After Doctor Manhattan revealed that He-El’s existence had spawned countless Parallel Universes, He-El investigated how to sustain his Inner Universe and learned that Heavenly Blood powered the universe’s fundamental energy.

• He-El trapped Volthoom, then unleashed a Quasar Flare that destroyed the Alliance’s armies and forced its surviving powerhouses and the Guardians of the Universe to surrender.
• He-El ordered the Guardians captured and Oa Star’s records cataloged, then began planning New Krypton’s administration and infrastructure across the universe.
• Scarface persuaded the Guardians to renew their duty to protect the universe, and they swore allegiance to He-El during New Krypton’s National Day celebration.
• New Krypton expanded across the cosmos, collected the seven Lantern Rings, and sealed a swarm of Sun-Eaters in He-El’s Inner Universe.
• He-El traced a mysterious presence to Doctor Manhattan, who explained that He-El’s altered existence had caused countless Parallel Universes to form.

He-El absorbed Heavenly Blood to expand his universe, drawing the attention of powerful beings across the Blood Domain and God's Domain. After learning more about the Source Universes, he began gathering other universes’ operational logic and sent a duplicate to investigate a hostile, apparently conscious universe.

• He-El awakened Zeus, accepted his offer to become a loyal subordinate, and took him to the edge of the universe to investigate Heavenly Blood.
• He-El discovered that Heavenly Blood corroded Zeus but could be absorbed by his universe, which expanded after triggering another Big Bang.
• He-El ordered Zeus to prepare the Olympian Gods' avatars to kill and seize the avatars sent by their original bodies, and his growing universe drew the attention of beings across God's Domain.
• Lucifer took control of Trigon to search for the new Source Universe, while Michael enlisted The Spectre and the Endless debated whether to investigate it.
• Doctor Manhattan reached for He-El’s universe, which absorbed part of his will and energy, and warned He-El that powerful beings had noticed it.
• He-El learned from Doctor Manhattan that the Monitors planned to find and destroy his universe, then absorbed Manhattan’s knowledge and framework energy to strengthen it.

He-El repeatedly relived his capture by Somali pirates, eventually using the loop to investigate the world and bring Lucy back into his path. After CPH4 transformed Lucy, she traced He-El to Jinghua Hotel and confronted him as her anchor for anger and grief.

• He-El survived the pirates’ capture, killed Kundi and his men, freed Zhang Huihui and the other hostages, and took control of the tanker before waking back at the beginning.
• He-El tested the repeating events across many loops, then used a laptop to transfer enormous sums from the United States government and draw U.S. forces toward Somalia.
• He-El researched the world and considered whether the brain created the universe people experienced, then hired Academi Company to rescue the hostages and traveled to Taipei.
• He-El spotted Lucy in Taipei and told her she could find him if she needed an anchor, while Lucy was drawn into Richard’s drug delivery and captured by Mr. Zhang’s gang.
• Mr. Zhang’s men implanted CPH4 in Lucy, and when her captor injured her abdomen, the drug entered her body and began transforming her.
• Lucy escaped the gang, forced a surgeon to remove the leaking CPH4, called her mother, and decided to find He-El before the accelerated cellular development killed her.
• Lucy traced He-El to Jinghua Hotel, threatened the receptionist for his location, and learned he was in the 502 luxury suite.

Lucy reached 100% brain development, escaped her universe with He-El, and began merging it into his. He-El then investigated a powerful presence linked to Trigon and Zeus before opening talks with the Zeroers about their universe’s restart.

• Lucy and He-El fought Mr. Zhang’s gang, learned that the remaining CPH4 couriers were headed to Berlin, Paris, and Rome, and Lucy sought Professor Samuel Norman’s help with her transformation.
• Lucy absorbed the CPH4 and reached 100% brain development, vanished, and later sent Pierre Del Rio a message asking to be saved.
• He-El rescued Lucy from the gangsters, helped her reach 100% again, and discovered through repeated time loops that the universe’s logic was restricting her.
• He-El and Lucy escaped her universe together, and Lucy created a body in He-El’s universe before proposing to merge her universe into his.
• He-El investigated Trigon’s disappearance and learned that a mysterious man had replaced him inside Raven, while Athena reported Zeus had gained extraordinary strength.
• He-El found a hidden presence inside Zeus that reacted to the mention of Heavenly Blood, then sent Zeus to study it near the cosmic boundary.
