Uchiha Setsuna felt the gap was far too great.
Of the others, aside from the deceased Kagami Uchiha, even the least accomplished had become an elder.
No matter how weak Torifu Akimichi was or how slow-witted he might have been, with the status of the Second Hokage's disciple, could he not even become some sort of honorary elder?

Nothing was created.

Uchiha Setsuna returned to his seat.
Second Pillar glanced over, his feelings somewhat complicated.
Uchiha Setsuna pretended not to notice.
In the Life Simulator, Uchiha Setsuna had caused Second Pillar's death several times already, but only after obtaining Second Pillar's consent.
Uchiha Setsuna had asked Second Pillar—after learning that Uchiha Itachi had massacred the entire Uchiha Clan, would he be willing to sacrifice his own life to bring Uchiha Itachi pain?
Second Pillar had agreed.
The Life Simulation was not the real world, but the characters were exactly the same.
That gave Uchiha Setsuna a little more goodwill toward Second Pillar.

But Uchiha Setsuna did not believe the Scroll of Seals would be so easy to steal.
To Konoha, it could be considered the most important collection of ninjutsu.
The difficulty of Naruto stealing it and of him stealing it would be worlds apart.
But Uchiha Setsuna still wanted to give it a try.
If he failed, he would merely waste one Life Simulation.
No, it would not even count as a waste.
Before carrying out this operation, Uchiha Setsuna would definitely find something that at least guaranteed some return, so he would not come away with nothing. After multiple simulations, Uchiha Setsuna had gained experience.
"Before trying to steal the Scroll of Seals, I need to sell Konoha's intelligence to Kumogakure."

The reason he chose Kumogakure was simple.
Sunagakure had ambition, but without outside assistance, it would not dare act.
The only reason Rasa had dared invade Konoha was entirely because of Orochimaru's invitation.
Iwagakure was too cautious. After Ōnoki had grown old, he had changed.
Kirigakure was too busy dealing with its own problems to concentrate its strength. Tobi Uchiha's revenge had left Kirigakure badly weakened.
Kumogakure was the strongest, and the Raikage acted decisively.
