Founding and succession

Hashirama Senju founded Konoha and served as its First Hokage. He opposed making the position hereditary, though succession repeatedly remained within the Hokage's close circle and family connections. 138

Fifth Hokage succession

Following Hiruzen's death, Hiruzen initially named Jiraiya as his preferred successor. Tsunade and Jiraiya instead backed Naruto, arguing that Konoha required a powerful leader capable of stabilizing the village. 135 154

Naruto's candidacy faced objections because he was a thirteen-year-old Genin. Concerns included formal approval from the Land of Fire's Daimyo, a Jonin confidence vote, and possible resistance from major clans such as the Hyuga. 154

Village governance

Hyuga Clan reform

Naruto used his position to pressure Hiashi Hyuga into reforming the Caged Bird Seal system. The agreement suspended the seal's application to Hyuga branch-family children for five years and opened the possibility of broader branch-family participation in clan governance. Expansion and unification

Under Naruto, the Hokage's authority shifted from Konoha's internal administration toward unifying the Ninja World.
