Background / History

Gato is the richest man in the Land of Waves, having amassed wealth by controlling the country’s economy. He owns a lavish manor guarded by forces described as comparable to jonin from the Five Great Ninja Villages. 80

Uchiha Toko and Kakashi infiltrated Gato’s manor, incapacitated his guards, and confronted him in his bedroom. Terrified by their identities and Kakashi’s Hell Viewing Technique, Gato agreed to invest in Konoha under a partnership with the Uchiha and Hatake clans. In exchange for their protection, he surrendered seventy percent of his dividends. 80 81

Toko later took approximately six billion ryo—seventy percent of the contents of Gato’s vault—as that year’s dividends. 84 Though Gato’s profits were heavily taxed and Uchiha bodyguards lived at his residence, his businesses expanded dramatically within the Land of Fire, making his allegiance to Toko financially advantageous. 132 142

As Konoha’s commercial influence grew, Gato became a prominent supporter of merchants willing to submit to Toko’s terms. He helped target the businesses of merchants who refused the seventy-percent tax, while compliant investors received Military Police protection and favorable business conditions. 133
