Stage / Realm / Level Chapter Notes
Initial divine enhancement 15 A new believer’s contribution gives him a modest increase in strength and speed, along with gradual injury recovery; he unexpectedly dodges Shimmer-enhanced Aubrey.
Wind perception 17 Under Janna’s guidance, learns to sense minute disturbances in airflow. His power remains too weak to sustain a wind spell, and his raw strength is still below Aubrey’s.
First weak wind manifestation 32 37 His initial demonstration before Viktor and the students exhausts both his and Janna’s available strength to produce a small airflow.
Sustained wind spellcasting 37 With 60 official Wind Takers, including 59 additional believers beyond Viktor, he can manipulate airflow and form miniature tornadoes without the previous exhaustive effort.
Combat wind magic and visible regeneration 41 42 43 Deflects bullets, moves opponents with gusts, and accelerates his punches. His wounded arm heals visibly, but repeated gunfire could still overwhelm his defense.
Major increase from Seraphine’s Faith 69 Seraphine’s awakening significantly strengthens him as the association reaches 521 official members.
Flight and large-scale precision control 79 87 88 Demonstrates flight, lifts himself and four teammates dozens of meters into the air, and simultaneously controls hundreds of weapons during the Iron Fist Gang battle.
Substantial Wind Barrier 214 Roughly half a year after his early bullet-deflecting airflow, creates a dense, city-wall-like barrier that cancels Riven’s rune-powered Wind Slash.
Hurricane-scale cooperation with Janna 230 Controls a massive hurricane while standing atop Janna’s ethereal form. The hurricane temporarily restores Janna’s demigod-like abilities; this is a joint feat, not an independent transformation.
Near-demigod-scale display 398 Summons a ten-thousand-foot storm and stops a monster’s charge. Vladimir cannot determine whether this is Li Wei’s bestowed power or Janna acting through him.
God-comparable physique and divine-scale attacks 513 Prolonged exposure to Janna’s divine energy gives him a physique comparable to a god’s. Borrowing her power, he releases a thousand-meter wind blade and tears an opening in Mordekaiser’s black-mist confinement.
Decision to change his bond with Janna 524 Chooses to break the Summoner Contract and become Janna’s God Chosen instead; the supplied account does not detail the resulting power changes.

Background / History

The original Li Wei

The original Li Wei grew up in Zaun’s polluted Undercity without a father. From age five, he helped care for Lina and supplemented their factory-worker mother’s income by making paper flowers and sewing socks. His mother’s death in a factory accident left the siblings dependent on an uncle who intended to sell them into a brothel 337.

Li Wei killed the uncle and sold his corpse to an alchemist shop, using the money to move to Piltover as an apprentice. Lina’s academic ability earned her a place at Piltover University, but the siblings continued to live in poverty and face discrimination. The apprentice eventually died on the narrow bed in their rented room 1 2 3 337.

Transmigration and inherited memories

The current Li Wei inherits the apprentice’s memories and accepts Lina as his sister. Those memories make Zaunite suffering personal rather than abstract: although he believes his former self might have chosen wealth and power, experiencing the original owner’s despair drives him to pursue social change 2 523.

He begins studying A Brief History of Piltover and Zaun, using Janna as a firsthand historical tutor. Their collaboration produces “Zuan: Where Did It Come From?”, an article explaining history through economic conditions and productive forces rather than solely through rulers and heroes 1 2 4.

Appearance

  • Hair and eyes: Black, reflecting the siblings’ Ionian ancestry 3.
  • Early build: Thin but solidly built, with the fatigue associated with his impoverished apprentice life 524.
  • Early clothing: Shabby, faded work clothes that visibly mark him as a Zaunite apprentice in Piltover 30 32.
  • Changed bearing: After transmigration, students notice his confident smile, sharp eyes, clear reasoning, and refined speech in contrast to the original owner’s rough, self-conscious manner 32.
  • Recognizable companion: Janna’s blue-bird incarnation frequently perches on his shoulder, contributing to his public image as her prophet 31 32.

Personality

Li Wei is protective toward Lina and determined to fulfill her original brother’s dying wish. His care for her helps convince Janna that he is not malicious. He also shows gratitude when warranted, sincerely thanking Mr. Bill despite the landlord’s harsh treatment 3 4 21.

His idealism is deliberately practical. He argues that workers’ basic needs must be met before ideals can inspire them, distinguishes equal rights from absolute material egalitarianism, and repeatedly slows expansion when administrative capacity cannot support it. He accepts criticism and recognizes that his own previous experience limits his judgment 5 73 235 414 521.

He is willing to bluff, manipulate, and use violence, but does not treat civilian suffering as an acceptable afterthought. He conceals his early magical limitations through theatrical displays, pressures Stevan Ferros with healing magic, hesitates over the fate of Renata’s ten thousand controlled laborers, and intervenes to prevent the killing of children during reprisals against Takeda Saito’s household 42 43 109 133 159.

Despite enormous public admiration, Li Wei rejects the idea that the movement should depend on one exceptional leader. He credits ordinary people with their victories and wants future generations to continue the work without him. His demanding responsibilities nevertheless leave little time for his personal life 77 274 336 337.

Abilities & Skills

Divine Power and Physical Enhancement

  • Shares Janna’s divine energy, gaining enhanced speed, strength, and injury recovery 15 43.
  • Initially wins through perception and precision rather than superior physical force 17.
  • Eventually develops a god-comparable physique through sustained exposure to divine energy 513.
  • His divine combat power is borrowed from Janna, not an independently established source of godhood 513.

Wind Perception

  • Detects even faint disturbances in surrounding air, allowing him to evade attacks without directly watching them 17.
  • Senses the direction of incoming bullets as they leave the barrel 41.
  • Provides early combat effectiveness before he has enough divine power to cast wind spells 17.

Wind Manipulation and Flight

  • Creates gusts, tornadoes, wind ladders, and currents capable of carrying people through the air 37 87 214.
  • Uses Gale Force Head Split, also rendered Windstorm Skull Splitter, to push an opponent toward him from behind 42 43 108.
  • Accelerates close-range blows with Wind Fist; against Caitlyn, secretly blows dust into her eyes before striking 43.
  • Controls hundreds of firearms and explosives with precise airflow, including operating their triggers simultaneously 87 88 89.
  • At divine scale, forms enormous wind blades capable of contesting Mordekaiser’s death magic 513.

Wind Barrier and Defensive Magic

  • Rising Winds / Wind Barrier: Begins as airflow that redirects bullets rather than stopping them outright; later becomes a dense barrier able to neutralize Riven’s Wind Slash 41 42 214.
  • Redirects the Iron Fist Gang’s rockets away from their intended targets 88.
  • Uses protective airflow against Renata’s Chemtech projectiles and poisonous mist 108.
  • Receives additional protection from Janna and Seraphine; Janna’s Eye of the Storm shields him during the confrontation with Mordekaiser 88 513.
  • Early spellcasting requires trade-offs between a spell’s intensity and its area, making impressive-looking displays potentially much weaker than observers assume 43.

Healing and Divine Support

  • Uses a healing breeze from Janna to temporarily relieve Stevan Ferros’s ailments during negotiations 133.
  • Acts as the center of Revival Zephyr, releasing a powerful outward storm when rescuing Orianna 214.
  • Cooperates with Janna in hurricane-scale operations, while Janna herself performs feats such as parting the sea 230.

Historical Analysis and Foreknowledge

  • Analyzes the Twin Cities’ split as a conflict shaped by labor exploitation, corporate interests, and deliberately cultivated divisions 4 58.
  • Uses knowledge retained from his previous life to recognize abilities and identities, including Caitlyn’s Peacemaker and Mordekaiser’s confinement technique 42 191 513.
  • Presents remarkably accurate “prophecies” to Swain, including the limitations of his planned coup and the future resurrection of Shurima’s emperor 268.
  • His apparent foresight is supported by prior knowledge and political analysis; the context does not establish a separate precognition ability 268.

Organization, Diplomacy, and Technology

  • Builds organizational branches, establishes procedures for internal disputes, and promotes discussion rather than personal authority alone 73 76 81.
  • Creates the Wind Chasers as an auxiliary and reserve organization for followers whose commitment is less firm 84 85.
  • Coordinates military operations through radio and Janna’s communications network 156 173.
  • Supplies technological concepts to specialists, including thermobaric weapon principles and the idea of autonomous artillery mounted on Steam Golems 173 397.
  • Negotiates alliances, recruits powerful collaborators, and combines development aid with political strategy 268 306 456 466.

Music and Media

  • Retains a vast repertoire spanning classical music, rock, rap, and styles unfamiliar to Runeterra 30.
  • Uses that repertoire to support a Walkman-and-music-tape business, publicly attributing the songs to Janna rather than claiming to have composed them 47.
  • Collaborates with Seraphine to turn workers’ experiences into musical propaganda videos 52.
  • Adapts stories into screen productions, including a modified account of the Twin Cities and a staged public exchange with Swain 292 385.
  • Seraphine’s soul magic and mind-reading are her abilities, not Li Wei’s; he sometimes relies on them during negotiations 52 172.

Equipment / Weapons / Items

  • History book, notebook, and pen — His initial tools for researching the Twin Cities and drafting ideological material 1 2 3.
  • Loaf of bread — An improvised weapon used when he first resists Aubrey’s exploitation 13 14.
  • Firearms and explosives — Guns, cannons, rocket launchers, grenade launchers, and iron-shell bombs deployed through wind manipulation 88.
  • Wind-formed blade — An air-current weapon used while channeling Janna’s power against Mordekaiser 513.
  • Azure Finch communications network — Janna-provided communication and remote-office support used for military orders and administration 173 274 409.
  • Summoner Contract — His formal bond with Janna, which he decides to end in favor of becoming her God Chosen 524.

Relationships

  • Janna — Divine partner, historical tutor, and source of his supernatural power. Their exchange also changes her understanding of human history 2 4 37 513.
  • Lina — Younger sister of his original body, accepted as his own. He supports her education, later corrects her organizational mistakes, and reunites with her after two years of foreign-aid work in Ionia 3 73 522.
  • Seraphine — Initially drawn to his music; becomes his collaborator and girlfriend. They share a home and work together on governance 15 47 52 274.
  • Viktor — Ideological comrade and Wind Taker vice-chairman; collaborates with him on weapons, organization, and political strategy 33 86 112 235.
  • Caitlyn Kiramman — First confronts him as an Enforcer, then joins the Wind Takers. He challenges her trust in Piltover’s justice system and later mediates her conflict with Vi 42 43 69 81.
  • Vi — Prison companion and student of his historical and political teachings. Their arguments over nonviolence accompany her development into a committed Wind Taker 58 69 76.
  • Mr. Ervin / Erwin — Former employer and Seraphine’s father. Moves from firing and rejecting him to business cooperation and support for his cause, though he remains uncomfortable with his daughter’s relationship 13 47 52 274.
  • Mr. Bill — Landlord who threatens eviction; Li Wei repays the rent and responds with unexpected gratitude 1 21.
  • Aubrey and Avery — Iron Fist Gang enemies. Aubrey’s attack triggers Li Wei’s first divine-powered fight; Avery later dies during the gang’s assault on the Wind Takers 13 17 85 88.
  • Mel Medarda — Initially tests his strength through the Iron Fist Gang conflict, then offers political support. Later becomes a senior Wind Taker cadre 89 292.
  • Stevan Ferros — Transactional ally whose desire to survive gives Li Wei leverage over House Ferros 132 133 169.
  • Silco — A leader whose gang-based approach Li Wei considers inadequate for lasting reform; later cooperates with the Wind Takers without conditions 58 144.
  • Riven — Leader of the spontaneously formed Ionian branch. Li Wei praises her initiative rather than exposing or punishing her improvised claims of authority 239 336 339.
  • Swain — Negotiating counterpart turned comrade; collaborates with Li Wei on Noxian political strategy and staged public performances 268 272 385.
  • LeBlanc — Seeks his protection after the Wind Takers defeat Vladimir, offering assistance against Mordekaiser 390 401 416.
  • Nasus — Collaborator against the Void and in Shuriman reconstruction; debates nationalism and centralization with Li Wei 456 466 470.
  • Azir — Signs a development-aid treaty while recognizing that Li Wei’s modernization program threatens his imperial authority 466.

Story Role / Major Arcs

Founding the Wind Takers

Li Wei’s historical article reaches Lina and the university’s Zaunite students, creating an audience for his ideas before he formally begins organizing. He gives that audience an immediate objective: Zaun’s independence and autonomy as the first Jannaist city-state, rather than an impractical simultaneous worldwide struggle 4 19 31 33.

The Iron Fist Gang’s retaliation brings him into conflict with corrupt Enforcers. After surviving their gunfire and subduing Caitlyn, he forces an officer to admit Chief Marcos’s involvement, then cooperates with the investigation while instructing his supporters to continue organizing 41 42 43 45.

Worker Organizing and Internal Reform

Li Wei makes equal treatment of Zaunite apprentices and Piltover workers a condition of his deal with Ervin. He and Seraphine use music and workers’ personal experiences to attract support, while he develops plans to organize indentured laborers against the Iron Fist Gang 47 52 53.

After leaving prison, he corrects excessive voting over trivial matters, distinguishes equality from absolute egalitarianism, and develops a clearer organizational structure. He also confronts anti-Piltover prejudice within the association and separates its committed core from the Wind Chaser reserves 73 76 81 84 85.

Defeating Zaun’s Exploitative Powers

The Iron Fist Gang’s factory assault ends with Li Wei’s wind-controlled aerial bombardment and Avery’s death. Mel subsequently offers the association the defeated gang’s territory 85 87 88 89.

Li Wei conducts grassroots research in Zaun, confronts Renata’s control over thousands of laborers, and exploits Stevan Ferros’s fear of death to intervene in House Ferros. Silco eventually recognizes the Wind Takers as genuine comrades, while Takeda Saito’s forces are defeated through a slave uprising, divine-assisted artillery, and Zeri’s railgun 102 109 132 133 144 155 156 158.

Independence and International Diplomacy

When Noxian general Emystan seeks renewed arms trade, Li Wei refuses poison-gas sales and avoids a sparring match intended to expose his organization’s individual combat strength. Instead, he demonstrates disciplined troops and advanced weapons 172 173.

His later cooperation with Janna produces a hurricane-scale display that helps secure their opponents’ surrender. Even after this victory, he argues against immediately absorbing Piltover, citing administrative limits and potential resentment over changes in living standards 230 235.

Ionia and Noxus

The Ionian Wind Taker branch forms without Li Wei’s authorization or initial knowledge. He eventually supports it while managing the risk of war with Noxus, and draws Swain toward the movement through political analysis and demonstrated alliances 239 268 270 271 272.

In Ionia, he credits Riven’s branch with its own achievements and prioritizes cadre training over rapid expansion. He argues for land reform while later suspending reform outside Baluo Province after frontline inspections reveal serious implementation failures 336 337 339 343 414.

The Wind Takers’ victory over Noxian forces and Vladimir also brings LeBlanc to him seeking protection against Mordekaiser 398 401.

Shurima and the Void

After escaping a Void Swarm, Li Wei arranges shelter for displaced villagers, reassures Kassadin and Kai’Sa, and recruits Sivir and Nasus into cooperation with the Wind Takers. He then advances a reconstruction program for the Dawn Oasis involving animal husbandry, textiles, and hydroelectric power 456 457 466.

His aid challenges Azir’s authority, while his debate with Nasus makes his broader position explicit: the Jannaist League seeks global unity, not permanent national separation 466 470.

Mordekaiser and the Finale

During the confrontation with Mordekaiser, Li Wei serves as Janna’s close-combat counterpart. He channels her power into immense wind blades and opens a gap in the black-mist arena confining them 513.

At the grand celebration, he honors the deceased apprentice whose memories changed his values. Returning to their old neighborhood, he encounters an underpaid Ionian migrant living in conditions reminiscent of his own beginnings. The meeting renews his concern about the movement’s unfinished work, and he decides to change his contractual relationship with Janna 523 524.
