Background / History
Fleet Admiral and the Search for Successors
Sengoku leads Marine Headquarters during a period when the Four Emperors, Shichibukai, and Marines maintain a three-way balance. Concerned that powerful pirates are emerging faster than capable Marines, he supports increased investment in recruits and believes Zephyr’s students need actual combat rather than continued sheltering 11.
With both himself and Garp nearing seventy, finding a successor is a major concern. Garp’s report that sixteen-year-old Bai Yu possesses all Three Types of Haki and Swordmaster-level skills immediately attracts his attention. Sengoku particularly values Bai Yu’s innate Conqueror’s Haki, which the Three Admirals lack, and sends Onigumo to escort him safely to headquarters 13 30.
Supporting the Fourth Admiral
Sengoku proposes adding another Admiral Candidate as the New World becomes harder to control. He takes Bai Yu’s recommendation seriously because it comes from both Garp and the normally proud Onigumo, rather than Garp alone 47 48.
After Bai Yu returns from defeating Golden Lion, Sengoku witnesses his confrontation with Akainu and repeatedly intervenes to prevent further damage to headquarters. Bai Yu’s swordsmanship, Haki, and apparent Dark-Dark Fruit ability convince him that the newcomer merits an Admiral’s seat. He withstands the Five Elders’ pressure to propose Bai Yu as the Fourth Admiral, and the appointment is approved subject to sufficient military achievements 69 74 75 77 83.
Bai Yu’s contributions also answer Sengoku’s concerns about Marine recruitment. He watches Bai Yu lead mass sword practice, investigates the training house that rapidly awakens Marines’ Haki, and asks him to train more young officers 77 82 96.
Opposition to the Five Elders
The Impel Down incident marks a major deterioration in Sengoku’s relationship with the Five Elders. Initially told that Magellan is dead and Bai Yu may be responsible, he restrains Garp and organizes an investigation. Magellan subsequently confirms that the Elders arranged Shiryu’s assassination attempt and the prison break to frame Bai Yu. Sengoku promises an explanation and refuses to let government interference drive Bai Yu away from the Marines 106 112.
As Bai Yu becomes entangled with the Emperors, Sengoku combines rescue deployments with political pressure. He bluffs Kaido by invoking Garp’s possible retaliation, organizes an evacuation after Jack’s death, and sends reinforcements when Bai Yu confronts Doflamingo and Kaido at Dressrosa 140 148 159 172.
He eventually confronts the Five Elders directly, threatening to stop restraining Garp if they target Bai Yu again. When another suspected trap develops in Totto Land, he personally leads a fleet and sends Tsuru to investigate the Elders’ involvement 184 252.
Bai Yu’s Retirement and Sengoku’s Removal
Sengoku helps arrange Bai Yu’s retirement as a way to remove him from the Five Elders’ immediate reach. The Elders approve it only on condition that Bai Yu completes one last mission: inviting Fish-Man Island’s royal family to the Affiliated Nation Conference 291 292 293.
When negotiations over Bai Yu’s dangerous visit to Mary Geoise fail, Sengoku secretly arranges backup from Dragon. Despite requesting the revolutionary leader’s help, he immediately objects when Dragon tries to recruit Bai Yu 315.
The Five Elders later order Sengoku to resign and name Sakazuki as his replacement. Sengoku accepts calmly, saying he had already expected to take responsibility. He also recognizes that their proposed recruitment of Fujitora and Ryokugyu may fail because the candidates’ consent has not been secured—and Bai Yu has already reached Fujitora 345 347.
Continued Service After Retirement
Retirement does not end Sengoku’s involvement in Marine affairs. He asks Bai Yu to investigate whether the World Government considers the Marines expendable and requests that he watch over Aokiji and Akainu’s decisive battle. During the senior officers’ absence, Sengoku, Garp, and Tsuru stabilize headquarters 467 468 484.
After learning that the Five Elders cooperated with Blackbeard, Sengoku angrily attacks their representative, Illusion Zero. Akainu then admits his own involvement in the plan against Aokiji. Sengoku acknowledges his candor and confirms him as the next Fleet Admiral, later leaving the politically troublesome Devil’s Medicine in his hands 485 486 487.
Loss of Power and Marineford’s Defense
Following the World Government’s attack and the seizure of Marine Devil Fruit powers, Sengoku advocates demanding an explanation from Mary Geoise—even if the result is a complete Marine breakaway. He asks Bai Yu to return, but accepts his refusal and secures a promise of emergency assistance instead 518.
Seeking replacement strength, he joins Garp, Akainu, Kizaru, and Ryokugyu on an expedition to Bai Yu’s Dungeon Tower. He includes Ryokugyu specifically because Marine Headquarters has cost the new Admiral his former power 553 554.
During the later Sea King siege, Sengoku defends Marineford alongside Garp and pirate allies. After five days of attacks, exhaustion leaves him vulnerable: Garp saves him from a monster’s ambush, and Bai Yu intercepts a massive stone attack aimed at him 654 655.
In the final battle, Sengoku and Garp use Thunder Daytime Tigers to buy time against Imu’s giant tree. After Bai Yu arrives, Sengoku warns him that Imu can consume life force 737.
Appearance
- Justice coat: Wears a neat Marine justice coat before Bai Yu’s Sixth Gate demonstration leaves it in tatters 237.
- Post-retirement appearance: Has white hair and a tied white beard 467.
- Former Buddha transformation: Becomes a golden giant approximately seven or eight meters tall 236.
Personality
Sengoku generally prioritizes Marine Headquarters’ stability over personal anger. He understands the dangers of open war with an Emperor, accepts responsibility for his decisions, and habitually restrains Garp before an emotional confrontation can escalate. His concern for Bai Yu is both personal and institutional: failing to protect a Marine from political persecution would damage the entire organization’s morale 112 148 149 180.
His restraint has limits. The Five Elders’ repeated attacks on Marine officers push him from cautious protest to direct threats and, eventually, willingness to separate the Marines from the World Government. He is prepared to use bluffing, selective disclosure, and barefaced deception against government agents when he believes Marine interests require it 111 140 184 518.
Retirement brings out a more mischievous side. He teases Akainu about the burdens of command and repeatedly emphasizes that he is now only a retired old man when someone tries to return responsibility to him 487 517 590.
Abilities & Skills
Strategy and Command
Sengoku’s reputation as the Resourceful General rests on rapid crisis planning and political maneuvering 140 148.
- Emergency coordination: Produces evacuation and reinforcement orders within minutes after the G-15 crisis 148.
- Psychological pressure: Bluffs Kaido by leaving him to calculate the consequences of provoking Garp and Marine Headquarters 140.
- Political leverage: Uses Garp’s strength and symbolic standing to force concessions from the Five Elders 184.
- Threat recognition: Orders an immediate naval withdrawal when he realizes Whitebeard is launching a submerged surprise attack 494.
Three Types of Haki
Sengoku possesses Armament, Observation, and Conqueror’s Haki 237.
- Armament defense: Reinforces himself against Bai Yu’s Sixth Gate assault, emerging disheveled but with few injuries 237.
- Conqueror’s Haki: Makes him one of the Marines’ rare fighters with the innate qualifications Sengoku considers essential to reaching the highest combat tier 55 158.
- Established standing: His Haki and former Mythical Zoan ability together make him a combatant comparable to the Four Emperors 237.
Human-Human Fruit, Buddha Form — Former
A Mythical Zoan that formerly allowed Sengoku to transform into a golden giant and release tremendous shock waves 236 237 553.
- Transformation: Greatly increases his size and supports powerful physical attacks 236.
- Shock waves: Launches a large shock wave from a punch during his confrontation with Bai Yu 236.
- Limit against Bai Yu: Bai Yu stops the initial attack with the Fifth Gate; the subsequent Sixth Gate demonstration overwhelms Sengoku’s position without seriously injuring him 236 237.
- Loss: Its removal reduces his peak strength by more than half 553.
Taijutsu and Eight Gates Released
Sengoku is one of the veterans who studied and spread the Six Powers. He recognizes that teachable martial arts can strengthen an entire faction rather than only one Devil Fruit user 218.
- Six Powers knowledge: Understands the strategic value and broad adaptability of systematic Taijutsu training 218.
- Eight Gates advocacy: Promotes the technique as a replacement source of combat strength after Devil Fruit powers are seized 519.
- Seventh Gate: Demonstrably opens it during the final battle 737.
- Limitation: Acknowledges that Eight Gates Released cannot sustain prolonged combat 519.
Lightning Release Chakra Mode
Sengoku uses this enhancement together with the Seventh Gate in the battle against Imu 737.
- Speed enhancement: Enables him and Garp to close on the giant tree almost instantly 737.
- Thunder Daytime Tiger: Concentrates their power into two lightning tigers, each dozens of meters in size 737.
Equipment / Items
- Den Den Mushi — Uses them to receive intelligence, coordinate deployments, and contact Bai Yu and other officers 13 148 202.
- Flying Thunder God-marked liquor bottle — Bai Yu gives him this emergency signal, instructing him to smash it and call Bai Yu’s name three times if headquarters faces a crisis. Sengoku and Garp carefully preserve it despite protesting Bai Yu’s presentation 468.
Relationships
- Garp — Longtime comrade and frequent source of exasperation. Their quarrels coexist with deep trust; Sengoku supports Garp’s efforts to protect Bai Yu, while Garp fiercely protests Sengoku’s forced resignation and later saves his life 55 120 347 654.
- Bai Yu — Protégé, prospective successor, and later independent ally. Sengoku sponsors his advancement, protects him against government schemes, and continues seeking his help after he leaves the Marines 77 112 346 468.
- Tsuru — Trusted chief of staff and fellow veteran. She advises his crisis responses, reins in politically dangerous remarks, and handles sensitive investigations in his absence 125 148 252.
- Akainu / Sakazuki — Subordinate and eventual successor. Sengoku initially restrains his clashes with Bai Yu, later accepts him as Fleet Admiral, and continues advising—and teasing—him after retirement 73 74 486 518.
- Zephyr — Fellow veteran whose training program Sengoku relies on to replenish Marine strength. Sengoku intends to warn him about the Five Elders’ troubling Shichibukai candidate 11 185.
- Five Elders — Political superiors whose repeated schemes destroy his trust. His opposition escalates from demanding explanations to threatening Marine independence 112 184 518.
- Dragon — Secretly enlisted as backup for Bai Yu’s Mary Geoise visit. Their cooperation does not prevent Sengoku from objecting to Dragon’s recruitment attempt 315.
- Whitebeard — Former enemy turned temporary defensive ally during the Sea King siege; his forces’ arrival gives Sengoku and the Marines crucial relief 655.
