Background / History
Suikazan Fuguki was a prominent Kirigakure ninja, the leader of the Seven Ninja Swordsmen and their last remaining elder. Before the Sea Country mission, he had secretly maintained contact with Konoha as a collaborator, having concluded that Kirigakure's fractured leadership and regressive policies required him to secure an alternative path for himself. 27
He was also deeply affected by a past defeat at the hands of Might Duy. The loss shattered the psychological confidence he had held as one of the Seven Ninja Swordsmen and contributed to his decision to betray Kirigakure's interests. 30
During a reconnaissance operation against the Sea Ninja Village, Fuguki nominally commanded a force including Momochi Zabuza, Hoshigaki Kisame, and two dozen Chunin. Zabuza refused to follow his lead, while Fuguki dismissed his own subordinates and slipped away using the Transformation Technique to pursue his private contact. 27
Appearance
Before modification, Fuguki is a plump man standing over two meters tall. Vegapunk's whale-based modification drastically alters his body: his default modified form grows to roughly four or five meters, while his full combat transformation reaches nearly ten meters. 29 32 40

Personality
Fuguki is cautious, calculating, and highly aware of the value of intelligence. His immediate reaction to Orochimaru's unexpected appearance is to test the situation and escape rather than risk fighting an opponent whose strength he considers Kage-comparable. 27
Despite this caution, he is ambitious and ruthless. He believes Kirigakure's leadership is ultimately determined by strength, and he seriously considers Vegapunk's offer to help him seize the Mizukage position. 31 He is also determined under pressure; while poisoned, surrounded, and deprived of Samehada's Chakra absorption, he abandons escape and chooses to fight through Orochimaru's modified ninja. 29
After receiving Vegapunk's Quantum Brain Interface, Fuguki's personality and abilities remain outwardly intact, but his mindset is forcibly altered into unconditional loyalty to Vegapunk. The interface also removes his capacity for innovation and inspiration. 32

Water Release
Fuguki is a Water Style specialist whose combat approach benefits greatly from proximity to rivers and the sea.
- Uses Water Release: Water Dragon Bullet Technique to disturb an apparently calm river and expose an ambushing shark-human ninja. 28
- Attempts to use waterways as an escape route, though animal-modified opponents capable of underwater combat negate this advantage. 28
- His Water Release was identified as one of his principal specialties alongside Samehada and his Yang Release hair techniques. 30
Water Clone Technique
Fuguki possesses an improved Water Clone technique capable of deceiving even Orochimaru.

Story Role / Major Arcs
Sea Country Reconnaissance and Capture
Fuguki leads Kirigakure's response to the Sea Ninja Village but abandons the main operation to meet Orochimaru privately. Orochimaru ambushes him with sealing techniques and animal-modified ninja, forcing Fuguki into a prolonged battle while poisoned and deprived of Samehada's main ability. Fuguki is eventually captured after his Blood Armor technique exhausts him. 27 29 30
Modification and Infiltration of Kirigakure
Vegapunk heals Fuguki, disables his attempted retaliation with Nanobots, and tempts him with the Mizukage position. Fuguki is subsequently fitted with a Quantum Brain Interface and whale-derived enhancements, becoming Vegapunk's controlled infiltrator. 31 32
He returns to his subordinates appearing injured and without Samehada, then escorts Vegapunk and Hancock into Kirigakure using his authority as a high-ranking Mist ninja. 37 38
Mizukage Succession
Fuguki attacks Karatachi Yagura in the Mizukage's office with an Imitation Samehada. Yagura releases the Three-Tails, but Fuguki's modified transformation allows him to physically overpower the Tailed Beast long enough for Yagura to regain consciousness and break free of the Genjutsu controlling him. 39 40 41
Yagura publicly thanks Fuguki for saving both him and Kirigakure, then steps down. Fuguki is appointed as the Fourth Mizukage. 41
Kirigakure Reforms
As Mizukage, Fuguki begins gradually dismantling the Bloody Mist Policy. He eases tensions with bloodline clans, successfully brings the Hozuki Clan back into the village, reorganizes the upper echelon, and elevates Kisame into the Kage Guard. 42
He also announces a possible merger between Kirigakure and the Sea Ninja Village, using Vegapunk's enhanced young ninja as proof of the Sea Ninja Village's military value. 44
Tailed Beast Summit
Fuguki later appears alongside Kazekage Pakura during discussions over Nagato's seizure of several Tailed Beasts. When questioned about the matter, he avoids answering while Pakura attributes the beasts' removal to Vegapunk's research. 136
