Background / History

Garp is a veteran Marine of Sengoku’s generation and a legendary figure regarded as the Marines’ hero. In his youth, he fought major pirates including Rocks and Golden Lion Shiki, and he is credited with capturing Pirate King Roger. 640 655

Despite possessing combat power comparable to a Marine Admiral, Garp repeatedly refused promotion because he did not want to take orders from the Celestial Dragons. He remains a Vice Admiral by choice rather than lack of ability. 613 637 639

Following a global tremor and a crack in the sky, Garp volunteered to investigate the newly appeared landmass on the Grand Line. He argued that Sakazuki should remain at Marineford to handle any emergency, while his own reconnaissance experience made him better suited to the mission. 607
