Background

The New Marines originated from the G-8 Branch, a New World Marine branch shaped by Vice Admiral Wilton’s example. Its personnel were known for treating pirate attacks as opportunities for merits, promotions, and bonuses rather than as causes for fear. The branch maintained rapid mobilization, rigorous training, and a reputation for aggressively pursuing pirates. 56 159

Before independence, the G-8 Branch had already become a major center of influence within the Marines. Marines sought transfers there even at the cost of demotion, and 10,000 personnel were ultimately transferred to the branch; it later opened external recruitment. Under Sadi and Morty, its force exceeded 50,000 personnel and continuously conducted anti-piracy operations. 227 229

Wilton had prepared for a possible split long in advance by training key subordinates, accumulating wealth and supplies, securing food production, and commissioning weapons research. These preparations allowed the New Marines to establish themselves with greater resources and personnel than rival breakaway factions. 273

Founding

Wilton declared the G-8 Branch independent during a Marine Headquarters meeting, accusing the World Government and Marine Headquarters of abandoning justice and becoming tools of the powerful. He pledged that the New Marines would restore the Marines’ original purpose and make justice supreme. 268

The Five Elders ordered Wilton and Sakazuki arrested, but the G-8 and G-1 forces were prepared to fight. More than thirty warships aimed their cannons at Headquarters while tens of thousands of Marines waited for orders. Wilton ultimately departed without starting a civil war, inviting like-minded Marines to join his new faction. 268

The announcement triggered widespread resignations and defections across the Four Seas and Grand Line. Many ordinary Marines and officers regarded the New Marines as the future of justice, while public opinion broadly viewed Wilton’s departure as a response to Marine Headquarters’ corruption and inaction. 269

Recruitment and Welfare

The New Marines held a three-month recruitment drive immediately after their founding. In its first month, it recruited 30,000 strong and healthy people, over half of whom came from other Marine branches and fortresses. 270

By the independence ceremony, the organization fielded more than 80,000 Marines; outside observers estimated its total strength as approaching 100,000. 271

Its benefits were deliberately set above those of Marine Headquarters:

• Medical care and retirement benefits.
• Salaries stated to be three times those of Marine Headquarters.

Doctrine and Reputation

The New Marines publicly define their mission as restoring justice, liberating the world, and protecting civilians from criminal forces. Their founding slogan is repeated throughout the organization, from Wilton down to ordinary personnel. 268 321 347

Its soldiers are noted for unusually high morale and a willingness to die in combat. During the war against the Big Mom Pirates, wounded personnel continued fighting or used explosives to take enemies down with them; this conduct earned admiration from outside observers but terrified opposing pirates. 281 303

The organization’s methods are also severe. It has forcibly recruited or controlled opponents, executed some captured officers who refused to join, and imprisoned hundreds of thousands of criminals as laborers under the public label of “rehabilitation.” 289 324 347

History

War of Independence

The New Marines’ first major campaign targeted the Big Mom Pirates in Totland. Four Great Admirals led twenty advanced warships and approximately 10,000 officers toward Whole Cake Island, while enemy factions attempted to exploit the G-8 Branch’s reduced defenses. 274

Despite fighting the Big Mom Pirates, Blackbeard Pirates, Marine Headquarters forces, and several outside combatants during the broader conflict, the New Marines achieved victory. The campaign became known as the War of Justice and the War of Independence, incorporating the G-8 Branch, Palm Island, and Wheat Island battles. 316 321

After the victory, the New Marines took control of Totland and established Whole Cake Island as their headquarters. 316 321

Expansion and Consolidation

A year after the War of Independence, Totland had expanded from 34 islands to 68 through technological development and Shirahoshi’s influence. The New Marines also strengthened their hold over the territory through administrative policies and research projects. 332 334

Wilton’s forces later overwhelmed Kaido and the Beasts Pirates, capturing personnel for human-augmentation research and seizing their territory. 339

The New Marines subsequently defeated the Beasts Pirates, New Era Pirate Alliance, and New Whitebeard Pirates’ main forces in a single day. Wilton ordered the Justice Army, Seraphim units, Underworld Kings, and allied forces to occupy all former Yonko territories. 347 348

Conflict with the World Government

The World Government attacked and destroyed Whole Cake Island, believing it had annihilated the New Marines. Wilton had anticipated the strike and evacuated his forces to Sky Island beforehand. 353

During the ensuing final conflict, the New Marines fought the Five Elders, discovered their immortal bodies and ability to summon one another, and bombarded Mary Geoise while conducting worldwide rescue and military operations. 360

After learning that the Five Elders were puppets of Saint Neronimo Imu, Sakazuki and Kuzan joined the New Marines’ side. The combined forces chose to restrain the Elders with Seastone chains rather than attempt to kill them. 363
