History
The Storm King and Godrick
According to Rogier, Stormveil was originally the Storm King’s domain rather than a city of the Erdtree. Godfrey conquered it and defeated the Storm King, but its hawk-training traditions survived in the castle’s Warhawks 17.
Stormveil later became Godrick the Grafted’s stronghold. Kenneth Haight describes Godrick as sheltering there out of fear of Radahn. Under Godrick, hunters captured Tarnished across Limgrave for grafting rituals, while grafted monsters terrorized survivors such as Roderika 2 12. Godrick also used his own subjects as grafting material, treating their deaths as service owed to their sovereign 19.
Siege and Liberation
The immediate cause of Tarnished’s attack was a raid on Castle Morne. Two Grafted Nobles stole the Grafted Blade Greatsword and captured Mako, the Demi-Human Queen, after she protected Irina. They brought both the sword and Mako to Stormveil 15.
Kenneth initially opposed a rescue, citing the castle’s formidable defenses and the fewer than one hundred soldiers available between Castle Morne and Fort Haight. Tarnished nevertheless set out, unwilling to abandon Mako, and his followers rallied into a mixed human and nonhuman army 15 16.
The army captured Stormgate and secured Stormgate Tunnel. Tarnished recruited Rogier during the advance, and his companions defeated Margit, discovering that their opponent was only a projection. Sellen then destroyed the main gate’s defenders and siege engines with Founding Rain of Stars 16 17.
While the army contained the inner ward’s garrison, Tarnished, Blaidd, Rogier, and Edgar took the cliffside route. They spared civilians and learned that Godrick was conducting a grafting ritual with a recently captured giant creature. Edgar remained behind to fight his former student Gray while the others continued 17.
Godrick was ultimately defeated before he could complete a dragon graft. Gostoc helped Tarnished’s allies rescue Mako from a cell. Kenneth subsequently conducted a public entrance ceremony at Stormveil, where Tarnished swore to protect the people of Limgrave 20.
Consolidation and Reconstruction
Victory left the new regime with starving residents, scattered corpses, unstable buildings, and surviving enemy troops in remote parts of the castle. Kenneth managed supplies, repairs, and the restoration of order; Nepheli persuaded Godrick’s remaining soldiers to surrender, and Edgar secured their loyalty 21.
Two Crucible Knights, Rodini and Laurendi, joined Stormveil through their allegiance to Nepheli. Tarnished supported making her lord of the castle to attract Godfrey’s former followers, but she deferred acceptance until she could consult Gideon Ofnir 22 23.
Rogier then led Tarnished and the knights into the castle’s depths to investigate the deathly thorns. The underground roots and face skin were eventually burned away, causing the thorns in the walls to wither. Their removal allowed reconstruction to begin in earnest, although the treasury was left empty 23 25.
Government and Public Policy
Administration
- Tarnished — Ruler and principal decision-maker; directs recruitment, development, diplomacy, and military operations 26 35 40.
- Kenneth Haight — Oversees civil affairs, administration, reconstruction, and diplomatic negotiations 21 26 35.
- Edgar — Leads military affairs and commands Stormveil’s army 26 35.
- Rogier — Helps organize the castle, serves as a regional official, and investigates death-related threats 21 23 34.
- Irina — Captain of the medical team, whose healers treat patients regardless of race or faith 32.
- Nepheli Loux — Proposed castle lord; assists with the surrender of Godrick’s troops and contributes to military planning 21 23 48.
Policies
- Equal treatment: Tarnished explicitly extends Stormveil’s protection to natural and artificial beings, regardless of race or faith 30.
- Voluntary recruitment: Stonedigger Trolls may choose military or civilian work, contrasting with Godrick’s practice of forcibly rounding people up 26.
- Worker support: Recruitment offers food, lodging, medical care, and long-term employment, including opportunities for people without specialized skills 26.
- Religious freedom: Tarnished promises freedom of religion when inviting Corhyn to teach incantations 44.
- Protection of citizens: Tarnished clarifies that his prohibition against harming civilians applies to Stormveil’s citizens after the Crucible Knights misunderstand his instructions 27.
- Coexistence with the dead: Rather than eradicate harmless undead, Tarnished puts them to work rebuilding Summonwater Village and proposes rules governing relations between the living and dead 31.
- Marriage initiative: Fia receives permission to encourage marriage only among consenting adults 40.
Population and Services
Residents and Workforce
- Mixed communities: Humans, Demi-Humans, Mushroom People, Minor Erdtree Guardians, members of Gravitas, and Stonedigger Trolls appear among the regime’s supporters and recruits 20 26.
- Albinauric refugees: Survivors of the Village of the Albinaurics receive shelter and ordinary employment even after explaining that they intend to leave for the Haligtree if they find it 39.
- Undead workers: Fia recruits Those Who Live in Death from regional catacombs. Their ability to work without food, drink, or rest substantially eases the labor shortage 40.
- Black Knife Assassins: Vila settles in the castle under the cover of a newly hired maid and proves highly skilled at housekeeping and cooking. Maren later joins the household as another maid 48 49 50.
Housing, Healing, and Training
- Housing: Completed dormitories allow existing workers to leave their shacks; arriving Albinaurics initially occupy those vacated shelters. Tarnished remains dissatisfied with this temporary arrangement 40.
- Medical care: Irina’s team uses inexpensive Sacred Seals to cast healing incantations for anyone in need 32.
- Combat instruction: Bernahl teaches techniques including Parry, Endure, War Cry, Impaling Thrust, and Storm Blade, adapting them for different races and sexes 33.
- Incantation instruction: Corhyn accepts Tarnished’s invitation to teach in Stormveil 44.
Economy and Development
Reconstruction Program
- Establishes farms and livestock-production bases throughout Limgrave and the Weeping Peninsula 26.
- Assigns Edgar’s army to road rebuilding and recruits workers to restore the Church of Marika 26.
- Expands production facilities, roads, and work sites to fulfill Volcano Manor’s orders 33.
- Approves a redevelopment plan replacing shantytowns with new districts, housing, farms, industry, and roads 40.
- Faces a persistent labor shortage: refugee arrivals increase the workforce but also create additional infrastructure demands 40.
- Prioritizes strengthening Tarnished over further production expansion when a major trade windfall arrives, because the available workforce cannot support his proposed expansion 42.
Trade
| Partner | Arrangement | Conditions / Consequences |
|---|---|---|
| Volcano Manor | Patches negotiates a supply arrangement; Bernahl later signs a major order. Tanith subsequently places a million-rune purchase 28 32 33 42. | Tarnished refuses to change production plans on verbal promises alone and demands confirmed orders and advance payment. Margit’s Shackle serves as Patches’s initial deposit 28. |
| Raya Lucaria Academy | Formal diplomatic and trade relations follow Stormveil’s acceptance of the Academy’s demands 48 49. | Goods sell at one-tenth of market price while still producing a reported 200% profit. Tarnished clears bandits and funds bridge repairs, quietly preparing a strategic route toward the Academy 49 50. |
Military and Security
Forces and Defensive Measures
- Inherited garrison: Godrick’s surviving soldiers are incorporated after their surrender and Edgar’s efforts to secure their loyalty 21.
- Multiracial army: Edgar describes its composition as unprecedented in the Lands Between; cooperation and effective use of each race’s strengths remain works in progress 48.
- Troll contingent: Edgar recruits twelve Stonedigger Trolls for military service 26.
- Crucible Knights: Rodini and Laurendi serve Nepheli and remain at Stormveil to assist Tarnished at her request 22 23.
- Emergency defense plan: During the Albinauric rescue crisis, outside work stops, elderly residents and children shelter inside the castle, and young adults receive weapons. Alexander leads patrols, Mako and the Demi-Humans defend the walls, and Rogier is sent to seek Blaidd’s help 35.
- Storm techniques: Storm Stomp is explicitly identified as one of Stormveil Castle’s storm skills; it creates a brief storm around the user and can be applied to all melee weapons 4.
Security Incidents
- Deathly thorns: Growths spreading through the walls impede reconstruction until their underground source is burned 23 25.
- Attack on Fia: An invisible assailant attacks her in the catacombs; D pushes her aside, and Tarnished identifies the attacker as a Black Knife Assassin 45.
- Espionage: Tarnished demands that Gideon withdraw his spy from Stormveil 44.
External Relations
- Leyndell — Stormveil’s independent policies are described as open rebellion. Both the Crucible Knights and Patches warn that its course risks war with the capital; Tarnished argues that sufficient strength could deter conflict 25 28.
- Gideon Ofnir — Relations deteriorate after his orders lead to attacks on Rogier and Nepheli. Tarnished repeatedly rejects cooperation because he does not trust Gideon, even when offered access to his intelligence network 34 35 44 45.
- Raya Lucaria Academy — The Academy demands compensation for Stormveil’s recruitment of Albinaurics. Edgar, Nepheli, and Sellen judge its defenses too strong for an immediate assault, prompting a temporary trade accommodation 48 49.
- Redmane Army — Kenneth sends Rodini and Laurendi to seek diplomatic and trade relations while publicizing Tarnished’s engagement to Nepheli, a descendant of the First Elden Lord 41.
- Volcano Manor — A profitable customer rather than an unconditional ally. Tanith later orders Patches to exploit the Academy’s arrogance and test Tarnished’s resolve 28 42 50.
