Power Progression
World City’s documented development concerns guild-base capacity rather than a personal cultivation realm.
| Stage / Realm / Level | Chapter | Notes |
|---|---|---|
| Ten top-tier bases: 30,000 combined base points | 4 | Initial design combined ten bases worth 3,000 points each, sufficient for three hundred level-100 NPCs. |
| World Crown-supported expansion: 50,000 points’ worth of NPC levels | 4 | The Crown raised the paid expansion cap from 300 to 2,000 points; the cited purchase cost was 200 million yen. |
| 300,000-point theoretical maximum | 5 | Roy’s World Merchant class allowed him to purchase unused guild-base points from other players. This was the network’s stated ceiling, not a confirmed final allocation. |
Background / History
World City was developed through Roy’s financial backing and the work of Yggdrasil’s designers and operations staff. The team adapted an existing late-game expansion, placing Roy in the role of its world boss, the King of the World. A central lunar base would oversee nine hidden branches spread across the Nine Radiant Worlds 4.
Roy required the entire guild to remain secret. He added a Non-Aggression Pact that prevented players from triggering the associated campaign unless he first launched an offensive. Because he never activated the quest line, the heavily advertised expansion offered players little accessible content and fizzled out 4.
Rather than build only an optimized army, Roy sought to preserve the game’s races, classes, spells, and skills through NPCs. He particularly wanted multiple representatives of practical professions such as farmers, chefs, and craftsmen. His collection nevertheless had exceptions: some restricted classes, including World Champion, were absent 4 11.
Over five years, Roy refined the cities’ defenses, NPC tactics, and equipment through dedicated test-server battles. At Yggdrasil’s shutdown, World City shuddered as Roy and his holdings crossed into the New World through the Dragon Emperor’s Wild Magic 6 16 17.
Layout and Locations
Central World City
- Lunar headquarters: World City occupies the moon and commands the other nine cities 4.
- Folded interior: Roy required an enormous internal space without necessarily making the exterior equally large 6.
- Thirty-three floors: Individual areas possess their own defensive mechanics 18.
- Throne Room: Captured Nazarick personnel were brought before Roy here and compelled to pledge loyalty 44 46.
- Sixteenth-floor arena: Administered by Kagura Inori; used for Roy’s combat experiments and training 18 19 20.
- Royal Bath: Roy retired here after training with Kagura Inori 21.
- Special prisons: Fully upgraded facilities combine unusual mechanisms, weakening spells, and mental magic to restrain powerful captives 79.
Nine Branch Cities
All nine branches remained subordinate to World City after transportation. Eve initially withheld permission for their governors to expand or contact neighboring peoples 20.
| City | Governor | New World Location | Initial Interest or Proposal |
|---|---|---|---|
| Sky City | Lucifer | Above the Slane Theocracy | Convert the nation through miracles; the city is predominantly angelic 20. |
| Ocean City | Livia | Northwestern sea, near the Holy Kingdom | Expand aquatic territory, develop aquatic races, and establish maritime trade 20. |
| Forest City | Sylvia | Primeval forest near the Elf Country | Punish and capture the cruel Elf King 20. |
| Desert City | Serrket | Desert containing tribes, bandits, and oases | Explore a spotted floating city, which Roy suspected was Eryuentiu 20. |
| Mechanical City | Omega | North of a vast mountain range, near signs of dwarven activity | Exchange crafting knowledge with dwarves and investigate local technology 20. |
| Elemental City | Evelita | Mountains separating the Orc and Giant Kingdoms | Survey the area’s earth elements and mineral deposits 20. |
| Eternal Night City | Hela | Katze Plains | Take control of the plains and their undead 20. |
| Golden City | Mammon | Near the City-State Alliance | Investigate markets and trade opportunities 20. |
| Hell City | Lilith | The Underworld | Develop the surrounding magma; no other living creatures had initially been found 20. |
Defenses and Limitations
Concealment and Access
- Quest restriction: In Yggdrasil, players could not trigger the King of the World campaign until Roy initiated an offensive, even after conquering the nine public dungeons 4.
- One-day clearance requirement: The nine branch strongholds had to be breached within a single day to remove World City’s concealment 6.
- Automatic restoration: If attackers failed that deadline, guild artifacts reset damage and restored dead NPCs and placed traps. This exploited dungeon mechanics rather than World Item power 6.
- Guild-weapon vulnerability: Destruction of Roy’s guild weapon would expose the branch bases while leaving him with the final World City 4.
- Alternate Dimension: In the New World, a sphere of light embeds the city outside ordinary space, leaving only a phantom image overlapping the moon. Ordinary creatures cannot locate its true position while Spatial Folding remains active 17.
- Movement restriction: World City cannot move while concealed in its phantom state 17.
World Crown
The World Crown focuses on dominion and NPC capacity rather than the information protection and upkeep reduction associated with Nazarick’s Throne of Kings 4.
- NPC submission: NPCs entering World City without World Items must submit to Roy, even at level 100, and cannot attack him 4 35.
- World Item exception: NPCs carrying World Items are exempt from this automatic submission 4.
- Territorial limit: Its brainwashing effect does not function outside its domain 46.
- Confirmed use: Yuri, Narberal, and Entoma were brought into World City and transferred into Roy’s service 46.
Arena and Intruder Removal
- Mandatory single combat: The sixteenth floor requires challengers to duel its defending NPC one-on-one 18.
- Interference penalty: Outside interference activates the Arena King’s trap, temporarily duplicating the defender until the intruders are eliminated 18.
- Contained combat: The strongest arena has a protective barrier and pocket dimension that keep combat power from leaking outside 19.
- Forced displacement: Other defenses include teleporting powerful intruders away. If teleportation fails, a room can launch toward the sun like a rocket 6.
Tested Strength and Remaining Threats
- Million-player simulation: Under the final test configuration, an Eve-directed force of one million max-level players could at most capture the first nine cities; central World City could barely hold through its own systems 6.
- Additional destructive testing: Roy tested opponents equipped with every World Item and generated One-Punch Man as a destructive benchmark 6.
- Overwhelming-force limit: One-Punch Man or planet-level powerhouses could still breach the city 6.
- Space Dragon threat: After transportation, an enormous Space Dragon rested beside the entrance without locating the concealed city. Eve recommended against attacking before gathering more intelligence 17 18.
- Magic Mantle estimate: Eve calculated that at least four hundred simultaneous Super-Tier Magic casts would be needed to burn through the Space Dragon’s mantle 35.
Personnel and Military Forces
Leadership
- Roy / Joshua — Supreme ruler and final decision-maker. He directs World City’s secrecy, recruitment, research, and overseas operations 4 17 35.
- Eve Aurora Cole — Prime minister and commander second only to Roy. A level-100 Automaton specializing in warfare, she manages intelligence, planning, and the city’s automated network 16 17 53.
- Veronica — Roy’s all-purpose butler and maid. She can contact everyone in World City to relay orders and oversees the training of newly acquired maids 19 46 54.
- Kagura Inori — Level-100 guardian of the sixteenth floor, arena administrator, and Roy’s combat instructor; ranked among World City’s top hundred experts 19 20.
- Nine Governors — Administrators of the branch cities who also undertake capture operations and major military deployments 20 35 74.
Automated Guards
The Ten Cities possess 600,000 Automated Guards. Eve tested their intelligence and found that most had IQs between 70 and 100; implanted terminals allow her to direct guards individually 26.
| Guard Type | Level | Notes |
|---|---|---|
| Veteran Guard | 18 | One of the three standard guard tiers shared with Nazarick 26. |
| Seasoned Guard | 25 | Standard automatically generated troop 26. |
| Expert Guard | 30 | Standard tier; level-30 guards later fought under Zanac during the royal-capital coup 26 63. |
| Special Guard | 40 | Added through Roy’s paid upgrades 26. |
| Super Guard | 50 | Added through Roy’s paid upgrades 26. |
- Upkeep: Only Eternal Night City’s predominantly undead guards require no maintenance expenditure; the other cities’ guards incur costs 26.
- Infiltration: Guards can operate under false identities without knowledge of World City. Roy approved an initial deployment of one hundred level-18 guards 27.
- Potential learning: Roy proposed using infiltrators to investigate human-created martial arts and magic; their ability to learn these remained a possibility rather than an established result 27.
Other Forces
- Original NPCs: Roy designed the city to house over ten thousand original NPCs and their subordinates, with a projected operating population of at least one million 6.
- Available fighters: After arrival, Roy is described as commanding over a million capable fighters 28.
- Dragon-shaped magical beasts: Level-80 specimens are commonplace in World City, having been acquired through extensive gacha spending 17.
- Combat experience: Test-server battle records became practical expertise when NPCs crossed into reality 6 19.
- Lifespans: Most NPCs were configured to be long-lived or immortal 54.
- Specialist equipment: Roy’s treasury supplies Divine Artifacts tailored to different enemies, including dragon-slaying sets 79.
Resources and Infrastructure
Economy and Production
- Self-sufficiency requirement: Each city was designed to sustain its own supply of gold, food, items, materials, minerals, and other resources 6.
- Operating costs: Roy calculated daily expenditure at ten billion gold coins; without using the Treasure Basin, his reserves would last roughly a thousand years 6.
- Agricultural stockpile: World City contains tens of thousands of crops, including staple foods, fruits, and fantasy plants, alongside abundant everyday goods 6.
- Planned cultivation: Roy intended to make super crops and longevity fruits real after crossing over, including through accelerated time in farming areas 6.
- Soul-material production: After Sharan demonstrated refining summoned Imps into Soul Crystals, Roy ordered summoners to establish production and investigate alternative methods. Eve confirmed two philosopher’s stones were already held 51.
Automaton Network
- Network composition: World City’s internet system uses 100,000 Automatons, classified as Mercenary Monsters rather than guild NPCs or Automated Guards 53.
- Command distribution: Eve controls the network, allowing Roy’s orders to reach individual soldiers through connected terminals 53.
- Game-derived technology: Modern-looking devices and internet services were built from Yggdrasil’s mechanics rather than an existing in-game internet 53.
- Central dependency: An emotional fluctuation in Eve briefly stopped network service and confused the Automatons before she recovered 53.
World Tree Sapling
- Installation: Roy planted the World Tree Sapling in World City before shutdown, after which vitality appeared to radiate throughout the city 11.
- Rollback: The World Item can unleash its ultimate power once every ten years 11.
- Premature-use penalty: Forced activation before sufficient accumulation makes it wither and die, after which it regrows elsewhere 11.
- Long-term purpose: Roy preferred nurturing it into a true World Tree rather than expending its power 11.
Research and Training
- Broad expertise: World City’s diverse class collection enabled Sharan and Roy to investigate Wild Magic rapidly 51.
- Research Corps: Personnel were developing new martial arts when Eve’s network briefly failed 53.
- Maid School: Eve established a program to train incoming maids and cultivate their loyalty and reliability 54.
- Bride Training Class: Veronica and Eve created a separate school with shared service lessons. The Dragon Queen and captured Nazarick personnel attended 54.
Story Role / Major Operations
Arrival and Reconnaissance
- Roy placed all ten cities on combat readiness and authorized Eve to investigate with the All-Seeing Eye and Laplace’s Demon 17.
- Initial surveys located the branch cities and found no nearby creatures capable of defeating their Automated Guards. Roy prioritized intelligence on the Slane Theocracy, followed by the Katze Plains 20.
- While the city remained concealed beside the Space Dragon, Roy trained in the arena to adapt his game-derived abilities to real combat 18 19 20 21.
Covert Conflict with Nazarick
- Eve devised both the Dragon Worship Cult and Dragon Slaying Cult as fronts, allowing World City to provoke conflict while approaching Nazarick as an apparent ally 27 28.
- The infiltrator Luke used a level-100 trap scroll to transport Mare to the moon, bringing him into contact with the Space Dragon 27 29 32.
- Roy subsequently authorized covert captures of lower-ranking Nazarick personnel and ordinary Dragon Lords to manufacture hostility without exposing World City 35.
- Shalltear, Yuri, Narberal, and Entoma were captured with World Items. Roy assigned the battle maids to Veronica and Shalltear to Eve 44 46.
Expansion into Human Nations
- Lucifer brought the Slane Theocracy’s leadership under her influence and prepared it to receive Roy 53 71 73.
- Princess Renner signed Roy’s Unequal Contract and was transported into World City under his control 59.
- World City supported the Re-Estize Kingdom’s transformation through a planned coup and purge; its level-30 guards fought for Zanac against Barbro’s forces 57 63.
- Zanac later agreed to support the Dragon Slaying Cult’s proposed World Government 70.
Katze Plains Campaign
- Intelligence obtained through the Slane Theocracy identified the Cat Mausoleum as the Platinum Dragon Lord’s likely hiding place 73 74.
- Roy ordered a coordinated assault, equipped participating forces with World Items, and sent his duplicate with Herlock, Jellor, and Brunhilde inside the Trojan Horse. His true body remained in World City 74.
- The prepared forces defeated two True Dragon Lords and one Dragon Corpse, then confined them in World City’s special prisons for intelligence, class research, and materials 79.
- Eve falsified battle traces and intelligence to mislead Nazarick. Despite the victory, World City continued treating the lunar Space Dragon as its principal external concern 79.
