Personality

Danzo’s lifelong ambition is to become Hokage. He treats his reputation and accumulated influence as essential to that goal, restraining his anger when public retaliation would expose his favoritism or abuse of power. Zongyan exploits this caution by enforcing village regulations against his relatives in front of witnesses 25 26.

He is vindictive and fiercely protective of his own people. Hiruzen recognizes his habit of repaying every slight and defending his relatives without restraint. When Shimura Hongyu is arrested, Danzo dismisses the offense as a minor dispute and attempts to secure his release through official pressure 25.

His hostility toward the Uchiha extends beyond individual grievances. He interprets Zongyan’s kindness toward Naruto as evidence of rebellious intentions, calls for the clan’s elimination, and later expresses a desire to exterminate it in revenge for his humiliation 14 26.

Danzo repeatedly presents private retaliation as a matter of village security or institutional dignity. When seeking Zongyan’s transfer outside Konoha, he argues that removing the boy will protect the leadership’s authority and restore public deference 27.

Background / History

Danzo and Hiruzen Sarutobi have known each other since childhood and fought alongside one another for years. By the time of his conflict with Zongyan, Danzo has spent decades building his political influence while pursuing the Hokage position 25 26.

According to former Anbu member Kawano Shinji, Danzo secretly collaborated with Orochimaru on human experiments in underground bases. Their subjects included prisoners of war, Konoha villagers, low-ranking shinobi, and abducted Uchiha. Shinji names Uchiha Xuan, whom the village had reported killed during the Third Shinobi World War, as one of the victims 32.

Shinji offers his memories as evidence. After Zongyan brings him back alive, Fugaku presents him at a clan meeting and orders a genjutsu examination, making the alleged experiments a central issue in the Uchiha’s confrontation with Konoha’s leadership 32 33 34.

Attempt to Seize Naruto and Zongyan

After Zongyan helps Naruto, Danzo accuses the Uchiha of approaching the Nine-Tails jinchūriki for rebellious purposes. Hiruzen rejects that interpretation and refuses Danzo’s successive demands to take custody of Naruto and bring Zongyan into Root for “supervision and training” 14.

Root nevertheless intercepts Zongyan on his way home. Zongyan resists the four attackers until Itachi arrives, and all four operatives are killed. One identifies Danzo as the source of their orders before his death 15.

The attack enrages Fugaku and further damages Itachi’s trust in the village. Hiruzen promises to restrain Danzo, but Itachi privately objects to the absence of accountability. Two years later, Zongyan notes that the promised restraint has prevented another interception on his route home 16 17 22.

Shimura Hongyu’s Arrest

Zongyan arrests Danzo’s nephew, Shimura Hongyu, after he refuses to pay for ramen and assaults the shopkeeper. Danzo arrives with Root and demands his release, but Zongyan challenges the attempted favoritism before the gathered villagers. Unwilling to damage his public standing, Danzo withdraws 24 25.

Hiruzen’s subsequent attempt to persuade Zongyan also fails. After a private negotiation with Fugaku, Danzo relinquishes permanent operating rights to a prime South Street shop, and Hongyu is released early after several days in detention 25 26.

Retaliation Outside Konoha

Zongyan expands his campaign into strict enforcement against Shimura clansmen and Danzo’s relatives. Repeated public punishments damage Danzo’s reputation, while smaller allied clans begin distancing themselves from the Shimura 26.

Unable to retaliate openly, Danzo obtains information on a distant missing-nin and persuades Hiruzen to send Zongyan’s squad after him. Fugaku anticipates the danger and secretly assigns Uchiha Kiyoshi and Uchiha Makoto to protect the team 26 27.

The squad survives an ambush by three rogue jōnin and continued Root harassment, then captures Kawano Shinji. Rather than killing him, Zongyan preserves him as a witness to the leadership’s crimes and returns with a disguised corpse to report the mission complete 28 29 30 32 33.

Expanded Surveillance

After the ninth detention of a Shimura clansman that month, Danzo questions why the Uchiha remain so confident despite his attacks. He explicitly acknowledges sending men to hunt them and losing Root elites outside the village 46.

Finding their continued defiance suspicious, he orders all of Root to investigate every Uchiha’s movements and the clan’s supply flows 46.
