Carol had been keeping an eye on the situation there:

"The side effects of dance powder are beginning to show."
"Rainfall in Alabasta has dropped sharply this year. It hasn't dried up completely yet, but it's not far off. I'd give it another year or two."
"Crocodile will probably make his move then."
Sakazuki nodded:
"Keep an eye on him, and more importantly, on the Revolutionary Army there."
"We can start the plan, too."
"Find an opportunity to put the Revolutionary Army members hiding there in contact with Nico Robin."
"And that old bastard Sengoku... he should have been able to hold on for a few more years. I didn't expect it to happen so soon."
He finished with a cold snort.
Carol spread his hands helplessly, then reached out to touch Sakazuki.

Looking grim, Vegapunk called Luo into a separate laboratory.
Luo was a little puzzled, but he didn't ask. He was no longer as scrawny as he once had been.
Electrical stimulation had promoted his cellular development, and with a special nutrient fluid that had no side effects, his body had grown more robust.
He had also shot up to two meters tall. His build resembled a smaller version of Sote's, with firm, evenly developed muscles.
After entering the laboratory, Luo spoke:
"What happened, Professor Vegapunk?"
That was right... Luo had also become Vegapunk's student.
With a grave expression, Vegapunk took out a sheet outlining a plan:
"Take a look at this."
Luo took the sheet and began reading. After just two lines, his brow furrowed deeply:
