation untenable 126 136 167.
- Kusagakure — Becomes a target after Konoha demands the release of surviving Uzumaki. Its militarist faction prepares the Box of Ultimate Bliss, while the Grass Flower faction considers cooperation or surrender 47 105 122.
- Akatsuki — Konoha’s expansion disrupts its timetable and threatens its tailed-beast capture plan. Obito seeks to kill Bai Ye and provoke inter-village war; consolidation raises the possibility that jinchūriki gathered in Konoha would become inaccessible 47 102 167.
