Background

Sengoku served as an Admiral during the era of Gol D. Roger, then became Fleet Admiral after Roger's execution. He held the position for more than twenty years, maintaining the Marines without major failures but seeking an achievement that would secure his legacy. 109

As Fleet Admiral, Sengoku cultivated promising officers and relied on trusted veterans: Tsuru handled much of his administrative burden, Garp served as a decisive frontline deterrent, and Zephyr's trainees supplied the Marines with capable personnel. 21 He took particular interest in Wilton after receiving reports of the Rear Admiral repeatedly rising after being defeated by Monkey D. Dragon. 14

Sengoku viewed Ace's capture as the opportunity to reshape the balance of power. He presented the Five Elders with a plan to publicly execute Roger's son, draw out and destroy the Whitebeard Pirates, weaken pirate influence in the New World, and elevate both Marine and World Government authority. 110

He is ambitious about his legacy and wants the Marines to pursue “Justice that reigns supreme.” His preparation for the Summit War was exhaustive: he held repeated planning meetings, secretly mobilized elite troops, and continuously reviewed the operation to reduce casualties. 109 113

Despite his generally measured leadership, Sengoku can be ruthless when duty demands it. He ordered Luffy's execution during the war and stripped Garp of his Marine status when Garp openly acted to protect his family. 166 172 His battle against Garp nevertheless reveals the emotional cost of that decision. 172
