Rossi helped restore Water 7 and commissioned Tom to build a Sea Train, then brought Dressrosa under the Donquixote Family’s control and established relations with the Tontatta. The arc left the Family gathered aboard the completed prototype as Tom prepared to start it, while Rossi learned the Marines planned a Buster Call against Douglas Bullet.

• Rossi funded Tom’s Sea Train and railway project, restored Water 7’s shipyards, and left the city’s security to the Family before sailing with Doflamingo toward Sabaody.
• Rossi and his crew traveled through Fish-Man Island, rescued captive mermaids, met Neptune and Otohime, and took Jinbe aboard after he decided to watch Rossi’s intentions.
• Rossi and Doflamingo reached Dressrosa and challenged King Riku’s army to a contest, where Vergo defeated the hundred-man team before Kyros won their unarmed bout.
• Rossi stopped Kyros’s return duel with Vergo, defeated Kyros in a single sword strike, and installed Doflamingo as king while allowing Riku and Kyros to continue serving the people.
• Rossi secured the Marines’ acceptance of the takeover and negotiated with the Tontatta Tribe, while Doflamingo and the Family defeated Meiteer and the Deathwind Pirates.
• Rossi refused to raise Dressrosa’s taxes, promised its wealth would stay on the island, and sent Vergo and Diamante to oversee the kingdom as he returned to Water 7.
• Rossi crossed the Red Line with Doflamingo and Jinbe, where Tsuru told them the Marines planned a Buster Call against Douglas Bullet after his challenge at G6 Base.

Rossi built alliances and advanced the Artificial Devil Fruit project before traveling to Scrap Iron Island to recover Dr. Tieshidaino’s research and confront Alucard. The battle ended with Rossi splitting the island, and Alucard withdrew with Elizabeth after Rossi’s companions took her hostage.

• Rossi returned to Enies Lobby with the Sea Train, secured its departure, and later helped Tom escape his charge while arranging a feast in Water 7.
• Rossi brought the Donquixote Family to Dressrosa, where Kyros defeated Vergo and Diamante, and he set up a laboratory with Pica and Jora.
• Rossi welcomed Dragon, Ivankov, and Inazuma, agreed to support Revolutionary businesses, and enlisted Ivankov to help build poison resistance among the Family.
• Rossi took Tani and Oni to Dr. Tieshidaino’s old laboratory, where Gary and Bram Stoker confronted them and Rossi clashed with Katakuri.
• Rossi destroyed the clone tied to Alucard’s resurrection plan, then joined Katakuri and others against Alucard’s blood beast and its puppets.

Rossi and the Donquixote Family survived Redfield’s assault, then held a competition to award Artificial Devil Fruits. When Gamenio attacked Dressrosa and Pete’s past with Tani came to light, Rossi defeated Gamenio and prepared to join the battle offshore.

• Alucard proposed to Elizabeth after Gary helped her escape, and Rossi’s group left Sleepy Island as news spread of Alucard’s defeat.
• Rossi introduced Gary to the Tontatta Bian and encouraged her to speak with Dr. Tieshidaino, while Girl chose her own future and joined the Donquixote Family.
• Rossi identified the Bomb-Bomb Fruit and distributed it and the Spin-Spin Fruit, then trained with Doflamingo and tested his resistance to Magellan’s venom.
• Rossi brought Family members to Mary Geoise, where the Red Count attacked him and battled the Family before agreeing to teach them how to evade Observation Haki in exchange for Rossi’s silence.
• Redfield recreated legendary fighters with Pato’s power and demanded Rossi’s memories, but agreed to stay in Dressrosa when Rossi promised him relief from his intrusive perception.
• Rossi and the Family recovered from the battle as Doflamingo explored awakening, and the Family held a competition whose victors received Artificial Devil Fruits.
• Gamenio revealed himself as the former Shichibukai Thousand Faces and attacked Dressrosa, while Tani killed Pete after he urged her to escape and recalled their shared past.
• Rossi defeated Gamenio with Oni Giri: Naihe, ended his life, and prepared with Jora to join the fight near Dressrosa.

Rossi traveled to Wano, allied with its daimyo, and joined Kozuki Oden in defeating Kaido and removing Orochi. He left Wano’s leadership and rebuilding to its people, then returned to Dressrosa to explore ways to strengthen himself and broker contact between Dragon and Redfield.

• Rossi and Jinbe secured Fish-Man Island under the Donquixote Family’s protection, recruited Arlong and other fish-men, and sent them to train for the Family’s battles.
• Rossi, Jora, and Pica reached Wano, met Shimotsuki Ushimaru, and proposed an alliance with the daimyo against Kaido.
• After Kaido exposed his false promise to Oden, Rossi’s forces attacked Onigashima while Oden and his retainers fought Kaido’s army.
• Rossi joined Oden against Kaido, exposed Higurashi’s deception, and helped wound Kaido while their allies fought King and Queen.
• Rossi trapped Orochi and Semimaru underwater, then returned to the battlefield as Oden and his allies pressed their attack against Kaido.
• After Kaido withdrew, Rossi spared Oden, helped establish Yasuie as Wano’s leader, and arranged for Wano to supply the Family with Seastone and sake iron ore.
• Rossi returned to Dressrosa and asked Dr. Tieshidaino and Ivankov about ways to improve his body, learning about Lineage Factor modification and Life Return.
• Dragon offered to teach Rossi Life Return in exchange for help meeting Redfield, and Rossi arranged their meeting as Trebol reviewed the Wano mining agreement.
