Background / History
Carol was born in the West Blue in Sea Circle Calendar year 1469. As a boy, he was trapped beneath a collapsed house on an island engulfed in flames. Sakazuki rescued him and asked his name—a memory Carol recalled during their final farewell decades later 403 419.
By the Birka expedition, Carol was serving as Sakazuki’s adjutant. He helped discover the young stowaway Enel, washed him, and dressed him in a child-sized uniform. He subsequently prepared Enel’s training schedule, then began teaching him to read after discovering that the three-year-old could not understand it 48 57.
Carol also rescued Douglas Bullet. When Bullet asked why, Carol answered that protecting the world’s people was the Marines’ responsibility. The encounter began to soften Bullet’s distrust, and Bullet continued addressing Carol respectfully even after becoming an Admiral candidate 62 247.
Appearance
Carol is described as tall when he meets the young Bullet, but comparatively slight beside fighters such as Bullet, Garp, and Sakazuki. Honey Queen calls him handsome 62 134 264.
- Naval clothing: Wears a Justice Cape and later an admiral uniform 404 416.
- Sword: Commonly carries Sakura Ten at his waist 120 416.
- Disguises: Uses a face-concealing cloak during covert work; Robin recognizes Rolka’s voice despite Carol’s different face 96 377.
- After the Great Cataclysm: Appears pale and noticeably thinner while recovering from exhaustion 408.
- Old age: Has pure white hair and uses a wheelchair near the end of his life 419.
Personality
Carol’s cheerful manner often accompanies genuine care. He teaches Enel, comforts a frightened child with money for replacement ice cream, and brings Robin familiar food after her confinement. He also enjoys teasing others, including presenting Enel with an intimidating-looking training plan and tempting Bullet with desserts 57 96 121 377.
His compassion conflicts with his loyalty to Sakazuki’s plans. He develops feelings for Robin and worries that manipulating the Revolutionary Army could spiral out of control. After Sakazuki tells him that neither of them is beyond sacrifice, Carol deliberately suppresses his pity and continues the operation 149 159 188.
Against enemies, Carol can be clinical and cruel. He supports destroying pirates’ hopes, families, and possessions as retribution for their victims. He also explains a plan to destroy dozens of islands despite their civilian populations, and later defends the extermination of nearly two million rebels as the killing of enemies 381 387 419.
His faith in Sakazuki remains deeply personal. During their final farewell, he struggles to control his voice; after Sakazuki’s death, he collapses in anguish. In his memoirs, he remembers Sakazuki as someone who never stopped advancing despite their initially vague goal 403 405 417.
Abilities & Skills
Teleportation Fruit
Carol’s Paramecia ability allows instantaneous movement and the transportation of other people, equipment, and large objects 244 369 403.
- Infiltration and assassination: Appears directly beside targets, bypassing ordinary defenses 262 368.
- Transporting others: Moves allies who place their hands on him, carries prisoners between islands, and transports Seraphim 369 377 392.
- Large-scale transport: Makes an entire rubberized warship and its onboard Seraphim vanish during Sakazuki’s confrontation with Nika 403.
- Strategic secrecy: His ability is initially concealed from the world and most Marine officers. Sakazuki uses that secrecy to undermine the Four Emperors’ expectations about troop deployment 339.
- Later disclosure: Reveals his ability directly to Sengoku when arriving with Issho 389.
- Limits: Repeated worldwide teleportation and long-distance transport leave him exhausted. Teleportation does not guarantee safety against sufficiently fast reactions: Bullet nearly catches him, while Bin Black knocks aside his attempted touch 247 284 391 396.
Swordsmanship
Carol uses Sakura Ten to project Sword Aura and fight powerful opponents, including King 102 103.
- One Sword Style: Storm Rain: A rotating crescent slash divides into numerous smaller slashes, covering a broad area like rain 102.
- One Sword Style: Blue Bird: Produces a large, lifelike bird-shaped slash that passes through Cavendish while his alter ego controls him 308.
- Area control: Cuts deep trenches around Giant Tree 27 to discourage interference with Sakazuki’s operation 120.
- Precision execution: Beheads Bear King despite his steel-transformed body 264.
- Counter: Hancock’s arrows petrify the Sword Aura produced by Storm Rain, causing the slashes to shatter 202.
Haki
Carol demonstrates both Armament and Observation Haki 102 134.
- Armament Haki: Coats Sword Aura, his hands, and a Devil Fruit Reclaimer’s needle. He uses coated hands to seize Absalom and restrain the weakened Enel 102 264 280 408.
- Observation Haki: Searches islands and buildings, locates targets, and combines detection with teleportation to scan Oden Castle’s ruins rapidly 134 280 368.
- Detection limits: Cannot sense Absalom’s concealed bazookas before they fire. His island surveillance is also distinguished from Enel’s unusually broad coverage 280 368.
Intelligence and Covert Operations
Carol gathers intelligence, manages secret assignments, and acts as an intermediary between Sakazuki and Vegapunk 108 277 369.
- Political intelligence: Investigates Revolutionary Army activity in the West and North Blues and assesses its expansion 188 240.
- Disinformation: Conducts covert dealings over information dissemination and helps age Oppression and Resistance to disguise its origins 96 97 108.
- Impersonation: Uses the Rolka identity with Robin and speaks through a Seraphim replica of Sakazuki 304 377.
- Military coordination: Selects candidates for the Roaring Assault Squad and reports fleet readiness during major offensives 82 329 416.
- Poneglyph knowledge: Robin identifies Rolka as someone who can decipher Poneglyphs 377.
Teaching
Carol trains children and prepares them for roles within Sakazuki’s wider plans 57 149.
- Enel: Designs his training schedule and begins literacy lessons using handwritten examples 57.
- Robin: Teaches Haki and other skills under the Rolka identity, and passes on Industrial Revolution 374 377.
- Ideological instruction: His teachings to Robin later contribute to the Revolutionary Army’s development, although Sakazuki authored the underlying books 377.
Equipment / Weapons / Items
- Sakura Ten: Golden Lion’s former double-edged longsword, one of the Twenty-One Great Grade Swords; gifted by Sakazuki 99.
- Devil Fruit Reclaimer / Fruit Reclaimer: Extracts abilities into new fruits. Its seastone needle can weaken users and seal their powers before extraction 244 368 377.
- Virus: Supplied for Devil Fruit recovery missions; used with Bullet to weaken Wapol before his death and extraction 244 247.
- High-explosive electric grenades: Incapacitate the Poker Pirates with high-voltage electricity, including their steel- and paste-bodied ability users 264.
- Observation-blocking suit: Made using materials collected from Sky Island ruins; completely blocks Observation Haki detection during a covert assignment 111.
- Seastone chains: Used to secure captured ability users, including Blueno 103 338.
- Sakazuki Seraphim replica: Brought into the Fleet Admiral’s Office so Carol can impersonate Sakazuki and issue orders through it 304.
- Ability Blood Serum: Temporarily sustains the Swim-Swim ability of a Jinbe Seraphim after its modification 369.
- Nutrient fluid: Injected during his post-cataclysm recovery to restore enough strength for further transport 407.
Relationships
- Sakazuki — Childhood rescuer, superior, mentor, and the central object of Carol’s loyalty. Carol executes his covert plans and eventually succeeds him as Chief Speaker 159 403 419.
- Nico Robin — Student and eventual daughter figure. As Rolka, he gives her education and security while using her in Sakazuki’s revolutionary strategy. After revealing himself, he protects but confines her; later, he accepts her request to call him Father 149 377 417.
- Enel — Younger-brother-like student who calls him “Big Brother Carol.” Carol cares for and trains him, then intervenes when grief over Sakazuki drives him into obsessive self-destruction 57 214 408.
- Douglas Bullet — Rescued youth and longtime ally. Bullet retains a respectful manner toward Carol and works alongside him on Devil Fruit recovery and combat operations 62 247 284.
- Vegapunk — Scientific collaborator who receives recovered fruits and supplies modified Seraphim, serum, and surveillance information. Carol also works with Lilith and Shaka 264 369 411.
- Charlotte Pudding — Prisoner whom Carol treats kindly despite supporting the execution intended to destroy pirates’ hopes. He praises her third eye and brings her favorite desserts from Whole Cake Island 387.
- Sabo — Revolutionary Army opponent who discovers the connection between Carol, Rolka, and Sakazuki’s books. Carol disables him and extracts his Devil Fruit after Bullet kills him 377.
Story Role / Major Arcs
Manipulating the Revolutionary Army
Carol becomes the custodian of Oppression and Resistance, Sakazuki’s revolutionary booklet. He recognizes that its arguments about equality and freedom could inspire worldwide uprisings, but follows orders to preserve it, age it, and await a suitable opportunity for circulation 98 108.
Under the Rolka identity, he teaches Robin so that she can eventually bring Sakazuki’s ideas to Dragon. He also participates directly in covert assistance: during the Likvi Islands revolt, Carol and Enel use a Magnetic Field Bomb to prevent the king from contacting Cipher Pol 148 149.
The deception becomes explicit when Carol captures Robin and Sabo. He reveals that Sakazuki wrote both Industrial Revolution and Oppression and Resistance, exposing the Navy’s role behind the Revolutionary Army’s intellectual foundations 377.
Devil Fruit Recovery Operations
| Target / Operation | Chapter | Carol’s involvement |
|---|---|---|
| Mushul | 244 | Receives a virus and recovery device for an assassination and fruit-transfer mission. The supplied material does not directly confirm his part in Mushul’s later disappearance. |
| Wapol | 247 | Works with Bullet to weaken Wapol with the virus and extract his Devil Fruit as he dies. |
| Foxy | 262 | Teleports behind him and drives a dagger and Fruit Reclaimer into his body before he can use the Slow-Slow ability. |
| Bear King and Honey Queen | 264 | Incapacitates them with an electric grenade, kills them, and recovers their fruits; also wipes out the remaining Poker Pirates. |
| Absalom | 280 | Removes him from Thriller Bark, recovers the Clear-Clear Fruit, and confirms its ability to conceal objects from Observation Haki. |
| Kid and his companions | 309 | Kills Kid, Killer, and Druyanaka and retains the Devil Fruit Reclaimer used in the operation. |
| Uta | 313 322 | Personally captures her, then retrieves the fruit produced by the Reclaimer concealed beneath her execution platform. |
| Blueno | 338 | Teleports him from Water 7 to New Marineford and shackles him for Door-Door Fruit experiments. The first extraction attempt shown fails. |
| Shinobu | 368 369 | Assassinates her in Oden Castle’s underground ruins and delivers the Ripe-Ripe Fruit to Vegapunk. |
| Sabo | 377 | Seals his ability, transports him to Headquarters, and extracts his fruit after Bullet kills him. |
| Borsalino and Aramaki | 392 | Teleports them into Egghead’s seawater prison, where mechanical arms begin extracting their abilities. |
War Against the Four Emperors
- Command impersonation: Uses Sakazuki’s replica to welcome Aramaki and order him to kill the Vinsmoke Family except Judge 304.
- Intelligence and coordination: Reports the war’s progress, monitors the Revolutionary Army, and confirms fleets are positioned for attacks on Charlotte Linlin’s defensive islands 322 329.
- Stealth testing: Arrives beside Sakazuki with the invisible modified Mihawk; neither he nor Mihawk is detected by Kaido during the encounter 344.
- Forced development of Luffy: Delivers Luffy to Egghead and orders the Ripe-Ripe Fruit and nutrient fluid used to mature him under seastone restraints 391 399.
- Rapid force deployment: Transports senior fighters into Charlotte Linlin’s palace and later returns the force from Kaido’s defeat to New Marineford 393 396.
Great Cataclysm and Reconstruction
At Sakazuki’s final confrontation with Nika, Carol evacuates the warship and its Seraphim. He then broadcasts a worldwide emergency evacuation notice and witnesses New Marineford sinking during the Great Cataclysm 403 404 405.
Afterward, Carol helps Vegapunk establish surveillance and purge operations while continuing to serve the figure presented as “Sakazuki.” He forcibly brings the grieving Enel to Egghead’s seawater prison for rest, later authorizes further targets for him, and receives satellite-compiled information on inhabited islands 408 411.
Carol announces the World Federal Government’s formal establishment and confirms that its forces are ready for the accompanying war to free slaves. He also tells Robin that neither the Void Century nor the new government’s covert operations need be concealed from historical writing 409 416.
Chief Speakership and Death
Carol eventually succeeds Sakazuki as Chief Speaker, crushes the Hundred Kings rebellion, and leads the world into the interstellar age. When Robin calls the killing of nearly two million rebels within three days a premeditated massacre, he does not deny the facts but insists they were enemies 419.
He dies of natural causes in the headquarters hospital on Federal Calendar year 37, April 17. In his final moments, the elderly Carol sits in sunlight and reflects on the world he spent his life pursuing; Robin arrives to find him dead 419.
