The Flame-Chaser is a frontline organization created by the United Nations and supported by multiple nations with personnel and technology. Operating from an unmapped location, it maintains constant readiness against Honkai outbreaks. Its purpose is to develop and deploy the weapons, personnel, and research needed to resist the Honkai. 3

Initially, the organization relied on general-purpose anti-Honkai weapons and strength-enhancing drugs developed by Mobius. These tools helped it retain an advantage during earlier Honkai events, but escalating Honkai creature strength—particularly after the Second Herrscher—made its existing armaments increasingly inadequate. 3
