Background / History
The Federation’s political divisions preserve the ancient struggle between the Sun Moon Empire and the original Douluo Three Kingdoms. The Star Luo and Dou Ling empires fled overseas with many high-ranking soul masters, while Shrek Academy and the Tang Sect remained within the Sun Moon Federation. Families claiming legitimate descent from the Sun Moon Empire formed the Sun Moon Lineage, but their alliance was never completely united 6 46.
Sun Moon’s descendants also retained resentment toward divine interference. Tang San had obstructed the Sun Moon Empire’s unification campaign and ordered it to adopt the name Heaven Dou. This inherited humiliation contributed to the Federation’s hostility toward gods before its adoption of the Netherworld Judgment Order 42 49.
By the period of the Mingdu academy competition, the Douluo Continent’s resources were nearly exhausted. The Federation was developing ocean resources and looking toward the other two continents, making its internal confrontation with Shrek a matter of international interest 97.
Government and Political Factions
Federal Institutions
- Federal Parliament — Includes seats held by major organizations and families. The Spirit Pagoda’s parliamentary representation has grown alongside its wealth and influence 43.
- Local administration — A city administrator is the highest-ranking local federal official. Retired administrators helped lead early Netherworld Judgment Order churches 28.
- Enforcement Bureau — A municipal law-enforcement institution that later merged with the state religion 90.
- Tribunal / Douluo Court — The judicial institution incorporated into the Netherworld Order’s religious framework 90.
- Civilian representation — According to Xu Qingjia’s assessment, ordinary administrators and legislators serve largely as public-facing representatives; their votes cannot override the interests of the dominant powers 6.
Seven Major Political Camps
Xu Qingjia divides the Federation’s competing powers into seven broad camps 6.
| Camp | Composition and Position |
|---|---|
| Sun Moon Lineage | Families claiming descent from the Sun Moon Empire, including the Xu, Shen, Ye, and Yu families. Some are close allies; others cooperate mainly because of external pressure 6. |
| Shrek Academy and Tang Sect | Closely connected powers with extensive influence beyond their formal organizations 6 21. |
| Spirit Pagoda | Cultivates relations with federal factions while seeking greater political influence for itself 6 43. |
| War God Temple | Led by Chen Xinjie and obedient to federal orders, but includes members connected to Shrek and the Tang Sect 6. |
| Southern faction | Led by the Holy Angel Family, which exercises political and military influence over its own territory 6. |
| Blacksmith Association | Led by Divine Craftsman Zhen Hua; its indispensable services require other powers to accommodate it 6. |
| Scattered groups | Secluded families, federal sympathizers, Shrek-aligned clans such as the Blue Lightning Tyrant Dragon Clan and Clear Sky Sect, and opportunistic neutral parties 6. |
Military
Military Triumvirate
| Figure | Offices and Command | Documented Strength |
|---|---|---|
| Elder Shen | Chief of general staff, chairman of the Federation Military Commission, and general; directly commands the Western and Northwest legions 38. | Quasi-God 38. |
| Yu Guanzhi | Commander of the Central Legion and one of the military’s three leading figures 38. | Limit Douluo; deploys a divine scroll during the confrontation with Yun Ming 49 102. |
| Chen Xinjie | Commander of the Sea God Legion and master of the War God Temple 38. | Quasi-God and Four-Word Battle Armor Master with Divine Origin Realm spiritual power; can briefly rival a True God at sea using the Sea God Helmet 47. |
Other Documented Formations
| Formation | Command or Role |
|---|---|
| Western Legion | Commanded by Dong Zi’an under Elder Shen; participates in the Shrek City deployment 38 121. |
| Northwest Legion | Commanded by Yin Moshang under Elder Shen; participates in the Shrek City deployment 38 121. |
| North Sea Legion | Closely associated with Elder Shen and a staunch supporter of the Sun Moon Royal Soul Engineer Academy 38 39. |
| Northern Legion | Commanded by Guo Zhenfeng, a God-Level Mecha pilot 53. |
| Blood God Legion | A secret force defending against another plane’s invasion for thousands of years; commanded by Zhang Huanyun and includes personnel affiliated with Shrek and the Tang Sect 6 53 111. |
| Eastsea City Mecha Brigade | Guang Biao’s command until Xu Qingjia removes him and appoints Gu Rong temporary commander during an investigation 80. |
Strengths and Constraints
- The Federation possesses deep reserves of high-level soul masters, Four-Word Battle Armor Masters, God-Level Mechas, divine artifacts, and strategic soul ammunition 102 113 121.
- Its principal weakness against Shrek is fragmented leadership: powerful factions cannot always combine their forces into a unified command 121.
- An unrestricted conflict with Shrek’s Titled Douluos could cause immense destruction across federal territory. Shrek’s connections throughout the soul master world also make an unjustified attack politically dangerous 109 121.
- The Xu, Shen, Yu, and Guo families’ cooperation places most of the military within their potential coalition; the Southern, Sea God, and Blood God legions are the major exceptions identified by Qiangu Dongfeng 62.
Religion and the Netherworld Judgment Order
Earlier Religious Policy
- The Federation historically imposed strict controls on religious orders and dismantled faiths worshipping beasts or obscure gods 28 42.
- Churches associated with trafficking, organ trading, and brainwashing contributed to widespread civilian distrust of religion 42.
- Before federal endorsement, the Netherworld Judgment Order was concentrated along the eastern coast, mostly in smaller cities. Its largest center was Eastsea City, with over three million permanent residents 42.
State Patronage
- Political bargain: Elder Shen proposed securing official support through Xu Qingjia’s ability to extend lifespans using faith. The elderly power holders would promote the order in exchange for continued life 42 49.
- Protected inner circle: The order’s Elder Hall required Limit Douluo-comparable strength, backing from a top-tier faction, and affiliation with or support for the Federation. Only its members could learn the life-extension secret 42.
- Restricted membership: Xu Qingjia excluded the Qian Gu Family and people of thoroughly corrupt character, including Holy Spirit Cult collaborators 42.
- Official adoption: Parliament passed the state-religion proposal sponsored by the Xu, Shen, Yu, and Guo families 62.
- Institutional integration: Within just over three years, the order spread through nearly every city and merged with the Enforcement Bureau and Tribunal. Officers were presented as earthly Underworld Officials, and courts as the living world’s underworld judges 90.
Technology and Strategic Resources
Soul Tools and Weapons
- High-Energy Compression Arrays — Vast energy-storage soul tools developed under Kong Deming during the Sun Moon Empire. Originally strategic technology, they also became important civilian technology in the Federation 5.
- Mingdu defensive arrays — Four enormous arrays stand at the capital’s corners. Installed ten thousand years earlier and repeatedly upgraded, they provide formidable defenses 113.
- Level 9 Fixed Soul Guidance Shells — Weapons of mass destruction prepared during the Shrek City deployment. The three participating legions could launch at least ten at a single command 121.
- Rank-12 Godslayer ammunition — Among the Federation’s most closely guarded secrets. Xu Qingjia considers outside theft of two such weapons implausible without internal assistance 6.
- Military satellites — Record high-level battles; circulated footage of the earlier attack on Shrek obscured Yue Guan and Gui Mei’s identities beneath energy masses 66.
Research and Resource Policy
- Space exploration — The Federation has discovered the universe beyond its world and begun attempts to build crewed spacecraft 62.
- Ocean development — Pursued as the continent’s resources approach exhaustion 97.
- Captive Soul Beast breeding — Conducted with the Spirit Pagoda and other factions to preserve valuable natural soul beasts while artificial soul spirits remain imperfect 147.
- Soul bone distribution — Major powers control most available soul bones; some of the Federation’s largest competitions offer them as prizes 103.
Relationships
- Xu Qingjia — Central beneficiary of the Federation’s religious patronage. His life-extension ability draws protection and resources from its highest authorities. He later identifies himself as secretary-general to the chief of general staff of the Federation Military Commission 49 64 100 131.
- Sun Moon Royal Soul Engineer Academy — Supported by the North Sea Legion and used as the Federation’s competitive and publicity weapon against Shrek 38 90.
- Shrek Academy — Rival over sovereignty, legal authority, and political prestige. Shrek claims exclusive disciplinary authority over its students even when they violate federal laws outside its territory 34 107.
- Tang Sect — Both a military industrial partner and a political target. Its heavy industry cooperates extensively with the federal military, while its close ties to Shrek contribute to federal hostility 21 90.
- Spirit Pagoda — Partner in resource management and a target for political encroachment. The Federation uses the Leng Family to gain influence from within and weaken the Qian Gu Family 55 90 147.
- Holy Spirit Cult — Official enemy; its Ghost Emperor is the Federation’s most wanted fugitive. Allegations of federal collusion made by Long Yeyue are not proof of institutional cooperation 40 53.
Major Story Developments
| Chapter | Development |
|---|---|
| 38 49 | Elder Shen forces Cai Yue’er to honor her wager after Shrek’s defeat. Federal representatives prevent Long Yeyue from entering Mingdu during Cai Yue’er’s three-day public punishment, turning the dispute into a national controversy. |
| 42 53 55 62 | Xu Qingjia and Elder Shen establish the Elder Hall, recruit powerful allies, and secure parliamentary recognition of the Netherworld Judgment Order as the state religion. |
| 90 | Greater cooperation among military power holders enables an outward campaign: gradual infiltration of the Spirit Pagoda and attacks on Shrek’s prestige through academy matches and online opinion. |
| 97 102 103 | The Mingdu friendly match becomes a confrontation between Shrek and the Federation. Federal leaders counter Yun Ming with divine artifacts and multiple Limit Douluos; federal media then spread the accusations surrounding Shrek’s defeat. |
| 107 110 | During the attack on Shrek City, authorities cite its sovereignty as a barrier to intervention. After Yun Ming requests assistance, federal experts arrive only after the fighting; reconstruction support is announced without substantive help. |
| 113 | Xu Qingjia privately admits to his family that his Netherworld forces carried out the raid. The attack attributed to Evil Soul Masters is therefore distinct from a confirmed federal military operation. |
| 121 | The Central, Western, and Northwest legions enter Shrek City with elite troops and six Titled Douluo major generals. The Federation uses Yun Ming’s request for aid to justify a permanent presence and pressure for entry into the inner city. |
| 134 | Most of Shrek Outer City falls under federal military control. Checkpoints, heavy soul tools, and interrogations of Shrek students replace the former three-organization patrol system. |
Notable Statements
“Yun Ming, you’re not a god! You cannot truly pit yourself alone against an entire nation.”
— Chen Xinjie 49
“If Shrek Academy wants war, then the Federation will give you war!”
— The Federation’s response to Yun Ming during the Shrek City deployment 121
Setting Notes
- The author combines two versions of the original novel’s military leadership in Elder Shen’s offices and assigns Chen Xinjie the Federation Commander-in-Chief role 39.
- Xu Qingjia’s early suspicion that the Federation helped arrange Shrek City’s bombing concerns his knowledge of the original story. It does not establish that the bombing has occurred in this novel’s current timeline 6 42.
