When Leo said he was back and wouldn't leave again, Charlotte was overjoyed, a smile immediately spreading across her face. This meant that someone had finally taken over the huge mess at the academy, and she no longer had to worry about its development.
Who can understand the hardship of a Level-Two Elemental Wizard running an academy!
The leadership of every other academy is at the Level Three Great Wizard, except for their academy, which is only at the second level. No one can understand the difficulties involved!
Charlotte's smile froze instantly.
Looking at Leo, who was radiating terrifying power, he doubted his own eyes. The information he had received said that although Leo had defeated the Purple Flame Stigmata Wizard, he himself had also suffered serious injuries.
The damage to the body's fundamental structure is severe, leading to serious aging.
Every time they met before, Leo looked old. Such a fundamental injury requires hundreds of years to recover. Although his aura was slightly better the last time they met, his injuries were still severe; he had only recovered about 30-40% at most.
How come Leo's injuries have healed so quickly, after only a little over ten years apart?
Can such a fundamental injury heal so quickly?
"The dean isn't leaving; that's a tremendous piece of good news for the academy."
"I will now bring the outstanding matters of the college to the Dean for his review and approval."
Before Leo could refuse, Charlotte ran faster than a rabbit. He was afraid that Leo would push these things onto him again. During the hundred years he had been in charge of the academy, he hadn't had a single day off, and his strength hadn't improved at all.
Now that Leo has recovered from his injuries, it is the perfect time for him to take over the academy and handle other matters.
Seeing Charlotte vanish in an instant, Leo looked at Yaoyao with pleading eyes.
Yaoyao didn't seem to understand Leo's meaning. Her big eyes darted around as she said, "I haven't been back for a hundred years. I wonder how those Gulu Beast are doing. I'll go check on them, so that the new generation of Gulu Beast won't not recognize me."
After saying that, Yaoyao disappeared without a trace.
"..."
Leo's original intention was to have Yaoyao help handle some academy matters. Yaoyao did an excellent job as the logistics minister on the New Earth, and trained a large number of apprentices.
Unexpectedly, after returning to the Wizard World, Yaoyao had no such idea at all. When she saw that Leo had the idea of conscripting men, she made an excuse and disappeared instantly.
Charlotte flew back quickly within minutes, seemingly terrified that Leo would escape again. Seeing Leo still sitting in the same spot, she flicked her finger on her magic ring, and four piles of notes appeared on the ground.
Charlotte pointed to the first pile of notes and said, "Sir, these are records of the academy's development. They record what happens every day. You can look up anything you don't know yourself."
Pointing to the second pile, "These are the academy's income and expenditure ledgers. Thirty years ago, the academy was in deficit. Later, with the development of the territory, it has now reached a balance of income and expenditure. However, due to your recent over-training of apprentices, the academy is in deficit again. Currently, the academy's expenditures are covered by loans from Green Cottage."
Pointing to the third pile, he said, "This contains information on all apprentices since the college's founding, including their academic research, learning progress, and current status."
The last section details the development and utilization of the territory, as well as the status of towns within it. It records the valuable resources produced within the territory and their corresponding prices.
"Finally, I must remind the Dean that although you sent 100,000 Wizard Apprentice back to the New Earth a year ago, there are still over 100,000 Wizard Apprentice in the academy."
"Ninety percent of these apprentices are Low-Level Wizard Apprentice, lacking the ability to travel and gain experience. They are the main drain on resources, and the Dean needs to come up with an effective plan to resettle these Low-Level Wizard Apprentice as soon as possible. Otherwise, given our academy's current resource reserves and income, we can only sustain our loan-financed operations for six months."
Seeing the Dean staring blankly at the four piles of records containing all the academy's information, Charlotte brought up the most pressing issue.
"Forehead..."
Leo scratched his head. In order to carry out the plan to steal the Planetary Origin Energy on New Earth, he and Yaoyao trained a large number of Wizard Apprentice. Now that the New Earth plan has been completed, the over-trained apprentices have become the most troublesome problem.
The situation was far more serious than I imagined. Not only were all the resources exhausted, but we were also struggling to repay the loan for Green Cottage. Wasn't this heading towards default?
No wonder Yaoyao turned and ran away. As the logistics minister of New Earth Academy, one of his jobs was to handle finances with the Wizard World.
He definitely knew about this. With such a severe financial crisis, he must have wished he had more legs when he ran away!
It's no use blaming Yao Yao for being Yaoyao now; this issue must be addressed, otherwise the academy, which has only been open for a hundred years, will have to close down.
Leo looked at the detailed number of Low-Level Wizard Apprentice in the academy: 125,864.
With over 120,000 people, feeding them every day is a huge expense!
It's unrealistic to send them all back to the New Earth. These people came to the Wizard World seeking greater strength and power; how could we possibly send them back?
If they are sent to the wilderness for training, they won't survive if they're not strong enough.
Now we need to find a way for them to survive and develop on their own, ideally one that allows them to be self-sufficient and not need the academy's support.
After Charlotte finished her report, she left with a relaxed and carefree air. With Leo around, she was completely at ease. She was no longer the painstaking planner, but a relaxed executor.
Whatever the dean says goes, and whatever he's told to do, he does without having to bear the consequences. This is the happy time for working people.
Leo looked at the four piles of academy documents in front of him, sighed, and then quickly began to read them.
This was the first time he had looked at information about his Wizard World Academy. After all, it was his property, and he needed to have a clear understanding of it. Perhaps he could find a way to deal with these low-level apprentices from this information.
Three days later, after reviewing all the information, Leo summoned Charlotte and said, "I have made arrangements for these Low-Level Wizard Apprentice."
"The Dean is truly amazing; he came up with a solution so quickly." Charlotte smiled and offered a little flattery, only to be met with a glare from Leo.
"Let the Gulu Beast clear out a territory, grant ownership of it to these Low-Level Wizard Apprentice, allow them to build a city, give them the position of city lord, and we will provide some of the population."
"Apprentices who go to a fixed territory will have complete control over all the resources they acquire. The academy will exempt the city from taxes for fifty years, and will also provide them with certain promotion guidance."
"At the same time, raise the prices of all resources within the academy by 50%. If they can afford this price, it doesn't matter if they stay at the academy."
Leo looked at Charlotte, "There's only one Green Cottage shop in the academy right now. As the butler, you should have the right to raise prices, right?"
"Although price gouging is not the mark of a good businessman, I'm willing to bear the infamy to cooperate with the Dean's plan," Charlotte said.
"Dean's plan is excellent. Once the policy is announced, I'm sure a large number of apprentices will leave the academy to develop their own power in their territories. If they manage their businesses diligently for decades, they can earn enough to advance to the rank of High-Rank Wizard Apprentice."
"They've developed the territory and relieved the pressure on the academy at the same time—it's a win-win situation." Charlotte didn't act like Level-Two Elemental Wizard at all; her flattery was no different from that of an ordinary person.
"Alright, I don't believe you don't know how to solve this." Leo interrupted Charlotte's flattery, confident that Charlotte had at least dozens of ways to deal with these apprentices.
He was worried about the consequences of doing so.
Don't be fooled by what Leo and Charlotte say, that as long as you work hard for decades, you can earn enough to advance to the level of High-Rank Wizard Apprentice.
They all knew that out of these 120,000 apprentices, at most only a few thousand could earn these Wizard Coin. Most of the lower-level apprentices would die in the early stages of developing their territories, and in the middle stages of development, very few would survive to the end.
Leo's plan, seemingly a way out for these Low-Level Wizard Apprentice, actually aimed to reduce their numbers while they developed their territories.
The environment within the territory was not something that some Gulu Beast could handle. Even if Leo ordered them to clear it first, it would still be a harsh environment for those Low-Level Wizard Apprentice.
A sip of water or a tiny flying insect could kill them.
Those towns inhabited by ordinary people are stable settlements that have been carefully cultivated over hundreds of years by Peak Wizard Apprentice or Official Wizard.
Leo didn't have that many top-tier apprentices and Official Wizard willing to cultivate carefully, so he had no choice but to use the lives of these Low-Level Wizard Apprentice to pave a path.
"My lord, now that the matter of these apprentices has been resolved, there is still a rather thorny issue that requires the dean's decision."
Charlotte took a document from her magic ring and placed it in front of Leo.
Leo picked up the document with a puzzled look, and immediately understood what was going on.
This whole affair stems from a chain reaction triggered by the Black Skull's rebellion a century ago.
Back then, Black Skull controlled five Stigmata Wizard around him, leading an army of hundreds of billions of slaves, and rebelled under the instigation of the Supreme Lord of another world.
To quell the rebellion and protect the Wizard World, the Guardian Wizard sealed off the entire Black Skull territory to prevent the slave army within from spreading and threatening other Wizard World territories.
Leo initially entered the sealed space through the Shadow World under Yaoyao's guidance. After slaughtering the slave army, he entered the main battlefield, where he killed the Purple Flame Stigmata Wizard and obtained the Special-Class Wizard Medal.
