Background

The Leaf Village is described as the first ninja village in history and the model later followed by the other great shinobi villages. Its identity is closely tied to the Will of Fire and to pride in belonging to Konohagakure 489.

After the Nine-Tails incident, the village leadership blamed the Uchiha Clan and relocated its compound to the village’s edge. Rather than declining, the compound was later developed into Konohagakure’s commercial center 573.

During Hiruzen Sarutobi’s later rule, the village faced severe internal distrust. Its leadership considered surrendering Hiashi Hyuga and Uchiha Kaze to Kumogakure to prevent war, despite the Uchiha Clan viewing Kaze as a vital asset 11. Kaze’s execution of Shimura Danzō further tested the Hokage’s authority, though Hiruzen avoided an internal confrontation because Konoha could not afford further instability 75.
