Background / History
Founding narrative and the Twin Cities' split
Piltover's official textbooks portray it as a city founded roughly 300 years earlier by merchants who overthrew the old Zaun Kingdom and established a parliamentary independent city-state based on freedom, democracy, and prosperity. The same merchant families remained influential in the Piltover Council generations later. 4
Li Wei's historical analysis challenges this account, describing the ancient merchant families' wealth as rooted in colonial expansion, slave labor, and extraction from Shurima and other regions. 4
In Li Wei's account of the Twin Cities' separation, Piltover and Zaun initially functioned as rich and poor districts divided only by a canal: Zaunites could freely cross to work in Piltover and return home afterward. Piltover businesses increasingly hired cheaper Zaunite labor, impoverishing local Piltover workers without improving conditions in Zaun. 58
The Piltover Council later formalized the divide by placing checkpoints on the canal, raising local wages and welfare, and guaranteeing employment for Piltover citizens. Li Wei characterizes these policies as the deliberate construction of separate Piltover and Zaun identities, redirecting conflict between the poor into conflict between the two cities. 58

Wealth and inequality
Piltover is widely regarded as prosperous, civilized, and technologically advanced, while its Zaunite population experiences discrimination, low wages, precarious legal status, and exclusion from the city's wealth. 1 4 441
Piltover citizens generally receive higher wages and stronger welfare than Zaunites performing comparable work. Li Wei attributes this disparity to the Council's long-standing use of Zaun and overseas territories as sources of excess profit. 57 58
The city had an estimated population of roughly two million before the postwar division. Its high standard of living was supported by high-tech industry, finance, trade, and Sun Gate canal revenue. 33 235 259
Zaunite labor and immigration

The remaining merchant class also transfers capital out of Piltover, fearing the Wind Takers and Janna's power. Though the Twin Cities' precious-metal currency helps preserve savings, unemployment, closed shops, gang activity, and homeless encampments spread through the city. 258
Noxian colonial rule compounds the crisis: canal revenues continue to flow, but much of the income is extracted by Noxian interests rather than reinvested in Piltover. 259
Relationship with Zaun
