Background / History

Tobirama is Hashirama Senju’s younger brother and Senju Tōka’s first cousin. After Tōka’s father died in battle, she grew up in the brothers’ household; Tobirama consequently regards her almost as a younger sister 1 42.

During the Warring States Period, Tobirama was Uchiha Izuna’s sworn enemy and ultimately killed him. Both the Senju and Uchiha brothers lost siblings to the opposing clan, leaving a legacy of hatred that survived Konoha’s founding 1 14 19.

After the village was established, Tobirama became its principal administrator and decision-maker behind Hashirama. His responsibilities encompass village government, clan affairs, development planning, and the Ninja Academy. He also stipulated that the Hokage would be selected by democratic vote 5 8 17.

Tobirama is pragmatic, controlling, and intensely committed to protecting Konoha. He wants Academy students to develop loyalty to the village rather than remain devoted solely to their clans. His willingness to accept “any price” for village security brings him into direct conflict with Hashirama’s reasons for founding it 11 13.

His prejudice against the Uchiha repeatedly distorts his judgment. He labels Shingetsu an “inherently evil” child and treats her potential to become another Madara as a future security threat, despite Hashirama pointing out that Madara has not threatened the village. Nevertheless, he recognizes her intelligence, talent, and resemblance to Izuna’s strategic role within the Uchiha 17 19 26.

He is proud and stubborn, resisting Hashirama’s attempts to make him bow to Madara and bitterly resenting the loss of his Academy position. His anger often centers on the belief that his brother, student, and cousin favor the Uchiha over him 22 23 26 42.
