Background / History
Formation and expansion
Noxus began as a military alliance of dozens of small kingdoms and tribes that survived the Rune Wars. Over roughly 900 years of expansion, it absorbed the forces of further kingdoms and tribes while allowing many of them to retain autonomous territory, taxation, and military organizations. Their rulers became Noxian generals and warband leaders. 170
The empire's decentralized warbands and city authorities form much of its local administration and military apparatus. Its central army maintains control of the Immortal Bastion, the Mage Society, and the empire's highest military power, historically crushing rebellious warbands with overwhelming force. 170
Strategic position
Noxus occupies the mainland north of Piltover and maintains colonial strongholds across Shurima. Piltover's transoceanic canal is strategically indispensable to the empire, providing a route between Noxus's eastern coast, western fronts, and southwestern colonies. 65
Many Piltover businesses are controlled by Noxian capital or operate as branches of Noxian noble houses, extracting profits as tribute for the empire. 169

Rule and the Black Rose
Although Emperor Darkwill is publicly the empire's ruler, the Black Rose is revealed to have secretly controlled Noxus through the aristocratic interest groups it represents; Darkwill is described as LeBlanc's puppet. 379
After the catastrophic Ionian campaign and an economic depression, Swain organizes a rebellion in the Immortal Bastion. Darkwill is found mentally incapacitated by Black Rose sorcery, and Swain chooses to establish a Trifarix Council rather than rule alone. 402 403
Strength and “fairness”
Noxian society professes respect for strength. Those with exceptional power can rise regardless of origin, race, bloodline, or class; this is regarded as the empire's form of fairness. 264
This fairness does not extend to the weak. Farmers and slaves are treated as exploitable living resources rather than a political class, while powerful grassroots Transcendants are potential entrants into the ruling order. 219

The Wind Takers' takeover of Takeda Saito's munitions industry disrupts supplies to the Ionian Expeditionary Force, prompting Noxus to send General Emystan as a special envoy. 169
Emystan negotiates with Camille and accepts treaties granting Noxus military and commercial privileges in Piltover. Noxian forces subsequently arrive in Piltover under a highly orchestrated public welcome. 171 180
After the Twin Cities War, Emystan blames the conflict on Piltover's great families, liquidates them, and brings Piltover under direct Noxian rule. 234
Ionian campaign
