Background / History
Izumo’s early expansion centered on knowledge acquisition. Ling Donglai brought Weatheria into Izumo’s heartland, recruited its meteorological scholars, and established climatology as a national research priority. The resulting Weather Control Device made the sky nation a strategic threat long before most outside powers understood its full military capacity. 90 91
Its alliances with Alabasta and Germa strengthened both its civil administration and technological base. Germa’s assistance, combined with copied blueprints and Ling Donglai’s molecular restructuring, allowed Izumo to mass-produce advanced materials and weapons far faster than rival nations. 91 177 194
Izumo’s first major display of national force came during the conflict with Gecko Moria. After Moria’s island ship entered the White-White Sea, which Izumo regarded as territorial waters, the kingdom answered with missile saturation bombardment and annihilated his zombie army. 123
Following victories over major pirates and the exposure of Sea Tiger’s Devil Fruit-extraction methods, Izumo became recognized as a new sovereign power above the seas. Its position in the sky gave it a defensible homeland and control over airspace that conventional naval powers struggled to challenge. 149 182
Izumo eventually abandoned restraint and used its mechanical military to seize the Four Seas, force the Marines’ surrender, and declare war on the Celestial Dragons and World Government. 275 Its later campaigns extended beyond Sea Star, with Star Gods, android armies, superweapons, and dimensional travel supporting its conquest of planets in Universe 7. 282 394 397
Territory and Infrastructure
Cloud Continent
Izumo is built across a skyborne continent above the Blue Sea. Its territory includes the White-White Sea and is protected by altitude, storm barriers, and advanced aerial defenses. 123 182
- Weatheria — Relocated to Izumo’s heartland as a dedicated meteorological research center. 91
- City in the Clouds — Izumo’s central urban area and the destination for major public events, including the Emperor’s duel with Hawkeye. 315
- South Heaven Gate — A principal entry point guarded by surveillance systems and mecha. 204
- Sun Prison — A colossal lodestone-and-Swallow-Swallow Alloy prison repaired by Apostles using magnetic attraction. 317
Civil Technology
- Maglev transit — Connects Izumo’s districts and allows rapid travel into the royal city. 197 204
- Public maps — Detailed transportation maps, including routes to the royal city and fare information, are displayed openly. 204
- Phones, computers, and television — Form the basis of Izumo’s growing communications and entertainment industries. 204 228
- Smartphone-based governance — Big-data analysis and phone technology support efficient crime suppression. 283
- Free education — Izumo provides public education through high school; graduates are generally trained in qi. 206 284
Government and Society
Izumo is ruled personally by Ling Donglai. He presents national unification as necessary to protect the empire from the World Government, Marines, pirates, and other rival powers. His stated goal is for the entire world to submit to his will so that he can “preside over the big picture.” 206
The kingdom combines lenient laws and public services with extreme surveillance. Citizens are monitored through cameras, phones, and the Kara Link, but many accept the system because Izumo provides security, education, order, and protection from piracy. 131 177 206
Kara Link
The Kara Link is Izumo’s network connecting the wills, knowledge, and communications of its members.
- It enables near-instant transmission of battlefield intelligence and coordinated responses. 279 282
- Linked personnel can access stored knowledge, though this does not necessarily mean they understand it naturally. 284
- The network allows Izumo to identify threats, monitor infiltrators, and coordinate Apostles across the country. 115 277 279
- Outsiders such as Kompira have feared it as a potential means of mental manipulation, though joining it also grants awareness of Izumo’s connected population. 208 236
Military
Defensive Network
Izumo’s defenses are designed to make direct invasion impractical.
- Storm perimeter — Thunderstorms surround the outer territory and impede hostile approaches. 195 278
- Demon-Detecting Mirror — A surveillance camera at South Heaven Gate that identifies pirates and notable visitors. 204
- Mecha and mechanical police — Automated units patrol cities, eliminate identified pirates, and pursue blacklisted targets. 204 276
- Apostles — Specialists whose principal strength lies in calculation and the use of Words of Power. 279
- Temple Knights and Templars — Defend Izumo’s borders and carry out internal security operations. 115 279
- Giant Spirit Gods — Major defensive assets known to foreign delegations. 112
Armed Forces
- Kung Fu Dugong troops — A force of approximately ten thousand armored Dugongs trained in qi and organized for large-scale combat. 267
- Phoenix Fighters — Aircraft capable of remote control and equipped with self-destruct systems to prevent theft. 243
- Robots and androids — Used as primary scouts and frontline soldiers, limiting casualties among living personnel. 359 375
- Star Gods — Empowered officials and combat units assigned to maintain imperial rule and lead interstellar operations. 282 284
Weapons and Equipment
- Missiles — Kilometer-range weapons used for saturation bombardment. 123
- Railguns and plasma cannons — Early advanced weapons comparable to Pacifista-level technology. 123
- Adaptive Armor — Munch-Munch Fruit alloy equipment with high molecular stability, Prism Core resistance, and protection against most cosmic radiation. 201
- Magnetic Field Barriers — Defensive fields used by Izumo troops to protect allies and control movement on the battlefield. 293
- Intercontinental missiles — Developed by Izumo and considered a major espionage target. 202
- Satellite Cannons — Long-range orbital weapons proposed for strikes against high-energy targets. 289
