After Shinsei became Hokage, there was no "new emperor, new court" situation.
Before officially becoming Hokage, he had already managed Konoha for two years, and he was already very familiar with his subordinates, so there was no need to replace them. Even his assistant at this moment was still Shizune.
Unlike previous Hokage, Shinsei's path to becoming Hokage was extremely smooth. His relationship with the previous First Hokage was also extraordinary, thus reducing many unnecessary conflicts.
Tsunade has no desire for power, nor will she become a de facto ruler.
She had long been tired of being trapped in the Hokage Building, and now she could finally openly display her majesty as the God of Gamblers of Konoha.
Shizune had no objection to continuing to assist Shinsei, since Tsunade was still living in Konoha and didn't need her to follow her around all day.
Although Shinsei secretly wanted to bring Hinata or Ino over as his assistant, he was also aware that doing so could instantly turn the situation into a "battleground," and it was best not to try such a dangerous scenario.
Shizune stood beside the desk, pen in hand, pausing on a blank document, waiting for Shinsei to issue his first order as Hokage.
"Order: Increase all mission rewards by 50%. As for the funding shortfall, request it from the lord."
Shizune paused for a moment, but still wrote down Shinsei's orders truthfully.
After putting down her pen, she couldn't help but ask, " Lord Hokage, I'm afraid the Daimyo won't act on your orders, will he? Your appointment as Hokage this time wasn't actually granted by the Daimyo."
Shinsei smiled and said, "Senior Sister Shizune, you can just call me Shinsei. You just need to issue the order; as for whether the Daimyo agrees, that's his problem."
Shinsei didn't care whether the Daimyo agreed or not. He had already become Hokage, and his personal strength had reached the pinnacle of the Shinobi World. Apart from the currently missing Madara Uchiha, he had no rivals. Why would he possibly take orders from an ordinary old man?
As for why the lord disagrees, it must be because he is surrounded by bad people.
As the highest military leader of the Land of Fire, Shinsei felt it was his duty to help the Daimyo eliminate the bad guys around him and maintain the purity of the official ranks.
If the daimyo still disagrees, it seems that it is time for the daimyo's son to inherit the position— Konoha has a new Hokage, so the daimyo can naturally be replaced as well.
If the Daimyo family is really stubborn, Shinsei even thinks it's worth trying how the Land of Fire could develop without a Daimyo.
Shizune stopped trying to dissuade him and picked up her pen to continue recording Shinsei's orders.
"Order: The Ninja Academy will expand its enrollment again, with no limit on the number of students. Any child from Konoha village can choose to attend the Ninja Academy."
For children who lack ninja skills, teach them general knowledge.
The Ninja Academy will select 20 C-rank or B-rank Ninjutsu, covering defense, attack, and movement, to be used in the teaching of upperclassmen.
Shizune, Shizune wrote down Shinsei's orders. She hadn't expected Shinsei to implement such a major reform so soon after taking office.
Shinsei wasn't Tsunade, and although these orders seemed bold, they were ultimately within the Hokage's authority, so she couldn't say much.
Seeing that Shizune had finished writing, Shinsei continued, "Order: Within the Land of Fire, any mission involving officials oppressing the people must not be obstructed, and the mission reward will be increased by one level."
Order the Jonin Commander to discuss and formulate a code of conduct for this type of mission. See my handling of Yamagami Mima's case for details.
Shizune could no longer contain herself. She put down her pen and shouted at Shinsei, " Lord Hokage, your order will plunge the Land of Fire into chaos!"
Shinsei smiled and said, "I know, it's alright. Let it be a little chaotic. How can we achieve great order without experiencing great chaos?"
As Shizune stared at the words on the document, a thought flashed through her mind, and she asked, " Lord Hokage, do you intend to replace the Daimyo?"
Shinsei shrugged and laughed, "So what? Is it not allowed? You don't think I'm inferior to that old geezer in the capital, do you?"
"But... but you're not a nobleman!"
Shinsei replied with a smile, "Why must nobles be able to govern the Land of Fire? Why must a country be governed by bloodline instead of by talent?"
Shizune was speechless. For thousands of years, this has been the rule of the world—a commoner's child will always be a commoner, and a noble's child will always be a noble. People have long been accustomed to this.
Now it seems that Shinsei is going to break this tradition, but upon closer reflection, she finds that what Shinsei said makes a lot of sense.
Seeing that Shizune was somewhat lost in thought, Shinsei smiled and said, "Alright, Senior Sister Shizune, don't think about it too much. Issue the order. As for whether this is good or bad, let time judge."
Having no reason to object, Shizune could only hand the document to Shinsei for signature and quickly leave the office.
At that moment, Tsunade emerged from the next hut, looking sleepy. Freed from the constraints of her Hokage position, she became extremely casual, and Teuchi, her ample bosom was on full display.
Seeing Shinsei blush slightly, Tsunade not only didn't straighten her clothes, but instead teased him with a smile, "Go ahead and look! You're the Hokage, after all, how could a weak woman like me dare to resist?"
Shinsei reluctantly looked away, her face flushed as she argued, "Teacher, you're joking. If you're a weak woman, then there are no strong women in the world."
Tsunade wasn't about to let Shinsei off the hook, and continued teasing, "You were quite the hero when you issued the order, weren't you? Now you can try issuing an order that makes me stand Fudo, and you'll get a real treat!"
Shinsei instantly realized that this was the younger version of Tsunade. Only she would make such a disrespectful joke; the Hokage version of Tsunade was more mindful of her role as a teacher.
Shinsei quickly changed the subject. "Teacher, was there anything wrong with my order just now?"
Tsunade rolled her eyes. "Don't ask me, you're the Hokage now. Anyway, you're really good at fighting now, and if someone's disobedient, one punch will make them listen."
Shinsei chuckled awkwardly, "I'm the Hokage, not the main villain. I can't just beat up everyone who disobeys me!"
Tsunade sat in the chair, her legs naturally propped up on the table, and Shinsei naturally began to massage her shoulders.
"Nothing is impossible. If Grandfather had shared your ideas back then, true peace would have been achieved long ago."
Tsunade spoke from the heart. Having served Hokage in Konoha for two or three years, she truly felt the gap between ideals and reality.
She felt that her grandfather had indeed been too naive back then, missing the best opportunity.
If he had the same thoughts as Shinsei back then, there probably wouldn't be any Five Great Nations now; they would have been unified into one country long ago.
He wouldn't have fallen out with Madara Uchiha, he wouldn't have died young, and the world wouldn't have suffered so many tragedies because of war.
This is also why, after discussing it with another Tsunade, she decided to pass the Hokage Position to Shinsei ahead of schedule.
Young people's ideas are always bolder than those of the previous generation, and only such ideas can truly bring about change in the world.
