Yuzuru grew up alongside Kakashi, developed Ice Release, and learned from Sakumo, Tsunade, and other Konoha shinobi while advancing his own techniques. When Sakumo faced public blame for abandoning a dangerous mission, Yuzuru defended him by force, but the men he confronted refused to accept his version of events.
Yuzuru left Konoha to master Sage Mode, then returned to the Shinobi World and took control of Kirigakure to build a new order in the Land of Water. The Sea Capital began its reforms and welcomed displaced clans and survivors, while signs of trouble in Konoha suggested that Obito’s attack was approaching.
Yuzuru brought allies and the Nine-Tails from Konoha to the Sea Capital, built its government and technology, and drew more jinchūriki and children into its plans. The arc ended with Temari studying in the Sea Capital and Hinata beginning her training under Yuzuru and Uchiha Hikari.
Yuzuru helped Tsunade confront her fear of blood and begin training in natural energy while recruiting Konan for his plan to reshape the Shinobi World. He then attacked several hidden villages to take the tailed beasts’ chakra and returned to the Sea Capital seeking help from the remaining Jinchūriki and his allies.
Yuzuru cultivated the Little Ten-Tails, formed an alliance with Kaguya, and arranged for her to train Hinata. As the Sea Region Academy neared completion, he attacked the Land of Grass and Land of Earth, prompting the Five Kage to unite against him before Arashi intervened; Yuzuru then returned to his duties and visited Tsunade.
Yuzuru established the Sea Region Academy, drew students and clans away from Konoha, and expanded his plans for the Land of Water while advancing Orochimaru’s technology. Kaguya trained Yuzuru in powerful techniques and kept him close, while the academy and its growing influence reshaped the Shinobi World around him.
Yuzuru captured Urashiki, helped adult Sasuke and Boruto understand the alternate timeline, and continued building the Sea Capital’s power while drawing clans away from Konoha. The arc ended with Sasuke and Boruto returning from Konoha with the inactive Karasuki for Yuzuru to examine.
Yuzuru helped Tsunade and Naruto’s world overthrow the shinobi system and form the Earth Federation, then returned home with Tsunade and Shizune. As the newcomers settled into life in the Sea Capital, Yuzuru resumed overseeing its leaders and affairs.
Yuzuru used Scientific Ninja Tools and resource deals to extend the Sea Capital’s influence while weakening the other villages and setting Akatsuki in motion. After disrupting Konoha and helping clear the way for Jiraiya to become Hokage, he learned the appointment had been made and said Akatsuki’s coming activity would keep Jiraiya occupied.
Yuzuru prepared the Sea Capital for war while the Akatsuki captured tailed beasts and Obito assembled his White Zetsu army. Sasuke awakened his Mangekyō Sharingan, reconciled with Naruto, and agreed to receive Itachi’s eyes as the war spread across the Shinobi World.
